In a significant step towards strengthening India’s renewable energy sector, the Union Cabinet on Friday approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), an ambitious Rs 5,070 crore Central Sector Scheme that will promote the large-scale deployment of floating solar photovoltaic (FSPV) projects integrated with energy storage systems.
The scheme aims to establish 5,000 MW of floating solar power generation capacity along with 10,000 MWh of co-located battery energy storage, making it one of India’s largest dedicated initiatives for floating solar infrastructure.
The projects will be implemented across reservoirs, dams, lakes, industrial ponds and other suitable inland water bodies throughout the country, reducing pressure on valuable land resources while enhancing renewable energy generation.
PM Modi highlights clean energy benefits
Following the Cabinet decision, Prime Minister Narendra Modi described the initiative as a major boost to India’s clean energy transition.
In a post on X, the Prime Minister said the approval of the Pradhan Mantri Surya Sarovar Yojana would expand India’s clean energy capacity through the innovative utilisation of reservoirs and inland water bodies.
He said the scheme would benefit every State and Union Territory while also contributing to a significant reduction in carbon dioxide emissions.
The government views the initiative as another important milestone in India’s efforts to accelerate the adoption of renewable energy while balancing economic growth with environmental sustainability.
Why floating solar?
Unlike conventional solar parks that require large tracts of land, floating solar photovoltaic systems are installed on the surface of reservoirs, lakes, irrigation tanks and industrial water bodies using specially designed floating platforms.
These installations generate electricity without occupying agricultural or forest land, making them particularly suitable for densely populated regions where land availability is limited.
Floating solar projects also offer additional operational advantages.
The presence of water beneath the solar panels naturally cools the modules, improving efficiency compared to conventional ground-mounted installations.
The floating structures also help reduce evaporation losses from reservoirs while limiting algal growth by partially shading the water surface.
By combining clean energy generation with water conservation, floating solar technology is increasingly being adopted worldwide.
India has over 100 GW floating solar potential
The Cabinet approval follows a comprehensive assessment conducted by the National Institute of Solar Energy (NISE), which estimated India’s floating solar potential at approximately 102.18 GWp across reservoirs and other suitable inland water bodies.
Despite this enormous potential, India’s installed floating solar capacity currently stands at only around 700 MW, indicating substantial room for expansion.
The PM Surya Sarovar Yojana seeks to bridge this gap by rapidly scaling up deployment over the next several years.
Officials believe the scheme will act as a catalyst for wider adoption of floating solar technology while encouraging States to utilise existing water infrastructure for renewable energy generation.
Implementation timeline
Under the approved framework, projects will be sanctioned over a five-year period beginning in FY 2026-27 and continuing until FY 2030-31.
Financial assistance from the Centre will continue until FY 2032-33, allowing adequate time for project completion and commissioning.
The phased implementation is expected to enable States, public sector undertakings and project developers to plan and execute projects efficiently while maintaining quality and technical standards.
Rs 5,070 crore financial support
The Union Government will provide substantial financial assistance to accelerate project implementation.
Eligible floating solar projects will receive Central Financial Assistance (CFA) of Rs 1 crore per MW after successful commissioning.
This incentive is expected to improve project viability and encourage greater participation from public and private developers.
In addition to commissioning support, the scheme also provides assistance during the planning stage.
Developers can receive up to Rs 50 lakh per project for undertaking feasibility studies and technical assessments before construction begins.
These studies include:
Bathymetry surveys to assess underwater depth and terrain.
Hydrography studies to understand water conditions.
Environmental impact assessments.
Other technical and engineering investigations required to reduce implementation risks.
By supporting these preparatory activities, the government aims to reduce uncertainties associated with floating solar projects and improve execution timelines.
Energy storage to improve grid stability
A defining feature of the PM Surya Sarovar Yojana is the mandatory integration of energy storage systems with floating solar plants.
The scheme proposes installation of 10,000 MWh of battery energy storage capacity, ensuring a minimum storage duration of two hours.
Energy storage plays a critical role in addressing one of renewable energy’s biggest challenges—its intermittent nature.
Solar power generation depends on sunlight and declines during evenings or cloudy weather.
Battery storage enables excess electricity generated during the day to be stored and supplied during periods of high demand or lower generation.
This improves the reliability, flexibility and stability of the power grid while allowing greater integration of renewable energy into the national electricity network.
Reducing dependence on land
One of the principal objectives of the scheme is to minimise competition for land between renewable energy projects, agriculture, industry and urban development.
Large-scale ground-mounted solar parks often require thousands of acres of land, leading to acquisition challenges and project delays.
Floating solar projects utilise existing reservoirs, irrigation tanks and industrial ponds that remain largely unused for power generation.
The approach enables renewable energy expansion without affecting agricultural productivity or requiring conversion of additional land.
The government believes this will make clean energy deployment faster, more sustainable and socially acceptable.
Climate and environmental benefits
According to the government, the PM Surya Sarovar Yojana is expected to reduce approximately 10 million tonnes of carbon dioxide emissions every year after full implementation.
The scheme supports India’s commitments under the Paris Climate Agreement and its broader objective of achieving net-zero emissions by 2070.
By replacing fossil fuel-based electricity with renewable energy, floating solar projects will contribute significantly to reducing greenhouse gas emissions.
The initiative also promotes better utilisation of existing water resources while encouraging environmentally sustainable infrastructure development.
Employment and manufacturing boost
Beyond environmental gains, the scheme is expected to create significant economic opportunities.
The government estimates that implementation of the programme will generate around 16,000 to 17,000 full-time equivalent jobs across various stages of the project lifecycle.
Employment opportunities are expected in manufacturing, engineering, construction, transportation, installation, operations and maintenance.
The initiative is also likely to strengthen domestic manufacturing under the government’s Aatmanirbhar Bharat vision.
Demand for floating platforms, photovoltaic cells, solar modules, anchoring systems, battery storage technologies, electrical equipment and other balance-of-system components is expected to increase substantially.
This could encourage fresh investments in India’s renewable energy manufacturing ecosystem while reducing dependence on imported equipment.
Supporting India’s renewable energy targets
The PM Surya Sarovar Yojana forms part of the government’s broader strategy to rapidly expand India’s renewable energy capacity and diversify clean energy technologies.
Floating solar complements existing rooftop solar programmes, large ground-mounted solar parks, wind energy projects and hybrid renewable systems.
Officials believe the scheme will contribute to improving energy security, reducing fossil fuel dependence and increasing the share of clean electricity in India’s overall energy mix.
The government said the initiative would support national climate objectives, encourage efficient utilisation of reservoirs and inland water bodies, strengthen energy infrastructure and contribute to the vision of Viksit Bharat by promoting sustainable economic development.
