The Tianjin Declaration of the 25th Shanghai Cooperation Organistaion(SCO) summit held at China, ‘strongly condemned’ the Pahalgam terror attack. The SCO leaders’ also expressed their condolences to the victims of the terror attack. The SCO member nations also highlighted the need to ensure the accountability of the perpetrators, organisers and sponsors of terrorism.
The declaration is a major diplomatic win for India in its efforts to eradicate terrorism in all its forms and manifestations. SCO Tianjin declaration gives a big diplomatic and strategic leverage for India to further solidify its efforts towards sanctioning the terror outfits and their supporters at multilateral and global level including in the United Nations.
“The Member States strongly condemned the terrorist attack in Pahalgam on April 22nd, 2025. They expressed their deepest sympathy and condolences to the families of the dead and the wounded. They further stated that perpetrators, organisers and sponsors of such attacks must be brought to justice,” the declaration read.
The SCO member-states also reiterated their commitment to embark on a coordinated fight against terrorism, separatism and extremism. They acknowledged that the sovereign governments and agencies hold the primary responsibility to counter such threats. This declaration being acknowledged by the major economies of Asia such as China, Russia and others, renders a huge momentum for New Delhi in its counter-terrorism efforts.

The declaration also took a sharp jibe regarding using terrorists, separatists and extremists as tools to accomplish mercenary purposes. “The Member States, while reaffirming their firm commitment to the fight against terrorism, separatism, and extremism, stress the inadmissibility of attempts to use terrorist, separatist and extremist groups for mercenary purposes. They recognize the leading role of sovereign States and their competent authorities in countering terrorist and extremist threats”, the declaration added.
These strong statements in the declaration, reflects the fact that though the declaration, doesn’t directly mention Pakistan, all the statements are directed towards condemning state-sponsored terrorism and using terror outfits as mercenaries.
The SCO Tianjin Declaration has thus lived upto its core and founding principles of countering terrorism, extremism and separatism thereby establishing regional peace, security and stability. SCO members thus should further resolve to walk in the path of their statements and strive to carve a secure and stable Asia and beyond, as India’s counter-terrorism efforts marches on!
