Chhattisgarh: NIA files chargesheet against Maoist cadre for conspiring to kill security personnel in Narayanpur

The National Investigation Agency (NIA) on Wednesday filed a chargesheet against one of the Maoist cadre in connection with a conspiracy linked to blocking and digging a road in Chhattisgarh with an intention to launch an attack on security forces, informed the agency on June 5.

The case pertains to a conspiracy hatched by cadres of the outlawed Communist Party of India (Maoist) including the accused Lakhma Koram to damage and block a road in Narayanpur of Chhattisgarh with the intent to kill police personnel and loot their arms.

In the chargesheet filed by the NIA before a special NIA court, Jagdalpur, the accused Koram has been charged under relevant sections of Indian Penal Code (IPC), Prevention of Damage to Public Property Act, 1984, Unlawful Activities (Prevention) Act and Chhattisgarh Special Public Security Act, 2005.

The premier investigation agency which took over the case on February 29 this year had registered a complaint against as many as 35 accused including Koram and others unknown cadres of the proscribed terrorist organisation. The case was initially investigated by the Chhattisgarh police.

CPI Maoist cadres and their associates had blocked the Narayanpur-Orchha Main road from India Gate, Raynar to Marghat Raynar in furtherance of the conspiracy to kill a police party crossing the road and looting their arms.

The accused Lakhma who was part of the conspiracy had earlier worked as ‘Adhyaksh of Bhatbeda Jantana Sarkar’ of the outlawed CPI Maoist. He actively participated in the meetings held by banned outfit and carried out unlawful/criminal activities for it. He was also a leader of the Nadipara protest in Orchha under the banner of Maad Bachao Manch, which was formed as a front for CPI Maoist to propagate their anti-government agenda.

According to NIA’s investigation, the entire conspiracy was aimed at establishing the outfit’s self-proclaimed Jantana Sarkar by overthrowing the elected government in the state. Further the CPI cadres had also planned to loot the police team’s weapon to promote their agenda.

It is noteworthy that the Maoists’ Jantana Sarkar is a kind of parallel government being run by the CPI cadres and their associates into the areas under the influence of the banned outfit. The same has been banned as an unlawful organisation by the Chhattisgarh government.

Notably NIA had also chargesheeted as many as three Maoists in connection with the abduction and murder of three villagers in Kanker district on May 25.

The accused identified as Sanker Nureti alias Shanker, Sannu Ram Atlami alias Sunil and Suresh Katlami alias Kachlami were all chargesheted under various sections of the Indian Penal Code (IPC) and Unlawful Activities (Prevention) Act (UAPA).

The NIA’s investigation into the case has revealed that all of the arrested accused were members of the CPI (Maoist) and were found to be involved in the outfit’s criminal conspiracy linked to abduction of Six villagers from Morkhandi village of Kanker district of Chhattisgarh in November last year.

Three of the villagers among those who were abducted were later killed on alleged charges of being police informers after the Maoists paraded them before a ‘Jan Adalat’, a self-styled parallel judiciary of the extremist and their supporters in Modemarka forest area on Novemeber 1st.
