The Central Board of Secondary Education (CBSE) has issued a crucial notice to the principals and heads of its affiliated schools, detailing the implementation of the Automated Permanent Academic Account Registration (APAAR) ID. This initiative, aligning with the National Education Policy (NEP) 2020 and the broader vision of ‘Digital India’, aims to establish a comprehensive digital identity system for students, enhancing transparency, efficiency, and accountability in academic record management.
A Step Towards ‘Digital India’
The APAAR ID is a unique 12-digit identifier designed to serve as the primary identification for students enrolled in CBSE-affiliated schools. Aimed at consolidating academic and extracurricular records onto a unified digital platform, this initiative ensures efficient, transparent, and secure academic record management.
Integrated with DigiLocker, a government-backed digital repository APAAR ID will enable students to access and manage their academic achievements, exam results, participation in extracurricular activities like Olympiads, sports, and skill training programs. This initiative also supports the broader “One Nation, One Student ID” policy to standardise student identification nationwide.
The APAAR ID aligns with several key objectives of NEP 2020, which emphasises the use of technology to enhance educational quality, accessibility, and accountability. By providing students with a lifelong digital identity, the system not only simplifies record management for institutions but also empowers students to manage their educational trajectory independently.
The notice from CBSE highlights the collaboration between the Ministry of Education (MoE) and CBSE to implement this initiative, stating:
“This initiative aims to create a seamless, lifelong digital identity for every student, promoting transparency, accountability, and efficiency in academic record management.”
What is APAAR ID?
The APAAR ID is a unique 12-digit identifier designed to serve as a digital repository for a student’s academic and extracurricular achievements. By integrating with the DigiLocker ecosystem, APAAR IDs provide students with secure and easy access to their records, including:
- Examination results
- Certificates of participation in events like Olympiads
- Sports achievements
- Skill development programs
This holistic approach ensures that students can conveniently store and retrieve their educational and extracurricular data throughout their lives.
APAAR ID Implementation Process
CBSE’s notice outlines a six-step process for schools to implement the APAAR ID system effectively:
Conducting Parent-Teacher Meetings (PTMs): Schools are required to organise PTMs to introduce the APAAR ID initiative. These meetings will inform parents and students about its objectives, benefits, and operational processes.
Consent Form Distribution and Collection: To proceed with generating APAAR IDs, schools must distribute consent forms to parents. Parents are required to sign these forms, granting permission for using their Aadhaar details in the registration process.
Student Data Verification: School authorities must verify student details against the UDISE+ portal to ensure accuracy. This step is critical to avoid discrepancies in the records.
APAAR ID Generation: Using the verified data on the UDISE+ portal, schools will generate APAAR IDs. These IDs will be securely linked to students’ DigiLocker accounts, and a confirmation SMS will be sent to parents upon successful registration.
Distribution and Integration: Once generated, schools will provide APAAR IDs to students and parents. These IDs will also be incorporated into school ID cards and integrated into the school’s IT systems to ensure seamless usage.
Addressing Errors: In cases of discrepancies or errors in the APAAR ID, schools will guide parents to the nearest Common Service Centres (CSCs) for corrections, ensuring accurate record maintenance.
The CBSE circular emphasises the importance of prioritising the creation of APAAR IDs for students in Classes 9 through 12, ensuring that data entered on the UDISE+ portal is accurate. To monitor the progress of APAAR ID creation, CBSE has introduced an online system, the “APAAR ID Monitoring (AIM)” platform, which tracks the implementation across its affiliated schools. Schools are expected to fully engage in this transformative initiative.
Additionally, comprehensive implementation toolkits, multilingual resources, and guidelines are available on the official website at https://apaar.education.gov.in/resource. For further assistance, schools can contact the toll-free helpline at 1800-889-3511.
The APAAR ID implementation is a significant initiative, but it comes with potential challenges, such as:
Data Privacy Concerns: The reliance on Aadhaar details may raise privacy issues among parents. To address this, CBSE has ensured that the data will be securely managed and used solely for educational purposes.
Technical Readiness of Schools: Not all schools may have the IT infrastructure required for APAAR ID integration. CBSE is expected to provide technical support and training to schools to overcome this hurdle.
Awareness Among Stakeholders: Some parents and students may initially resist the change due to a lack of understanding. Conducting comprehensive PTMs and providing detailed FAQs can mitigate these concerns.
By introducing the APAAR ID system, CBSE reaffirms its commitment to leveraging technology to modernise education. The initiative reflects the NEP 2020’s emphasis on digital transformation and lifelong learning, positioning India as a global leader in educational innovation.
The APAAR ID initiative marks a significant milestone in India’s journey towards digital empowerment in education. By providing students with a lifelong digital identity, CBSE is setting the stage for a more integrated and accessible educational ecosystem. As the implementation unfolds, the system’s success will serve as a model for other educational boards and institutions worldwide.
