Ahilyanagar, formerly Ahmednagar, has been gripped by anger following the death of Dhiraj Kacharsing Pardeshi, a Hindu youth who was a contractual worker engaged in maintaining the city’s street-light network. The citizens have been seething with anger ever since after a Pardeshi went on a call of duty to repair street lights in a Muslim majority area and never returned home alive.
Pardeshi was on official duty in the Mukundnagar area near the Dargadaya cemetery or dargah vicinity on August 7 when he was allegedly set upon by a group. He sustained devastating head injuries and, after battling for his life in hospital for around three days, died on August 9.
The incident has since developed into a major law-and-order and political flashpoint, with arrests, protests, a city-wide shutdown, demands for demolition of allegedly illegal properties belonging to the accused, and intervention by Chief Minister Devendra Fadnavis.
The immediate agitation was withdrawn after the Chief Minister assured protesters that the case would be taken to a fast-track court and that a special government lawyer would be appointed. Pardeshi’s cremation subsequently took place late on August 10. Markets reopened in Ahilyanagar on August 11.
What happened on August 7
The most detailed account of the assault comes from the written complaint submitted at Camp Police Station by Akshay Kailas Mule, a colleague of Pardeshi.
According to the complaint, Mule, Pardeshi and their colleague Kavya Ganesh Tawre were working for E-Smart Private Limited, Nashik, the company contracted for street-light maintenance by the Ahilyanagar Municipal Corporation.
The three had been working on a main electrical panel when municipal corporation wireman Yunus Sheikh allegedly told them that two or three street lights at the cemetery were not functioning and asked them to accompany him.
The team travelled to the location in the company’s Tata 407 work vehicle.
Mule climbed onto a building to inspect the street-light wiring while Tawre went to operate the panel. It was then that Mule says he suddenly heard shouting.
Looking down, he allegedly saw Pardeshi being attacked.
The complaint names Mehraj Aslam Sayyed, Siraj Aslam Sayyed, Mustakim Aslam Sayyed and Yunus Sheikh, along with two or three unidentified persons, as those who allegedly assaulted Pardeshi.
The weapons described in the complaint are a wooden stick/bat and an iron pipe.
Most significantly, Mule alleges that the attackers repeatedly shouted:
“Isko maar daalo”, which translates as “Kill him.”
Mule says Pardeshi cried out, “Akshay, save me.” He claims that he threw the street-light equipment he was carrying towards the attackers, after which some of them fled.
When he came down, he allegedly found Pardeshi with a serious bleeding injury to his head.
Pardeshi was rushed to Civil Hospital, Ahilyanagar. Doctors subsequently advised that he be shifted, following which he was taken by ambulance to a private hospital where treatment began.
From assault to murder
What initially began as an assault or attempt-to-murder case became a murder investigation after Pardeshi died during treatment.
Reports put his age at around 22-24, while the complaint itself gives the complainant Akshay Mule’s age as 24 and identifies Pardeshi as his colleague.
“Dhiraj targeted because he wore a tilak”
This is at the heart of the communal dimension that has emerged around the case. Pardeshi’s wife has publicly alleged that her husband was targeted because he wore a tilak prominently on his forehead, which she described as an expression of his Hindu identity and pride. BJP MLA Devyani Pharande has come out strongly in support of the victim’s family.
Hindu organisations and local residents have demanded a proper probe into the killing which they say is a clear targeted communal violence against a Hindu youth in a Muslim-majority locality.
Suspicion of a pre-planned conspiracy
The attack is clearly not an episode of a spontaneous street fight. NCP MLA Sangram Jagtap has taken an aggressive position, with reports quoting him as expressing suspicion that the assault may have been pre-planned and that more people could have been involved.
The demand has consequently been made that investigators examine not only those already arrested but also whether there were other organisers, instigators or people behind the alleged assault.
This question has acquired further significance because some accused had fled towards Hyderabad after the incident. Local Crime Branch personnel subsequently traced suspects there and brought them back.
The investigation must now establish exactly who was present, who attacked Pardeshi, who instigated the violence, why the group gathered at the spot, and whether anyone planned the assault beforehand.
Arrests and the Hyderabad trail
Police have made several arrests in connection with the case, including the persons named in the complaint.
Local reporting has said that a number of suspects were traced as far as Hyderabad, with Local Crime Branch personnel involved in bringing them back. Earlier reporting described five arrests from Hyderabad while later updates have varied in the exact number of people arrested or detained.
