Telangana: Justice Narasimha Reddy commission serves second notice to KCR on power purchase agreements

The Justice Narasimha Reddy Commission issued a second notice to K Chandrashekar Rao, former Telangana CM and BRS chief, on the 19th of this month, requesting an explanation by the 27th. Along with KCR, the commission has also sent notices to several others, including the former Minister of the Electricity Department

The Justice Narasimha Reddy Commission has issued a second notice to K Chandrashekar Rao, the former Chief Minister of Telangana and current BRS chief, requesting an explanation by the 27th of this month. This follows the commission’s ongoing investigation into electricity purchase agreements from Chhattisgarh and the construction of the Yadadri and Bhadrachalam thermal plants during Rao’s tenure as CM

The Justice Narasimha Reddy Commission is investigating the electricity purchase agreements from Chhattisgarh and the construction of the Yadadri and Bhadrachalam thermal plants during the tenure of KCR as CM.

Earlier in the day, KCR filed a writ petition to annul the Justice Narasimha Reddy Commission, stating that the establishment of the commission is against the principles of natural justice. It has been clarified that the electricity purchase was conducted according to regulations. The lawsuit claims that Justice Narasimha Reddy is conducting media conferences and acting unilaterally. In this case, the Electricity Commission, Justice Narasimha Reddy, and officials from the Energy Department have been named as respondents.

The commission, formed in March 2024, has already begun its inquiry, questioning around 25 current and former officials of the Telangana electricity department. KCR was served notice for the first time, requiring him to respond by June 15th. In reaction, KCR requested an extension until the end of the month, but the commission denied his request. Subsequently, KCR wrote a 12-page letter stating that the commission lacks legal authority and that Justice Narasimha Reddy should voluntarily recuse himself.

The commission examined all the files related to the power purchase agreement (PPA) between the Telangana state and Chhattisgarh governments for the purchase of 1,000 MW of power in 2015. The agreement was made pursuant to a MoU signed in November 2014.
