Centre is planning to introduce the Right to Education Bill in the Parliament shortly. Shri Arun Kumar Rath, secretary for elementary education in the Ministry of Human Resources and Development said that the Bill will ensure that every child gets an access to education.
?In India education is free but not compulsory. The government'splan is to make it necessary for all children. We will introduce a Bill in this regard in the ongoing session of the Parliament,? Shri Rath said at the inaugural ceremony of the International Conference on Distributed Computing and Internet Technologies organised by the KIIT University at IIT Delhi.
Shri Rath also pointed out that the government was planning to double the expenditure on education in order to provide education and better facilities to all the children. ?We are going to enter the school education sector in a big way. This sector was ignored as a state subject. With the government'splan to increase expenditure on school, the standard of education would uplift,? Shri Rath said.
He stressed on the need to strengthen the computing system and said that many important things like weather forecast depends on computing. ?We are behind many countries in this sector,? he added.
Founder secretary of KIIT University Dr A Samanta, who is the chief patron of ICDCIT, pointed out that the growing terror menace can be checked by the computer wizards from across the globe. ?We have seen the misuse of internet technology in terror incidents. Our computer wizards should take note of it and try to come out with some kind of solution to this,? Dr Samanta said.
Dr S N Dash, secretary ministry of heavy industry and public enterprises, was also present.
The ICDCIT conference series are well recognised in the international forum for exchanging research ideas and results in theory, methodology and application of distributed computing and internet technologies. It has been constantly attracting a large number of high quality submissions from both academia and industry. Delegates from more than twenty countries and all the computer experts from IITs of India were also present on the occasion.