A court has reportedly granted police custody to arrested accused, with a 10-day police custody period reported in the latest coverage.
The Hyderabad trail has intensified questions raised by local leaders about whether the accused were attempting to escape immediately after the assault and whether more people remain to be identified.
Ahilyanagar erupts, MLA Sangram Jagtap leads protests
Pardeshi’s death triggered a wave of anger across Ahilyanagar. Hindutva organisations and citizens called for a city-wide bandh, while protesters gathered at DSP office chowk demanding arrests and severe punishment.
One of the strongest voices was of NCP (Ajit Pawar) MLA Sangram Jagtap.
Jagtap maintained that the agitation would not be withdrawn until the principal accused were arrested. He also took the position that Pardeshi’s body should not be moved for the final rites until action was taken against the principal accused. Earlier reports said he had even threatened to bring the body to the Superintendent of Police’s office if the main accused was not arrested.
The protest was not merely a demand for arrests, but for a broader demand for accountability, exemplary punishment and action against alleged illegal constructions belonging to the accused.
Bulldozer action becomes a major demand
With the public anger mounting, demands grew for bulldozer action against allegedly unauthorised homes or structures linked to the accused.
The local administration has reportedly issued encroachment notices concerning properties associated with some of the accused.
But officials have also made it clear that any demolition or removal of structures must and will follow due legal process.
The issue is nevertheless now part of the larger public pressure campaign for justice to the helpless victim and his surviving family as well as action against those accused of killing Pardeshi.
MLA Akshay Kardile alleges “Jihadi mentality” angle
BJP MLA Akshay Kardile has strongly condemning the killing. Kardile described the incident as an attack by a “jihadi mentality” gang and expressed grief over the death of Pardeshi, whom he described as a dutiful municipal employee.
He has also called for the case to be tried in a fast-track court and for severe punishment for those found guilty. Kardile and other local leaders have also raised questions about whether the violence involved a wider conspiracy, whether additional people were involved and why some accused allegedly managed to reach Hyderabad.
These remain allegations and investigative questions, rather than established findings.
Fadnavis steps in as agitation reaches a flashpoint
By the evening of August 10, the situation had reached a critical point.
Family members, activists and local political leaders were participating in the protest at DSP office chowk, while the question of Pardeshi’s final rites remained unresolved.
It was at this point that Chief Minister Devendra Fadnavis intervened directly by telephone.
Fadnavis condemned the killing and assured the protesters that the accused would not be spared.
Chief Minister’s assurances included:
- Appointment of a special government lawyer/prosecutor for the case;
- conducting the trial through a fast-track court;
- Strict action against those found responsible; and
- A commitment that such tendencies would be dealt with firmly.
The Chief Minister also appealed to the protesters to permit the final rites to take place. Reports say that following the assurance, the agitation was withdrawn late on August 10.
Dhiraj’s cremation finally takes place
The prolonged dispute over the funeral ended after the Chief Minister’s intervention.
Pardeshi’s mortal remains were finally taken for cremation late on August 10.
For his family, the tragedy had by then become much more than a criminal case. They had watched a young man leave home to perform routine civic work, seen him suffer catastrophic injuries and then faced a public struggle over the circumstances in which his last rites would be performed.
His wife had reportedly even demanded that the funeral be held at the very location where he was attacked, underscoring the family’s anger and demand for accountability.
Markets reopen after the CM’s assurance
With the agitation withdrawn after Fadnavis’s intervention, Ahilyanagar’s markets reopened on August 11, bringing some semblance of normalcy to a city that had witnessed protests and heightened tension.
But the reopening of shops does not mean that the issue has disappeared.
The public demands remain sharply focused on arresting every person involved, establishing the motive, investigating the alleged conspiracy, prosecuting the accused effectively and taking lawful action against unauthorised properties where violations are established.
What was the role of the municipal wireman named in the complaint?
The FIR names Yunus Sheikh among those allegedly involved in the assault, while also stating that Sheikh had been present at the worksite and had directed the workers towards the cemetery area. Pardeshi was attacked while his colleagues were engaged in carrying out that civic work. The attack allegedly involved multiple people, blunt weapons and an exhortation to kill.
The public anger in Ahilyanagar is unlikely to disappear merely because the markets have reopened. For Dhiraj Pardeshi’s family and colleagues, the central demand remains brutally simple: every person responsible for the attack must face the full force of the law.
