Modi Govt bans PAFF; declares LeT member Arbaz Ahmad Mir as terrorist for conspiring targeted killing of Hindus in J&K

New Delhi: Ministry of Home Affairs (MHA) has designated member Arbaz Ahmad Mir, who hails from Jammu & Kashmir but is presently based in Pakistan and working for the banned terror group Lashkar-e-Taiba (LeT) as an individual terrorist.

Arbaz Ahmad Mir, son of Manzoor Ahmad Mir, who belongs to Gufbal village in Kulgam District, is involved in coordinating terrorism in Kashmir valley and supporting terrorists by transporting illegal arms or ammunition or explosives from across the border.

On May 31, 2022, a female teacher named Rajni Bala from Jammu was shot dead outside her workplace, Government High School, Gopalpora, in Kulgam .

In a notification, the Union Home Ministry said the PAFF( People’s Anti-Fascist Front ) has been regularly issuing threats to security forces, political leaders and civilians working in Jammu & Kashmir from other states.

The Union Government believes that Mir has been involved in terrorism and therefore exercising the powers conferred by clause (a) of sub-section 1) of section 35 of the Unlawful Activities (Prevention) Act,1967 designated him as an individual terrorist, the notification said.

“The Central Government believes that Arbaz Ahmad Mir is involved in terrorism and he is to be added as a terrorist in the exercise of the powers conferred section 35 of the Unlawful Activities (Prevention) Act, 1967.”,the notification said.
With his inclusion in the Fourth Schedule under Unlawful Activities (Prevention) Act , Mir will be the 51st individual designated a terrorist .

UAPA of 1967 has been enacted to prevent certain unlawful activities of individuals and associations more effectively and to deal with terrorist activities and matters connected in addition to them.

The Centre uses clause (a) of sub-section (1) and sub-section (2) of section 35 of the Unlawful Activities (Prevention) Act, 1967, to add the name of an individual in the Fourth Schedule to the Act if it believes that he is involved in terrorism.
