Land grabbing continues in Valley
Mufti government hoodwinks Pundit migrants
By King C. Bharati

Jammu: The Mufti government seems to have taken the entire Kashmiri Pundit community for a ride and keeps them in good humour by promising sky in the form of the so-called dignified return to Valley even though his government is actively supporting those who have been grabbing migrants land back in the Valley.

Numerous incidents have been highlighted by this scribe since last year where migrants land was grabbed by their neighbours shattering their dream of returning to their original homes one day with the PHE department joining in one of the cases by encroaching upon the migrant land to construct a water reservoir.

Even though Mufti would like us to believe that all these reports were fabricated he had no reply when this scribe confronted him with photographs during an exclusive interview in the month of February.

Well, there are numerous migrants who have been crying hoarse before the powers that be to get their land evicted from the illegal encroachers but the so called benevolent government which wants migrants to return to Valley has always looked the other way.

Kishni says that for the last one year she has been running from pillar to post and writing to every body who matters in the state bureaucracy to get her land evicted but of no avail.

In yet another case of land grabbing of a migrant one Kishni Kumari D/O Lt. Pt. Jaggar Nath of Srinagar at present 89/4 Krishna Nagar, Safdarjung Enclave, New Delhi-29 has been running from pillar to post to get her land evicted from the encroachers for the last one year despite a stay order from the Joint Agrarian Reforms Commissioner as back as 1986, but to no avail.

Kishni said that no body in the power echelons was listening to her event though she has written from Chief Minister upto the Tehsildar in this regard.

Kishini says that while the government has promulgated an act to prevent distress sale or encroachment of the migrant land in the Valley the concerned authorities were in fact conniving with the land grabbers to usurp the migrant land by getting the mutations attested in spite of the stay order.

Giving details of her plight she said that she owns a land measuring 22 Kanals and 01 Marlas under Khasra No 1012, 1087, Khewat No 249 at Village Pahroo in Tehsil Chadoora district Budgam which was under the tenancy of Gh. Mohamed Teli S/O Lassi Teli R/O Pahroo, Gulla Bhat S/O Ismail Bhat, Moma Bhat S/O Nabir Bhat, Rehman S/O Subhan Bhat, Ahad & Akbar Sons of Shaban Bhat, Mst Azizi Widow of Sona Bhat R/O Wagoora Tehsil Chadoora for which she had filed the required resumption form as early as 1986.

Kishni said that one of the tenants Gh Mohamed Teli also deposited levy for land measuring 7 Kanals illegally even though her resumption was not decided by the concerned authorities as yet.

Kishni said that the then Joint Agrarian Reforms Commissioner A A Akhoon had ordered a stay on any deal for this land under order No JARC/APP/86/3570 dated 4-11-1986.

However now when she has also given her choice to concerned quarters of her willingness to return under the governments return plan and settle down in Kashmir she has come to know that these above mentioned people have usurped her land and got the mutation attested illegally.

Kishni says that for the last one year she has been running from pillar to post and writing to every body who matters in the state bureaucracy to get her land evicted but of no avail.

Kishni has written to revenue Minister, Divisional Commissioner Kashmir, Deputy Commissioner Budgam, SSP, Budgam SHO Chadoora and Tehsildar Chadoora but no body has shown any concern to listen to her.

She has lambasted the so called return formula of the Mufti government saying on one side the Mufti government helps encroachers to usurp the migrant land and on the other it wants us to believe that normalcy was returning in valley and Pundits should come back.

Kishni has said that this seems a sinister plan of the present government to usurp all the land of the migrants so that they are forced to live in security zones on their return to valley. Asking for an immediate eviction of these people from her land Kishni has said that migrants would never forgive Mufti if the present trend of land grabbing continues in the valley.
