Honouring the Foundation of Democracy: Constitution Day in India

Every year on November 26th, India observes Constitution Day, or Samvidhan Divas, to commemorate the adoption of its Constitution in 1949. This celebration is more than a historical milestone; it is a tribute to the democratic principles and values that shape the nation. Declared by the Ministry of Social Justice and Empowerment in 2015, the day encourages citizens to reflect on their rights and responsibilities. The Hamara Samvidhan, Hamara Samman campaign underscores this commitment, fostering awareness and appreciation for the Constitution’s ideals. Constitution Day reminds every Indian of the enduring vision of justice, liberty, equality, and fraternity envisioned by the framers of the nation’s charter.

“Fostering Civic Engagement Through Knowledge

The “Hamara Samvidhan, Hamara Samman” campaign emphasizes the importance of civic engagement by bridging the gap between citizens and the Constitution. It encourages active participation through interactive platforms like public debates, quizzes, and essay competitions. These activities not only stimulate interest but also help inculcate a sense of civic responsibility among citizens. Sabko Nyay, Har Ghar Nyay

The Sabko Nyay, Har Ghar Nyay initiative is a transformative effort to ensure universal access to justice and create a legally empowered society. Emphasizing legal literacy and awareness of judicial resources—such as courts, legal aid services, and recent reforms—the campaign aspires to make justice a reality for all, particularly in underserved and rural areas. Aligned with the Prime Minister’s vision of a developed and unified India, it seeks to foster national pride, cultural respect, and collective responsibility. Through innovative outreach methods, including the use of Gram Panchayats, digital tools, and grassroots facilitators, the initiative promotes democratic values and bridges the gap between justice and communities in need. By highlighting mechanisms to access justice and making judicial institutions more accessible, it envisions a society where justice is not just an ideal but an everyday reality for all.

Nyay Seva Mela: State-Level Legal Services Fair

The Nyay Seva Mela is a comprehensive initiative to promote legal awareness and accessibility at the state level. This program organizes workshops and fairs to disseminate information about legal services, government schemes, and initiatives by the Department of Justice (DoJ). These events bring together local legal bodies, NGOs, and stakeholders to interact directly with the public, fostering a better understanding of legal rights and welfare schemes. Covering all 36 states and union territories, the Nyay Seva Mela aims to strengthen the connection between communities and the justice system, enhancing the reach and impact of DoJ programs across the country.

Nav Bharat, Nav Sankalp: A Call for Active Participation

The “Nav Bharat, Nav Sankalp” initiative aims to inspire citizens to embrace their role as active participants in the democratic process, fostering a sense of ownership and responsibility. The central focus of this initiative is to instill a “new resolve” among the citizens, encouraging them to contribute towards building a progressive and inclusive nation. This can only be achieved by respecting and upholding the constitutional values that bind the country together. By engaging in this initiative, citizens are reminded of their duties towards strengthening the democratic fabric of India.

Sankalp Saaksharta: A Commitment to Constitutional Values

This campaign encourages citizens to educate themselves about the Indian Constitution and uphold its values. Through the Panch Pran pledge, participants commit to the vision of a developed, colonial-free India, promoting unity and collective responsibility. The initiative inspires individuals to reflect on constitutional principles in daily life, contributing to national progress and harmony.

Quiz-Samvidhan

The “Quiz-Samvidhan” online quiz on MyGov tests and enhances knowledge of the Constitution. Participants receive e-certificates, fostering awareness of rights, duties, and responsibilities. This interactive tool strengthens citizens’ connection to democracy and empowers them as informed members of the nation.

Panch Pran Rangostav

The online poster competition invites creative designs promoting Panch Pran values like pride in heritage, unity, and duty. Outstanding posters will be featured in campaigns, on the DoJ Calendar, and in IEC materials, spreading the message of unity and progress.

Panch Pran Anubhav

This selfie video competition encourages citizens to share thoughts on the Panch Pran through social media. By creating and sharing videos, participants contribute to spreading awareness, fostering discussions, and promoting national unity and empowerment.

Panch Pran of Amrit Kaal

The Panch Pran principles guide India toward a developed future, focusing on removing colonial mindsets, celebrating cultural heritage, fostering unity, and promoting duty and responsibility. Embracing these ideals empowers citizens to build a self-reliant and inclusive nation.

Vidhi Jagriti Abhiyaan

The Vidhi Jagriti Abhiyaan is a comprehensive initiative designed to spread legal awareness among individuals, particularly those in rural and underserved areas, about their rights and how to exercise them. With the goal of bridging the knowledge gap, the campaign educates people on various aspects of legal rights, such as entitlements to social welfare, affirmative action policies, and legal safeguards for marginalized communities. By empowering citizens with this critical information, the initiative hopes to foster greater social justice and equity, enabling individuals to actively participate in and benefit from the legal system.

