Ranchi: In a major success for security forces, Jharkhand Police, along with central security agencies, have dealt a decisive blow to the Naxalites in the state by arresting top Maoist leader Misir Besra, who carried a bounty of Rs 1 crore. The arrest, along with two of his close associates, took place late at night on July 28 in the border areas of Dhanbad and Giridih districts, marking a significant milestone in anti-Naxal operations. The breakthrough came on a day that already witnessed a major development, as 16 Maoists surrendered before the police headquarters in Ranchi. Officials believe that these back-to-back developments indicate a rapid weakening of Maoist networks in the region.

Joint Operation Leads to Arrest

According to official sources, the arrest of Misir Besra was the result of a coordinated joint operation conducted by Jharkhand Police, the Central Reserve Police Force (CRPF), and CoBRA commandos. The operation was launched based on specific intelligence inputs, reportedly provided by a surrendered cadre.

Among those who surrendered earlier in the day was Shanicharwa, known as the trusted bodyguard and “shield” of Misir Besra. His inputs are believed to have played a crucial role in tracing Besra’s location, ultimately leading to the successful late-night operation.

Along with Besra, security forces arrested Mehnat alias Mochu alias Vibhishan alias Kumba Murmu, a Special Area Commander carrying a bounty of Rs 25 lakh, and Gaurav alias Saurabh, who is said to be an active member of the Maoist organization. Mochu is a resident of Ghorabandha village under Barwa Adda police station area in Dhanbad district.

All three arrested individuals are currently being interrogated at a secret location. Sources also indicate that two local villagers were taken into custody during the operation for questioning, though their exact role remains under investigation.

Setback to Maoist Leadership Structure

Security officials have described the arrest as a major setback to the Maoist leadership structure operating in eastern India. Misir Besra was a member of the Central Committee of the banned CPI (Maoist), a body responsible for planning and executing major insurgent activities across multiple states.

With his arrest, the operational capabilities of Maoist groups in Jharkhand and adjoining regions such as Bihar, Odisha, and West Bengal are expected to suffer a severe blow. However, officials have cautioned that challenges still remain, particularly from West Bengal-based Central Committee member Asim Mandal and his associates, who continue to evade arrest.

Link to High-Profile Attack Case

Misir Besra had long been on the radar of the National Investigation Agency (NIA) for his alleged involvement in several high-profile incidents. Notably, he is accused of orchestrating the attempted assassination of former MLA Gurucharan Nayak in 2022.

The attack occurred during a football tournament in West Singhbhum district and was reportedly carried out by a Special Action Team linked to Maoist networks operating from Chhattisgarh. Investigations by the NIA later confirmed that the attack was part of a broader Maoist conspiracy.

From Student to Top Maoist Leader

Originally from the Pirtaand area in the Dumri region of Giridih district, Misir Besra joined the Naxalite movement in the 1980s. He completed his early education in a government school and later graduated in Hindi from a college in Dhanbad.

Over time, he came into contact with Maoist ideology and, by the late 1980s, had abandoned his family to join the insurgent movement full-time. Through years of involvement in armed activities and organizational planning, he rose to become a key member of the Maoist Central Committee.

Besra operated extensively in the dense forest regions of Saranda and Kolhan, using the terrain to evade security forces. He remained active across the tri-junction of Jharkhand, Bihar, Odisha, and West Bengal for decades.

Long Criminal Record and Past Escape

Authorities state that Misir Besra has been named in as many as 154 criminal cases registered across multiple states. In addition, the NIA has framed charges against him in at least three cases.

His criminal history includes a dramatic escape from police custody. He was first arrested in September 2007 in Khunti district. However, in 2009, while being transported for a court hearing, he managed to escape during a Maoist attack on the Lakhisarai court premises in Bihar. Since then, he had been on the run for over a decade, making him one of the most wanted Maoist leaders in the country.

Series of Surrenders Weakening Insurgency

The arrest comes amid a broader trend of weakening Maoist influence in Jharkhand. On May 21, 2026, a total of 27 Naxalites surrendered before the Director General of Police. This group included several senior cadres such as Sub-Zonal Commanders and Area Commanders.

Subsequently, on July 13, top Maoist commander Ravindra Ganjhu, who carried a bounty of Rs 20 lakh, surrendered before authorities. Just days later, on July 17, another key figure, Ajay Mahto alias Tiger, was arrested. His wife, Babita alias Anita Kisku, also surrendered shortly thereafter.

Officials noted that many of these individuals were involved in major incidents, including the 2018 landmine blast in Garhwa, an IED explosion in the Toto area in January 2023, and encounters in Adki in 2023 and Chaibasa in 2026.

Impact of Sustained Operations

CRPF Inspector General Saket Singh attributed the success to sustained and coordinated anti-Naxal operations carried out over several years. He highlighted that a major operation conducted on January 22 resulted in the killing of 17 Maoists, including Central Committee member Anil Manjhi.

He further pointed to the significance of “Operation Roti,” launched on April 29, which disrupted supply lines and internal coordination within Maoist ranks. The operation reportedly led to the fragmentation of the organization, forcing several cadres to either surrender or flee the state.

According to senior officials, the number of active Maoist cadres in Jharkhand has now dropped to single digits, marking a historic decline in insurgent presence. Inspector General (Operations) Narendra Singh stated that continuous pressure through intelligence-based operations, along with rehabilitation and surrender policies, has played a crucial role in achieving this outcome.

The arrest of Misir Besra represents a turning point in Jharkhand’s long battle against Naxalism. Combined with a wave of surrenders and sustained security operations, it signals a near-collapse of Maoist influence in the state. While some challenges remain, particularly from residual leadership elements, authorities are optimistic that the momentum gained will help establish lasting peace and stability in the region.
