Jharkhand: Massive birth certificate scam busted in Matiyabandhi Panchayat, 80 per cent fake entries linked to Muslims

A massive fraud involving fake birth certificates has come to light in the Matiyabandhi Panchayat under Chakulia block, exposing deep-rooted corruption and possibly a larger infiltration conspiracy. Over 106 birth certificates—most belonging to Muslim children—have been cancelled after a high-level investigation found that not a single document was submitted with any of the applications. Even more shocking, Matiyabandhi Panchayat has no Muslim families, raising serious questions about the origins and intent behind these fake identities.

Matiyabandhi Panchayat lacks even a basic hospital for childbirth. Yet, forged birth certificates, some dating back more than three years, were being issued under the name of Panchayat Secretary Sunil Mahato, who has reportedly been on long-term sick leave. Investigation reveals that Mahato allegedly shared his official login credentials with VLE Sapan Mahato, giving full access to sensitive birth registration systems—an act that has now snowballed into what may be a cyber-crime-facilitated identity fraud racket.

The Jamshedpur Link: Bangladeshi Infiltration Angle Under Scanner

Strikingly, nearly 80 percent of the fake certificates were issued in the names of Muslim children from Jamshedpur, not Matiyabandhi. The incident has set alarm bells ringing within the administration, as authorities are probing whether this is part of a larger plan to create illegal identities, possibly connected to Bangladeshi infiltration.

Once issued, a birth certificate becomes a gateway to obtaining government documents like Aadhaar cards, ration cards, and even Indian passports. Such forged identities can also be used for school admissions, voting rights, and access to government welfare schemes, potentially threatening national security.

Crackdown Initiated: Over 1,100 Certificates Under Review

The scam was uncovered when District Education Superintendent Ashish Kumar Pandey flagged anomalies in documents submitted for school admissions in Jamshedpur. His letter to Chakulia BDO Aarti Munda triggered an investigation, leading to an inspection at the Panchayat Bhawan by BDO Munda and Block Statistical Officer Pallav Bhagat. The team found a complete absence of required documents—no Anganwadi reports, no birth records, no village recommendations.

What followed was a swift and decisive move: 106 birth certificates were immediately cancelled. However, the damage might run deeper. Authorities have now begun auditing all 1,100 birth certificates issued by the panchayat in the last three months.

Panchayat Secretary Sunil Mahato was issued a show cause notice on April 9 but has failed to respond even after a week. Officials confirm he often remains absent and routinely hands over system access to others, violating government protocols and compromising citizen data.

Shockingly, the forged certificates included names of children over three years old—cases which require clearance from the Sub-Divisional Officer (SDO)—yet no such permissions were obtained. The entire legal process, which mandates multiple levels of documentation, verification, and approvals, was blatantly bypassed.

Officials suspect that this well-orchestrated fraud could be part of a larger nexus involving cyber criminals, system insiders, and possibly anti-national elements. With identity fraud now capable of undermining border security, demographic integrity, and voter databases, the Chakulia case has sparked concerns of similar frauds lurking across other vulnerable Panchayats.
