Imphal: In the latest development, the National Human Rights Commission (NHRC) has launched an inquiry into a tragic incident that unfolded in Leithao village near Saibol, Tengnoupal district, Manipur, resulting in the killing of 13 individuals belonging to the Meitei community. The incident, which occurred on December 4, 2023, during a gunfight, has raised serious concerns about human rights violations, prompting the NHRC to take suo motu cognizance, a statement issued by the NHRC stated.

The Commission has expressed profound distress over the incident, emphasising that if the media reports are accurate, it represents a significant breach on the part of law enforcement agencies and the security forces tasked with maintaining peace and order in the state. The gunfight, occurring in an area that had remained relatively calm since the tensions erupted in Manipur in May 2023, has brought the spotlight back on the challenges facing the region.

A notice has been issued by the NHRC to Manipur’s Chief Secretary and Director General of Police, demanding a detailed report within two weeks. This report is expected to cover crucial aspects such as the status of the FIR registered by the police and the measures taken by the State government to prevent the recurrence of such violent incidents. The NHRC has underscored the gravity of the situation, highlighting the need for accountability and transparency in dealing with the aftermath of the incident.

The reported loss of 13 lives in a single day, especially in an area that had managed to maintain relative calm amidst the turmoil, has left the NHRC deeply alarmed. In a statement, the Commission reiterated the fundamental duty of the State to protect the lives and properties of its citizens, fostering a sense of unity and brotherhood among communities.

This tragic incident follows a series of complaints received by the NHRC since May 2023, alleging human rights violations during incidents of violence in Manipur. These matters have been under consideration by the Full Bench of the Commission, and discussions were held during its Camp Sitting in Guwahati, Assam, on November 17, 2023. Senior officers from the government of Manipur, along with representatives of complainants and civil society, were present during these deliberations.

According to media reports dated December 5, 2023, Leithao village, where the incident occurred, is composed of nine houses with approximately 120 residents. Notably, no casualties were reported among the villagers, marking a tragic record as the highest single-day loss of life in Manipur since the unrest began in May. The NHRC’s intervention underscores the imperative for a thorough investigation into the circumstances surrounding this tragic event. The focus is not only on bringing justice to the victims and their families but also on preventing the recurrence of such violence in Manipur. The Commission’s proactive stance sends a strong message about the necessity of upholding human rights and ensuring accountability in the face of such distressing incidents.
