In a landmark move aimed at bridging the employment gap in the gig and logistics sector, the Ministry of Labour & Employment signed a Memorandum of Understanding (MoU) with leading food delivery and logistics platform Swiggy. The MoU was formalised at a ceremony in New Delhi in the presence of Union Minister of Labour & Employment Dr. Mansukh Mandaviya and Minister of State for Labour & Employment Sushri Shobha Karandlaje.
This strategic partnership seeks to harness the National Career Service (NCS) portal to generate over 12 lakh job opportunities in the gig economy over the next two to three years, providing a significant boost to youth employment in both urban and semi-urban regions.
Speaking at the MoU signing ceremony, Dr. Mandaviya highlighted the evolving nature of employment in the digital era and underscored the significance of integrating gig platforms with government employment initiatives.
“The National Career Service portal is a dynamic platform connecting job seekers and employers across India. With over 1.25 crore active job seekers and 40 lakh registered employers as of January 31, 2025, NCS is playing a crucial role in workforce mobilisation,” he said.
He welcomed Swiggy’s collaboration and praised its commitment to facilitating massive job creation through the portal.
“This collaboration represents a win-win model. While Swiggy gains access to a diverse and skilled workforce, job seekers across the country will benefit from greater visibility and access to verified work opportunities,” he added.
Dr. Mandaviya emphasised the government’s vision to make the NCS a “one-stop solution” for employment, skilling, and counselling—equipped to support hyperlocal job matching, structured onboarding, and even international placements.
Swiggy to Post Real-Time Gig Jobs on NCS Platform
Under the MoU, Swiggy will integrate its wide range of gig opportunities—including delivery roles, logistics services, and backend support—directly onto the NCS portal. Through API-based integration, users of NCS will have real-time access to verified Swiggy job listings and a seamless application experience.
The collaboration will prioritise inclusive hiring, especially focusing on opportunities for youth, women, and individuals seeking flexible work arrangements.
Dinker Vashisht, Chief of Corporate Affairs at Swiggy, welcomed the move, calling it a testament to the transformative potential of public-private partnerships in the new-age economy.
“Swiggy’s journey showcases how digital entrepreneurship can transform livelihoods. Through this MoU, we aim to empower job seekers while supporting the government’s vision of inclusive growth,” Vashisht said.
Part of Broader Government Push for Private Sector Partnerships
The agreement with Swiggy is part of a broader strategy by the Ministry to sign similar MoUs with leading private employers and gig platforms, ensuring a holistic and coordinated employment ecosystem. The Ministry aims to integrate the informal workforce into structured employment networks while simultaneously promoting digital empowerment and awareness of worker welfare schemes.

“This partnership is not just about numbers—it’s about bringing dignity, structure, and sustainability to India’s gig workforce,” said Sushri Shobha Karandlaje, echoing the government’s long-term employment vision.
As the nature of work continues to evolve with the rise of the gig and platform economy, such collaborations are expected to play a key role in shaping a future-ready workforce and ensuring equitable growth in India’s labor market.
