In a significant move to upgrade India’s road network, the National Highways Authority of India (NHAI) under the Ministry of Road Transport and Highways, has initiated a countrywide survey through high-tech Network Survey Vehicles (NSVs) to track and evaluate the status of National Highways. This project will cover 23 states and almost 21,000 kilometres of roads. It is a proud moment for India that it operates, maintains and modernises its highways.
The NSV-based survey will gather data methodically, process it and analyse the detailed information regarding the road inventory and pavement condition. These vehicles will locate defects like surface cracking, potholes, ruts and other surface irregularities impacting driving comfort and safety. The main objective is straightforward yet revolutionary to improve the riding experience for millions of commuters and ensure India road network becomes safe, efficient and long-lasting.
Why this survey?
India possesses one of the largest road networks in the world, extending over 6.4 million kilometres, out of which over 1.4 lakh kilometres comprise National Highways that are under the care of NHAI. Manual monitoring with such a large infrastructure is time-consuming and non-uniform. Roads wear out gradually because of weather, traffic loading and poor maintenance. Early detection of damage and taking corrective action at the right time is crucial to provide safety and save money on repairs.
The NSV survey is being undertaken to develop a sound, science-based and technology-integrated mechanism to assess highway health. The Ministry of Road Transport and Highways has stated that this effort is aligning with the government vision of “Digital Highways” that includes technology in each phase of road construction, monitoring and upkeep.
Conventional inspections of roads were carried out manually by field engineers. But such inspections are subjective and prone to human error. With NSV, NHAI intends to have an equal and transparent evaluation process with assured objectivity in evaluation and data-driven decisions.
How the survey works?
The NSV system is a sophisticated wheeled mobile laboratory. The vehicles are all fitted with high-resolution 360-degree cameras, 3D laser scanners, Differential Global Positioning System (DGPS), Inertial Measurement Units (IMU) and Distance Measuring Indicators (DMI). These devices gather precise, geo-referenced information on the quality of the road surface and the neighbouring infrastructure.
The technology does not require human intervention, which means the data captured is consistent and free from bias. The 3D laser system captures surface roughness, rut depth and cracking in real time. With the high-definition camera system, even minute defects in the road can be identified with accuracy.
Once collected, the data is uploaded to the NHAI Artificial Intelligence (AI)-based platform, known as the Data Lake. This platform will allow experts to process and analyse huge data information and convert it into actionable insights. The findings are then used to identify roads needing urgent repair, preventive maintenance or long-term upgrades.
Ensuring transparency and accountability
One of the most significant advantages of this initiative is the creation of a data-driven maintenance system. The results of the NSV surveys are not just for internal references, but they will form the foundation of the NHAI Road Asset Management System (RAMS).
Under RAMS, information will be saved and updated periodically, making it possible for NHAI to monitor road conditions over time and evaluate performance of contractors handling maintenance. This openness will make all stakeholders responsible and ensure enhanced utilisation of public resources.
The government has made it compulsory for all highway projects, both two-lane and eight-lane to undergo NSV-based inspection prior to construction, during project execution and every six months after project completion. Regular checks would enable NHAI to ensure uniformity in road standards across India.
Benefits for commuters and the economy
For daily commuters, this program will provide better highways, which will be evident in smoother journeys, less travel time and fewer accidents due to road defects. By locating and fixing defects early, NHAI can greatly improve driving comfort and safety.
Better roads have a direct link with economic growth. It is estimated by the World Bank that poor road conditions increase vehicle operating costs by 25–30 per cent and travel time by 50 per cent. Well-maintained highways with enhanced logistics efficiency enable industrial growth and also enhance regional connectivity, which is crucial for India to reach a $5 trillion economy.
From an environmental standpoint, smoother roads also result in lower fuel usage and emissions. Reduced congestion and less idling time will have lower carbon footprints, which aligns with India sustainable infrastructure ambitions with net zero carbon by 2070.
A move towards data-driven governance
The NSV project is an example of the country’s overall transition to data-based governance. Such technology-enabled projects are already being pursued in areas such as railways, smart cities and power management. Through this project, NHAI is setting the foundation for predictive maintenance by leveraging historical data to predict future road deterioration and schedule interventions on time.
The experts are confident that this project will revolutionise the management of highways in India. Through the integration of data gathering and the AI analysis process, NHAI can shift from reactive repairing to tackling issues before they affect the commuters.
With NHAI extending the NSV deployment on all major corridors, the agency is also looking at integration with satellite imagery and drone surveys for overall road asset mapping. In the future, data collected could be associated with the “One Nation, One Road Map” initiative coming up to provide real-time highway information to the public.
This project is not just a technological upgrade, but it is a cultural change in India’s infrastructure management from manual to smart, automated systems. With NHAI embracing best global practices and digital technologies, citizens across the nation can look forward to safer, smoother and smarter highways.
