Will the bureaucracy in Jharkhand obstruct conducting of free and fair assembly polls?

The interplay between Jharkhand's bureaucracy and the ruling Jharkhand Mukti Morcha raises concerns about the integrity of upcoming elections. Allegations of bureaucratic complicity in illegal activities and politically motivated actions threaten the prospects for free and fair electoral processes in the state

The nexus between the Bureaucracy in Jharkhand and the Jharkhand Mukti Morcha is well known for the past few years. The Jharkhand Bureaucracy is deeply and directly involved in illegal forest land grabbing, illegal land grabbing, illegal mining, change in land records, etc. In the past few years, few Bureaucrats have been arrested by the central agencies in cases of money laundering and they have nexus with ruling dispensation on record.

Recently, the Home Secretary Vandana Dadel wrote a letter to the Election Commission of India against the Assam Chief Minister Himanta Biswa Sarma and Union Minister Shivraj Singh Chauhan for their speeches, using the words love jihad, land jihad and in the name of Bangladeshi infiltrators creating communal tension in Jharkhand.

The Jharkhand High Court, on August 12, 2024, issued a directive to Hemant Soren Government to identify illegal immigrants from Bangladesh residing in the Santhal Pargana region of the State. Since illegal immigrants enter the country without valid travel documents in clandestine and surreptitious manner, there is no accurate data regarding the number of such migrants living in the country. There are reports about some Rohingya migrants indulging in illegal activities. The Union Government has issued instructions to State Governments and Union Territory Administrations to take steps for identification of illegal migrants (including Rohingyas), their restriction to specified locations as per provisions of law, capturing their biographic and biometric particulars and cancellation of fake Indian documents in their possession. The Jharkhand Government has failed in identification and verification of illegal immigrants and to report to the Central agencies. In fact, a letter was issued by the CID Jharkhand on the issue of increased infiltration by the Bangladeshi in Jharkhand.

Three suspected Bangladeshi girls from a resort under the Bariatu police station in Ranchi were arrested in June 2024. The three arrested girls were identified as residents of Chittagong, Bangladesh. All three girls were brought to Calcutta with the help of another girl. During the police investigation, it was found that on the midnight of May 31, these three girls, along with three other girls, in connivance with private agents, had illegally crossed the Bangladesh border and entered India by cutting the fencing in the forest area. The Infiltrators are provided with fake documents to establish Indian citizenship. The ED officials in Ranchi filed an ECIR (Enforcement case information report) based on an FIR lodged in Bariatu police station of Ranchi on June 4 this year.

The illegal immigration in Jharkhand is a serious issue and the Jharkhand Government has failed to stop it. It must be raised, and the infiltration can only be stopped when the local people can identify them and report about the Infiltrators to the local police station. Himanta Biswa Sarma and Shivraj Singh Chauhan raised the issue and made the people of Jharkhand aware about the illegal infiltration which cannot be labelled as Hate Speech.

On the other hand, the Home Secretary Vandana Dadel, instead of coordinating with the Jharkhand Police and the Central agency to stop illegal immigration, usurped her power to write a letter against the Assam Chief Minister Himanta Biswa Sarma and Union Minister Shivraj Singh Chauhan to the Election Commission of India. If the Bureaucracy is working hand in hand with the Political Party Jharkhand Mukti Morcha, we cannot expect a free and fair elections in Jharkhand.

The Election Commission of India should be conscious of these facts and about the Role of Bureaucracy in the upcoming elections in Jharkhand in order to conduct Free and Fair elections.
