Drug-control officials and police in Indore have seized nearly 19,000 medical abortion kits worth around 92 lakh from two warehouses, prompting an investigation into their storage, purchase and distribution

The first raid was conducted on September 24-25 at a warehouse in the Dhar Kothi area near St. Raphael School. Officials recovered more than 10,000 abortion kits along with other medicines, including sildenafil citrate.

The stock was linked to Quality Pharma and was valued at around 52 lakh.

A second raid followed on September 26 at a Modi Brothers Associates warehouse in Lasudia Mori. Officials recovered 9,360 packs of “Safe-T” medical abortion kits valued at around 40 lakh.

Together, the two seizures account for nearly 19,000 kits.

Officials examine missing documents

The kits contain mifepristone and misoprostol, medicines that are regulated in India and are required to be supplied under prescription and other applicable conditions.

During the first raid, officials reportedly found that proper stock registers, purchase bills and sale records were not available at the warehouse.

Quality Pharma has been described as a licensed firm, but investigators are examining discrepancies involving the warehouse location and documentation. Names associated with the Dhar Kothi premises in initial reports include Javed Khan and Ajay Savdatkar.

At the Modi Brothers warehouse, investigators are examining purchase and sale records and whether the stock was subsequently supplied to other firms.

Investigation began with a chemist shop

The latest seizures are linked to an investigation that began in July.

In late July, the drug department and Sanyogitaganj police raided Kartik Chemist near Maharaja Yeshwantrao Hospital after finding combination abortion kits being sold without prescriptions.

Officials said documents recovered from the shop helped investigators trace the supply chain to Quality Pharma and subsequently to Modi Brothers.

Investigators are also checking whether some kits had already been moved from the first warehouse. Some reports have referred to around 9,000 kits being sold, although the claim remains part of the ongoing inquiry.

The investigation is also examining possible links to other states, including Gujarat and Uttar Pradesh.

Administration orders supply-chain probe

Indore Collector Shivam Verma said the raids followed intelligence inputs and directions from state drug controller Manoj Pushp.

The administration is now trying to establish where the consignment originated, who purchased it and where it was supposed to be supplied.

Officials have registered a case under the Drugs and Cosmetics Act. Drug inspectors involved in the investigation include Yogesh Gupta, Lokesh Gupta and Sarika Agrawal, according to local reports.

Authorities have said further action will depend on the evidence emerging from purchase records, transport documents and other records.

Seizure ahead of Navratri triggers political reaction

The timing of the seizure, just days before Navratri, has also triggered political reactions.

BJP MLA and former minister Usha Thakur questioned how such a large quantity of prescription medicines could have been accumulated without attracting scrutiny.

She called for a time-bound investigation into the purchase, storage and distribution of the kits and said those responsible should face action if violations are established.

Officials have said the wider supply network is being examined, but no larger conspiracy has been established at this stage.

Medical abortion medicines under regulated use

Mifepristone and misoprostol are legally used for medical abortion in India under the Medical Termination of Pregnancy framework and applicable medical regulations.

The legal use of these medicines is different from their unauthorised sale or improper storage. Medical professionals have also cautioned that unsupervised use can carry risks, particularly if complications occur without timely medical care.

So far, officials have not established where the seized stock was ultimately intended to be used. Claims linking the kits to illegal clinics or broader demographic theories remain unsubstantiated.

Investigation now moves beyond the warehouses

The immediate focus for investigators is to reconstruct the entire supply chain—from procurement and storage to transportation and sale.

The July chemist-shop raid and the September warehouse seizures provide investigators with a trail of documents and transactions to examine.

Whether the case remains focused on violations involving the storage and sale of medicines or expands into a wider interstate investigation will depend on what the records and forensic examination reveal.
