A New Chapter for Tripura: The Memorandum of Settlement and the road to lasting peace

This landmark agreement marks the end of a 35-year insurgency, promising a new era of peace and development for the State

On September 4, 2024, a significant step towards peace and development in Tripura was achieved with the signing of a Memorandum of Settlement between the Government of India, the Government of Tripura, and the National Liberation Front of Tripura (NLFT) along with the All Tripura Tiger Force (ATTF). The agreement, which was signed in New Delhi in the presence of Union Home Minister and Minister of Cooperation Amit Shah, marks a pivotal moment in the history of Tripura, bringing an end to a 35-year-long insurgency and paving the way for a new era of prosperity and harmony in the state.

The Historical Context

The insurgency in Tripura, which began in the late 1980s, was driven by demands for greater autonomy and rights for the indigenous tribal populations. The conflict saw the emergence of several insurgent groups, with NLFT and ATTF being the most prominent among them. Over the years, this insurgency led to significant loss of life, displacement of populations, and disruption of development in the state. Various efforts were made over the decades to bring these groups to the negotiating table, but a lasting solution remained elusive.

The Agreement: A Milestone in Peacebuilding

The Memorandum of Settlement, signed on September 4, 2024, represents a culmination of years of efforts to bring peace to Tripura. Under the terms of the agreement, the NLFT and ATTF have agreed to shun violence, surrender all their arms and ammunition, and disband their armed organisations. The 328 armed cadres of these groups will now participate in the peaceful democratic process and contribute to the development of Tripura and the nation at large.

This agreement is the 12th peace accord signed in the North East region since Prime Minister Narendra Modi assumed office, and the third specifically related to Tripura. Through these accords, over 10,000 insurgents across the Northeast have laid down their arms and joined the mainstream, underscoring the success of the Modi government’s approach to peacebuilding through dialogue and development.

The Vision of a Peaceful and Prosperous North East

Union Home Minister Amit Shah emphasised that this agreement aligns with Prime Minister Narendra Modi’s vision of a peaceful, prosperous, and insurgency-free Northeast. He noted that the Government’s approach has not only focused on improving physical connectivity through roads, railways, and air links but also on bridging the emotional and cultural distances between the Northeast and the rest of India.

The Modi Government’s commitment to the development of the North East is evident in the special package of Rs 250 crore approved as part of the agreement. This package is aimed at the overall development of the tribal population in Tripura, addressing the socio-economic challenges that have historically fueled unrest in the region.

Implementation and Future Prospects

Amit Shah assured that the Government is fully committed to implementing this agreement in both letter and spirit, just as it has done with previous accords. The success of the Bru-Reang agreement, which has enabled thousands of Bru-Reang refugees to return to a normal life, serves as a testament to the Government’s resolve in ensuring that peace agreements translate into tangible benefits for the people involved.

The lifting of the Armed Forces Special Powers Act (AFSPA) from Tripura in 2015 and from several other parts of the North East, reflects the Government’s confidence in the stability and security of the region. Instead of relying on military measures, the focus has shifted to development initiatives that preserve and promote the culture, languages, and identities of the Northeast’s diverse tribal communities.

The Memorandum of Settlement between the Government of India, the Government of Tripura, NLFT, and ATTF is more than just a peace agreement; it is a beacon of hope for a future where Tripura can thrive in peace and unity. By laying down their arms and embracing the democratic process, the insurgent groups have not only ended decades of conflict but have also opened the door to a brighter future for the people of Tripura.

The success of this agreement will depend on the continued commitment of all parties involved to uphold its provisions and work towards the shared goal of a developed and prosperous Tripura. With the support of the Union Government and the active participation of the people, Tripura stands on the threshold of a new era—one marked by peace, progress, and an unwavering commitment to the ideals of democracy and development.
