In a significant development in the fight against Maoism, 130 underground cadres of CPI (Maoist) joined the mainstream of public life on March 7 in the presence of Telangana Chief Minister Shri Enumula Revanth Reddy, handing over a large cache of weapons to the police. As part of the State and Central Governments’ assistance and rehabilitation policy, a total reward amount of ₹4,18,20,000 will be distributed to the surrendered cadres. The surrendered group included key commanders and senior cadres from the People’s Liberation Army (PLA) battalion and other Maoist structures.
Among those who joined the mainstream were PLA Battalion Coy-1 & Coy-2 Commanders Endri Kalitram @ Uyike Kallu; BnPCM Korsa Lakku; Chalasani Navata @ Chandra, DK SZCM and RePoS member; Irpa Ramu @ Vinod, RCM; Devuji, former PBM Protection Team Commander; Muchaki Ungal @ Sudhakar, DVCM, JMMWP DVC; Pottam Aruna @ Saniki, DVCM, Cherla Sabari AC, BK ASR DVC; along with 10 members of the personal staff of CCMs, making a total of 130 underground CPI (Maoist) cadres.
Following the earlier surrender of several senior Maoist leaders, these 130 PLA cadres also laid down arms and surrendered, handing over a total of 124 weapons in their possession to the police.
The weapons surrendered included one INSAS LMG rifle, 31 AK-47 rifles, 21 INSAS rifles, 20 SLR rifles, 18 .303 rifles, one 9 mm carbine, one 7.62 bolt-action rifle, two 8 mm bolt-action rifles, 18 single-shot weapons, two pistols, one US Carbine .30 M1, one FAL rifle, two BGL, one Sten carbine and four air guns. Along with these weapons, the cadres also surrendered 5205 rounds of ammunition of various calibres.
Officials stated that the large number of PLA Battalion cadres, DK SZC cadres, TSC cadres and personal staff of leaders such as Devuji, PBM, CMC i/c and Sangram, CCM joining the mainstream has caused severe and irreversible damage to the CPI (Maoist) organisation in the Telangana and DK SZC regions.
The People’s Liberation Guerrilla Army (PLA), considered one of the three “magic weapons” of the CPI Maoist party, has now effectively lost its operational presence in the region.
With the surrender of a large number of underground Maoist cadres along with their weapons, the activities of CPI (Maoist) in South Bastar of Chhattisgarh and the Telangana region have been significantly weakened.

Officials said the decision taken by the cadres reflects a positive and conscious choice made after assessing the ground realities. At a time when public opinion in the State is increasingly inclined towards development and peace, the move is seen as a clear rejection of the path of extremism. The cadres are believed to have chosen to prioritise their health, family life and personal dignity, and to lead peaceful lives within the constitutional and legal framework through rehabilitation and reintegration into society.
Under the Telangana Government’s rehabilitation policy, Divisional Committee Members (DVCM) are eligible for ₹5 lakh, Area Committee Members (ACM) for ₹4 lakh and Party Members (PM) for ₹1 lakh as cash reward. According to the guidelines of the Union Ministry of Home Affairs, additional incentives are also provided to cadres who surrender along with weapons.
Officials stated that for the 130 underground Maoist cadres who joined the mainstream with weapons on March 7, a total reward amount of ₹4,18,20,000 will be distributed as part of the assistance and rehabilitation policy of the State and Central Governments.
Rewards applicable to cadres from Andhra Pradesh and Telangana include ₹20 lakh for Chalasani Navata @ Chandra, SCM; ₹4 lakh for Uttimi Anil Kumar @ Bhagat Singh, ACM; ₹4 lakh for Kasipogu Bhavani @ Suguna, ACM; ₹20 lakh for Badise Ungayya @ Venkatesh, ACM; and ₹4 lakh for Madavi Adime @ Sangeeta, ACM. These reward amounts are being handed over in the form of demand drafts or cheques.
For the remaining 125 cadres belonging to Chhattisgarh, immediate financial assistance of ₹25,000 each has been provided. The remaining reward amount will be given to them in the form of demand drafts or cheques after completion of documentation required for identification such as Aadhaar and PAN cards and the opening of bank accounts.
Officials said that under the rehabilitation policy, all additional facilities due to surrendered cadres will be provided at the earliest to enable them to restart their lives with dignity and security. The Telangana State Police also assured that all eligible benefits will be extended quickly so that the surrendered Maoist cadres can rebuild their lives safely.
Telangana Director General of Police appreciated the coordinated efforts and dedication of the Special Intelligence Branch police, stating that their continuous and professional work led to the surrender of 130 underground CPI (Maoist) cadres along with 124 weapons and 5205 rounds of ammunition.
Security officials said the surrender of Maoist cadres before the Telangana Police clearly indicates the continuing decline of the CPI (Maoist) organisation. According to official data, only seven persons from Telangana are currently believed to be working underground within the CPI (Maoist) party.
Among them, only one Area Committee Member is presently active in the Telangana State Committee, while the remaining cadres are operating in other states including Chhattisgarh. Notably, two of the three Central Committee Members of CPI (Maoist) belong to Telangana, highlighting the state’s historical significance in the leadership structure of the Maoist organisation.
In the presence of Chief Minister Revanth Reddy, the Telangana DGP reiterated the Chief Minister’s appeal to the remaining underground CPI (Maoist) cadres to renounce violence and join the mainstream of public life.
