A case involving allegations of identity fraud, religious coercion and sexual exploitation has surfaced in Bihar’s Lakhisarai district, placing a government employee under intense police scrutiny. Authorities have announced a reward of Rs 10,000 for information leading to the arrest of Kamal Ashraf, a clerk in the Education Department, who remains absconding despite multiple police raids.
According to police records and local reports, Ashraf is facing serious allegations including identity concealment, sexual exploitation under the promise of marriage, religious coercion, physical and mental harassment, and financial fraud. Investigators have launched an extensive search operation, conducting raids at multiple locations and carrying out court-directed attachment proceedings in an effort to trace him.
According to the FIR lodged in the case, Kamal Ashraf, son of Gulam Suhani and a resident of Haldi village under Manikpur police station limits, allegedly approached the victim in 2012 while concealing his religious identity. The complainant has alleged that he introduced himself as “Sumit,” claiming to be a resident of Ooty in Tamil Nadu.
The victim told police that she trusted the accused and entered into a relationship without knowing his real identity. She has further alleged that she remained unaware of his actual name and background for several years.
Investigators say the relationship allegedly began when the complainant was still a minor. According to the complaint, after she attained adulthood, the accused allegedly arranged for her statement to be recorded before a court, which the victim now claims was intended to provide legal legitimacy to the relationship.
According to FIR No. 94/25 registered at Suryagarha Police Station, the accused’s real identity allegedly came to light only after the woman began demanding marriage and social recognition following years of association.
The revelation reportedly triggered disputes between the two sides, eventually leading to police intervention and legal proceedings.
The complainant has alleged that despite assurances regarding marriage, the accused continued to avoid formalising the relationship, leading to growing tensions between them.
One of the most serious allegations in the FIR relates to religious coercion.
The victim has alleged that Ashraf repeatedly pressured her to convert to Islam. She further claimed that she was compelled to offer Namaz and consume beef against her wishes.
According to her statement, refusal to comply with these demands allegedly resulted in repeated mental and physical harassment. Investigators are examining these allegations as part of the ongoing probe.
The FIR also accuses the absconding clerk of sexually exploiting the woman for years on the pretext of marriage. The complainant has alleged that she was subjected to prolonged psychological pressure and emotional manipulation throughout the relationship.
The case became more complex after a child was reportedly born from the relationship. According to the complaint, the birth of the child strengthened her demand for social and legal recognition, which she alleges the accused continued to resist.
Police are examining all aspects of the allegations, including claims of exploitation, coercion and financial misconduct.
During the course of the investigation, police reportedly discovered that vehicles financed in the victim’s name were allegedly being used by the accused and his associates.
Officials stated that one Scorpio vehicle has been recovered from the Malaypur area of neighbouring Jamui district. A relative of the accused has also been taken into custody for questioning in connection with the investigation.
Authorities are continuing efforts to locate another vehicle allegedly linked to the case.
Despite multiple raids and search operations, police have so far been unable to apprehend Kamal Ashraf. Investigators have conducted searches at several suspected hideouts and have initiated legal proceedings to attach his property.
