New Delhi : Election promises are made, some are fulfilled, and some are not.

In the just concluded elections, especially in Gujarat, the faceless voters have shown that a party and a government which delivers ought to be rewarded. Thus, the BJP returned to power, winning seven elections in a row.

Analysts admit that some of the developments for the saffron party were due to achieving the coveted goal of ‘self-sustaining’ economic development with a focused approach to the empowerment of people and transparency in governance.

Sources say the UT administration in Jammu and Kashmir is also striving hard to achieve this lofty target.

In Gujarat, observers know things are transparent, and there is always a focused approach to empowering women and other vulnerable sections.

Thus, there have been several “systematic reforms” introduced in the financial management system to enhance transparency and accountability in the functioning of the official and semi-official apparatus.

One such move with the hope of getting short-term and long-term dividends is setting up the Budget Estimation, Allocation and Monitoring System (BEAMS). Besides this, there have been steps such as the implementation of e-tendering and also JKPaySys.

There were steps such as IT-enabled EMPOWERMENT — meaning – Enabling Monitoring and Public Overview of Works Being Executed and Resources for Meaningful Transparency portal -janbhagidhari.jk.gov.in.

“It is true financial discipline, and rigorous monitoring has resulted in manifold increase in the rate of project completion,” says a source adding that in 2018 – that is, before abrogation of Article 370 – 9229 projects were implemented, these increased to 12,637 in 2019-20 and 50,627 in 2021-22 and as many as 65,000 in the current fiscal 2022-23.

There was social work in creating “livelihood for the community”.

The gross agricultural output, to the tune of Rs 37559 crore per year, will now grow up to Rs 65,701 crore per year over the next five years. There have been necessary steps to implement National Education Policy – NEP – 2020 in letter and spirit.

Moreover, 500 Atal Tinkering labs shall be established, and the administration will also set up free NEET coaching centres for government school students with excellent records.

The administration will also achieve ‘target-oriented’ citizen-centric government business IT initiatives.

The UT administration is also on the way to achieving the cherished goal of Anemia Mukt and Nasha Mukt Bharat.

Steps are being taken for ‘sectoral investable projects’ for tourism, hospitality, healthcare and Ayush and Wellness sectors.

Sources further said the UT administration of J&K is also working on plans and various schemes to implement the ‘Integrated Healthcare and Education Delivery System’.

Under this, there will be 20 virtual Reality Labs to encourage scientific temperament and free NEET coaching, further enhancing seats of doctors and para medicals to match the growing need and building of world-class schools on the lines of international exposure.

The source added that steps would also be taken to attract the private sector, corporate participation, and joint ventures to create medications.
