Mysuru: The Mysore Urban Development Authority (MUDA) scam continues to rock Karnataka, with new revelations adding fuel to the already blazing fire. What started as a controversial land allocation issue has now taken a more sinister turn, implicating top officials and even Chief Minister Siddaramaiah. With a series of illegalities and questionable deals surfacing, the entire affair has become a focal point for legal scrutiny and political debates.
The Allegations: Illegal Sale Agreements Before Purchase Deeds
In what can only be described as a shocking development, there are new allegations surrounding MUDA’s land allotment process. It has now emerged that sale agreements for MUDA plots were made before the formal purchase deeds were executed. The Case of Chamundi Nagar Sarvodaya Sangha
The issue came to light when members of the Chamundi Nagar Sarvodaya Sangha filed an application in the court claiming ownership of 48 plots in a 17-acre area. In response, MUDA officials told the court that they had directly purchased the land from the farmers. Despite this, the court, considering the humanitarian angle, instructed MUDA to discuss the matter with the government.
Soon after, MUDA officials decided to allocate these plots to the Chamundi Nagar Sarvodaya Sangh members. However, the documents show something highly irregular: the members had already signed sale agreements for the plots a month before the purchase deeds were issued.

1. Case 1: The purchase deed for plot number 42 was issued to Suryakumari on November 29, 2023. However, a sale agreement for the same plot was made with another individual on October 13, 2023, nearly a month before the purchase deed was executed.
2. Case 2: The purchase deed for plot number 128 was executed on December 15, 2023, in favor of A. Francis. But a sale agreement was signed with Munjunath on December 1, 2023, prior to the official deed.
3. Case 3: Plot number 13 was purchased by Ratna on December 15, 2023, but Manjunath had already signed a sale agreement on December 1, 2023, before the purchase deed was finalized.
4. Case 4: Similarly, plot number 17 was purchased for Shivamma on December 15, 2023, but a sale agreement was made with Manjunath on December 1, 2023, prior to the purchase deed’s execution.
5. Case 5: Plot number 22 was purchased for Mukund on December 15, 2023, but, once again, Manjunath had already signed a sale agreement before the purchase deed came into effect.
What is even more concerning is that Manjunath, also known as Karthika Badavane Manjunath, is already under investigation by the Enforcement Directorate (ED) in the ongoing 50:50 MUDA land scam. His involvement in multiple land deals raises serious questions about the legality of these transactions.
HC issued notice to governor
As the scandal continues to unfold, the Karnataka High Court on Thursday ordered to issue a notice to state governor, CBI and all respondents in connection with appeal filed by chief minister Siddaramaiah in relation to the MUDA plot allocation scandal. The case, which involves serious allegations of corruption and malpractice, involved Siddaramaiah drawn attention of people of state.
The issue revolves around the Governor’s permission under Section 17A of the Prevention of Corruption Act, 1988, which grants authority to investigate corruption involving public servants. Despite this, Siddaramaiah filed an appeal challenging the Governor’s permission, asserting that it was invalid.
The Single Judge Bench of the High Court had earlier ruled in favor of the Governor’s decision, which led Siddaramaiah to file an appeal before a Division Bench. The court ruled that private complaints could indeed seek permission from the Governor, dismissing the Cabinet recommendation in the matter. This ruling further complicates the situation for the Chief Minister, as the case moves through legal channels.
A Scandal That Could Shake Siddaramaiah’s Government
