The National Skill Development Corporation (NSDC), operating under the Ministry of Skill Development and Entrepreneurship (MSDE) has announced a nationwide cloud and Artificial Intelligence skilling initiative in partnership with Amazon Web Services (AWS) and Cultus Education. The programme will impart foundational AI and cloud literacy to 1.5 lakh learners through AWS digital training content, while 10,000 candidates will receive intensive, job-ready training through the AWS re/Start programme, a free, cohort-based model that connects trainees directly with employers.
Delivered entirely online through Cultus, NSDC’s chosen delivery partner, the initiative spans every state and Union Territory, prioritising youth in Tier 2 and Tier 3 towns. It will culminate in a National Hackathon where participants present their cloud and AI solutions before industry leaders and hiring managers.

Rani Burchmore of AWS Skilling and Social Impact described the collaboration as a “win-win situation” for individuals, industry and communities, while Nalin Singh of Cultus Education emphasised that skilling must translate into confidence, credentials and real employment not training that ends at the classroom door.
A Decade of Building India’s Skill Backbone
To understand why this launch matters, it helps to recall what NSDC actually is. Incorporated on July 31, 2008, under the Companies Act, NSDC is a rare public-private enterprise of the Government of India, through MSDE, holds 49 per cent equity, while private industry holds the remaining 51 per cent. This structure was deliberate. Rather than running training centres itself, NSDC was designed to act as a catalyst and market-maker, funding, accrediting and standardising vocational training delivered by private players, so that skilling could scale at the pace India’s economy demanded.
That mandate acquired national scale after 2015, when the Skill India Mission was launched and NSDC became the implementing agency for its flagship scheme, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). The results, while uneven in individual years, are substantial in aggregate. Government data placed before the Lok Sabha shows that NSDC and PMKVY together have trained over 3.3 crore individuals in the past decade, with 1.6 crore trained or oriented under PMKVY alone, of whom 1.29 crore stand certified. The number of Industrial Training Institutes has grown from 9,776 in 2014 to 14,682 today and PMKVY 4.0 has already introduced 154 future-skill job roles spanning Artificial Intelligence, robotics, electric vehicles, 5G and data analytics. The AWS-Cultus partnership is the newest and among the most globally connected, additions to this ecosystem.
Inside the Cloud and AI Skilling Pipeline
The programme’s design reflects a two-stage funnel. Any learner can begin with AWS’s self-paced digital training content, building foundational familiarity with cloud and AI concepts at no cost and without prior technical background. Those who demonstrate readiness then progress into AWS re/Start, an instructor-led, mentor-supported track covering cloud infrastructure, networking, security and AI fundamentals through hands-on labs and real world scenarios. Graduates earn an industry recognised AWS Certification and gain access to qualified interviews with local employers converting a training credential into an actual job pathway, then a certificate that ends at the classroom door.
Why Tier 2 and Tier 3 India Matter
The programme’s geographic focus is its most consequential design choice. India’s technology employers have historically clustered in a handful of metros, leaving capable young people in smaller cities without the credentials, mentorship or employer networks needed to compete for cloud and AI roles, not because they lack aptitude, but because opportunity itself concentrated elsewhere. By delivering the entire journey online, the initiative removes the need to relocate, letting learners in smaller towns build globally recognised, employer-verified skills from where they already live. This matters more than it might first appear in the India Skills Report 2026 finds that Uttar Pradesh already ranks among the states with the highest employability levels nationally, evidence that talent in non-metro India is ready to be met with the right access.
The Bigger Picture: AI, Jobs and the Race for Talent
This launch also arrives at a genuinely important inflection point for Indian economy. The India Skills Report 2026 records that national employability has climbed from 46.2 per cent in 2022 to 56.35 per cent this year and that India already holds 16 per cent of the global AI talent pool, a share expected to touch 1.25 million professionals by 2027.
Cloud computing, AI and data analytics now rank among the most in-demand skills for employers, the gig and freelance workforce is projected to reach 2.35 crore workers by 2030. At the same time, India’s working-age population share is expected to peak and begin declining after 2030, which means the window to convert the youth bulge into a genuine skills-and-productivity dividend is narrowing. Programmes that combine global industry certification with local delivery, of the kind NSDC has now built with AWS and Cultus, are precisely the mechanism through which that demographic advantage can be converted into durable economic strength rather than lost to under-employment.
Skilling as the Foundation of Viksit Bharat 2047
NSDC founding premise in 2008 was that Indian economy would only grow as fast as its workforce could be skilled to match it. Nearly two decades on, that premise has matured into infrastructure thousands of training institutions, tens of millions of certified workers and now a direct pipeline into the cloud and AI economy that is reshaping global employment. The AWS-Cultus collaboration does not stand alone, it sits atop a decade of PMKVY delivery, an expanding ITI network and a rising national employability curve. As India works toward Viksit Bharat 2047, initiatives that put globally benchmarked, Tier 2 and Tier 3-first skilling within reach of every young Indian will matter as much to that goal as any single infrastructure project because a developed India, is built by a skilled one.
