Majority Youth Livelihood Security Bill?

By Dr Pravin Togadia

$img_titleThese days a heated debate is on about many Bills – Lokpal, Food Security, etc. Cabinet has already passed unilaterally, without taking majority in confidence, the Muslim Reservation Bill in the form of 4.5 per cent quota to Muslims from OBC’s 27 per cent. Government and many parties are pushing for constitutional amendment for full Muslim Reservations. Communal Violence Bill is also getting pushed in to be used against Hindus and to appease minorities.

Considering all this, it is important that there is a demand and subsequent passing of the Youth Livelihood Security Bill – term it in simple words: Youth Employment & Enterprise Security Bill. With so many forces playing games against majority, there is a severe risk of majority youth not getting jobs / business opportunities that they very much deserve either due to open merit or by being in the Scheduled Castes / Other Backward Classes / Scheduled Tribes / Nomadic Tribes. Kids of majority study hard – some have wherewithal to afford good studies and many don’t. Open merit students or from SC/OBC/ST/NT – all study hard with a dream in their eyes: Get a job / start descent business and become somebody in the society and look after family, parents and do good deeds for the nation. These youth are willing to work hard to get Bharat ahead of the world in every field and they are ready to pay valid taxes.

But past few years, majority youth in Bharat is frustrated and depressed – not because of lack of enthusiasm among them, but because of government policies that oppress youth aspirations and appease minorities. It starts right from the birth of a minority kid! A young couple from majority told me that they were fined by the hospital for the 3rd child whereas the minority woman delivering her 8th child got Rs 1000 subsidy. Then they were rebuffed at the ration office that added their 3rd kid’s name in their ration card, but refused to give any ration for that kid quoting 2 kids norm. This norm is not applicable to minorities because their majhab permits them to No number of kids. This is not a one off example; such incidents are experienced by many.

After suffering so much due to such minority appeasement and anti-majority policies, Bharat’s majority youth, when ready to work hard, is again rebuked by the minority reservations in jobs and bank loans. Their hard work gets washed out in their tears of helplessness for which they are not responsible. The government policy of discrimination almost kills them!

Who should pay for the losses incurred by the majority youth due to such a discriminatory policy? The government should. Loss of proper education, loss of decent job, loss of valid opportunity for trade / business and loss of rightful bank loan – all these losses must be compensated by the government that enjoy self-satisfaction of appeasing minorities for votes by snatching majority youth’s rightful employment and enterprise.

Those who do not get enough food for being poor are now helped by Food Security Bill. Manipulating biased reports, now minorities too are protected and subsidised. More than 80 per cent of the reservations in education and jobs meant for Scheduled Tribes are gobbled up by Christians and government is hell bent on extending these benefits to Muslims and Christians snatching from OBCs / SCs / NTs and open merits.

Let us see the unemployment statistics. (CIA World Fact book) In 2010, Bharat’s unemployment rate was 10.8 per cent and sure at the end of 2011 it has gone up substantially. Compare it with the earlier years (in  per cent): 2006: 7.8 ; 2007: 7.2 ; 2008: 6.8 ; 2009: 10.7 and in 2010: 10.8. See the jump in unemployment rate! It is easy to blame global economy for all this; but the same time, Ministerial salaries have gone up – they had not only the job security but also salary jumps when Bharat’s majority youth was reeling under unemployment crisis due to discriminatory policies. Minority has education, jobs, bank loans etc protection; affected is the majority youth. Now, China’s statistics of unemployment (%): 2003: 10.1 ; 2004: 9.8 ; 2005: 9.8 ; 2006: 9.0 ; 2007: 4.2 ; 2008: 4.0 and in 2009: 4.3. Their unemployment slipped to as low as any developed country by sheer focus on national development. We never agree with China’s ideology and with its invasions; but during the same global economic crisis, of which our Government gives an excuse for high unemployment, China successfully brought down its unemployment. They live on the same planet; if they could do it then why not our Government? It was busy appeasing minorities for petty vote bank politics and thereby compromising total majority’s (therefore, Bharat’s national) interests.

Youth (Age 15-24) unemployment in Bharat in 2004 was 10.53 per cent and now with the ratio base, it is up. In 2009, America’s youth unemployment was 17.9 per cent and they were worried about it when our government was busy creating NIA to ‘fix’ Hindus and now busy in further damaging situation for the majority youth. Our youth cannot even get the rightful bank loans because the PM himself has promised 15 per cent reservations in bank loans to Muslims! This way no economy can progress. Taking minorities along will improve the economy is all fuzzy logic as they contribute only to population increase without contributing into nation’s revenues / exchequer. Their richest Hasan Ali owes Bharat in tax over Rs 50,000 crore – imagine his actual resources! Even 1/1000 of it would have been spent on his own brothers and sisters who now claim to be poor, Bharat’s majority youth and farmers would not have commited suicides!

Government now must pass Majority Youth Employment & Enterprise Security Bill:

* Government must assure and give jobs to all majority youth within a year of completion of education.

* Those who wish to do a trade / business must be given exemption in loan repayment: For 3 years, there should be no repayment or interest. After 3 years they should be allowed to repay the loan in easy installments.

* Taxes on salaries and business incomes of the majority youth must be capped to flat 5 per cent instead of ranging from 40 per cent on salaried income and then various taxes like Sales Tax, Octroi, VAT, Excise, Property Tax etc on business incomes.

* ?Islamic Index should be disallowed and there should be a Hindu Index – majority youth and their businesses should be given concessions to be a part of it.

* ?Majority youth who cannot get jobs or cannot get set in business in a year, should be given descent unemployment allowance by the Government.

* ?There should not be any religion-based reservations in education, jobs and bank loans and majority youth’s livelihood must be protected.

* ?Government failing to implement these (and many other such) provisions to protect majority youth’s right to employment and enterprise should be dissolved immediately and the political parties responsible for it should be debarred from elections.

Some of the points above may sound crude; but for the last stage Cancer limb, there cannot be just an ointment; there has to be a faster surgery to save the patient. Majority Youth is on the verge of breaking. Unless they are protected by Youth Employment and Enterprise Security Bill, the nation will not progress. Their anger may even cause anarchy for which western and middle eastern nations are waiting actively. Protect majority youth – Protect Bharat. Let us pass the Majority Youth Employment & Enterprise Security Bill immediately.
