The BJP has accused the Telangana Congress government of masterminding a ₹6.29 lakh crore land scam through G.O. 27 and the HILT policy. Presenting documents and a detailed PowerPoint, BJP MLA Eleti Maheshwar Reddy alleged that 9,292 acres across 22 industrial estates were being undervalued and converted into multi-zones at just 30% of SRO value, warning of a statewide agitation if the government refuses to withdraw the move

The Bharatiya Janata Party Telangana on Novermber 26 launched a blistering attack on the Telangana Congress government, accusing it of orchestrating what it termed the “biggest land scam in the country” a Rs 6.29 lakh crore manipulation involving 9,292 acres across 22 industrial estates.

At a detailed press briefing held at the party’s state office in Hyderabad, BJP MLA Eleti Maheshwar Reddy presented a comprehensive PowerPoint presentation, alleging that Chief Minister Revanth Reddy and his close associates had devised a large-scale plan to convert vast tracts of industrial land into multi-use zones through G.O. No. 27, issued on 22 November.

‘Handing Over Public Land at Just 30% of SRO Value’

According to the BJP Legislative Leader, the G.O. facilitates the conversion of the 22 estates into multi-zones while enabling land transfers at only 30% of the SRO value—a move he alleged would drain the state exchequer and benefit a select few.

He argued that many of these industrial lands, though currently inactive or closed, have enormous potential value. Reddy claimed that even a conservative calculation—based on recent high-value land auctions such as Kokapet fetching Rs 137 crore per acre—places the worth of these 9,292 acres at over Rs 6.30 lakh crore.

He said the amount could clear the state’s total debt and fund major development initiatives, job creation projects, and youth employment schemes. Instead, the government was “bending rules to benefit private players and political associates,” he alleged.

‘A Planned Conspiracy From Jubilee Hills Palace’

Citing slides from his presentation, the BJP MLA accused the Chief Minister of personally directing his associates to visit the 22 estates in advance and strike “pre-planned agreements” with companies operating there.

He further alleged that the government was using “pollution” as a pretext to shift industries and capture land, despite no prior environmental study being disclosed to the public. Decades of accumulated industrial waste and contamination, he argued, make sudden conversion to residential zones a serious public health concern.

Questions Raised by BJP

The BJP MLA demanded answers to a series of questions:

  • Why was the land proposed to be allocated at only 30% of SRO value?
  • Why have the sub-committee report and environmental study report not been placed in the public domain?
  • Are all industries in the 22 estates pollution-prone, or is the government misleading people?
  • Why was the Cabinet reportedly not given full access to draft copies before approval?
  • Why was no detailed discussion held despite the massive financial implications?

He also criticised statements of Deputy Chief Minister Bhatti Vikramarka, who said a sub-committee had been formed, questioning why its membership and findings were still undisclosed.

‘Kleptocracy Is Running the State’

Calling the plan “kleptocratic governance,” the BJP MLA likened the alleged scam to earlier accusations against previous BRS government lead by K. Chandrashekar Rao. He said that instead of investigating past irregularities of BRS, the current administration was “walking on the same path, but with even bigger stakes.”

The BJP issued a clear set of demands, calling for the immediate withdrawal of the HILT policy and the cancellation of G.O. No. 27, along with a full-fledged discussion in the Assembly on the issue. The party further insisted that land registration values be revised to reflect actual market rates and that the government publicly release all studies, valuation criteria, and environmental assessment reports linked to the proposed changes.

Warning of escalation, the BJP declared that if the government fails to withdraw the policy and the G.O. without delay, it will launch a statewide agitation and continue its fight “until all those responsible are brought before the people.”