Gram Vidhi Chetna

As part of the Vidhi Jagriti Abhiyaan, the Gram Vidhi Chetna program engages students in legal awareness activities within adopted villages. These activities include sharing informational reports, conducting legal literacy sessions, and utilizing media platforms to amplify the reach of legal knowledge. The students play a crucial role in disseminating information on legal rights, with an expected outreach to 50,000 beneficiaries. This grassroots approach not only educates rural communities but also fosters a culture of legal empowerment and self-advocacy among the younger generation.

Vanchit Varg Sammaan Abhiyaan

The Vanchit Varg Sammaan Abhiyaan focuses on providing legal education to marginalized groups through online workshops and webinars. Organized by IGNOU, these sessions are aimed at raising awareness about the rights of disadvantaged communities, including their access to social justice, affirmative action, and legal protections. The program is broadcasted via multiple platforms, ensuring widespread dissemination of critical legal knowledge to an expected audience of 70,000 beneficiaries. By highlighting the specific challenges faced by these communities, the initiative seeks to empower individuals with the knowledge and tools to demand their legal rights.

Nari Bhagidaari

The Nari Bhagidaari initiative is a targeted effort to address gender-based legal issues through online workshops and webinars. These sessions focus on educating women and the broader community about legal protections against gender discrimination, domestic violence, sexual harassment, and other gender-related concerns. Widely shared across various digital platforms, the program aims to increase awareness and build support networks for women. By providing women with access to critical legal resources, Nari Bhagidaari seeks to promote gender equality and ensure that women are equipped to exercise their legal rights confidently.

Regional Events and Local Outreach

The “Hamara Samvidhan, Hamara Samman” campaign kicked off in March 2024 with its inaugural regional event in Bikaner, marking a significant step in promoting constitutional awareness across India. Following this, the campaign expanded its outreach to Prayagraj and Guwahati, with plans for more events in diverse regions. These regional gatherings aim to engage local communities, especially in areas like the Northeast, ensuring that citizens from all parts of the country understand and appreciate the Constitution’s role in shaping India’s democratic framework. In addition to educational talks and discussions, these events emphasize inclusivity and the importance of regional perspectives in understanding national governance.

Digital Engagement and Educational Tools

A crucial aspect of the “Hamara Samvidhan, Hamara Samman” initiative is its focus on digital engagement, offering an interactive platform for citizens to deepen their knowledge of the Constitution. The dedicated online portal is a hub for educational resources, including videos, articles, quizzes, and infographics. These resources cater to a broad audience, allowing individuals to learn at their own pace. As India approaches its centennial year of independence, this initiative seeks to foster a nationwide commitment to constitutional values, ensuring that citizens are not just passive recipients of law but active participants in shaping the nation’s future. Government’s Role in Providing Quality Legal Aid

The Indian government has taken significant steps to ensure that marginalized communities have access to legal aid and justice. These initiatives, including schemes like DISHA and Nyaya Bandhu, are designed to bridge the gap between vulnerable individuals and the legal system. By facilitating access to legal advice and services, the government aims to create a more inclusive and equitable society where legal assistance is not restricted by socioeconomic status.

DISHA Scheme: Tele-Law Programme

Launched in 2017, the Tele-Law Programme under the DISHA (Designing Innovative Solutions for Holistic Access to Justice) Scheme provides marginalized individuals with free legal advice at the pre-litigation stage. Through video or telephonic consultations, people can access legal expertise at Common Service Centres (CSCs) located at the Panchayat level, ensuring that even the most remote areas are covered. The scheme is accessible via the Tele-Law Mobile App, allowing citizens to seek guidance at their convenience. Para Legal Volunteers (PLVs) play a key role in this program, acting as intermediaries to facilitate communication between citizens and legal professionals. Additionally, Village Level Entrepreneurs (VLEs) assist with the registration process, ensuring smooth and easy access to the service. State Coordinators oversee the program’s implementation across States and Union Territories, ensuring its reach and impact.

Nyaya Bandhu: Pro Bono Legal Services

Nyaya Bandhu is another important initiative by the Government of India, connecting practicing advocates willing to provide free legal services to marginalized individuals. Through the use of mobile technology, the program ensures that legal aid is easily accessible to those in need. The Department of Justice plans to enhance this initiative by establishing pro bono panels in each High Court, ensuring that lawyers from these panels are readily available to assist those who cannot afford legal representation. These panels will be curated and managed by the respective High Courts, ensuring that the program is effectively integrated into the judicial system. The goal is to make legal services more inclusive, particularly for those from disadvantaged backgrounds, thereby contributing to a more equitable legal system.
