The Congress party’s victory in the 2022 Himachal Pradesh Assembly elections came on the back of a series of ambitious promises aimed at addressing the needs of the state’s diverse electorate. The Congress government in Himachal Pradesh came to power on a wave of lofty promises and grand declarations aimed at winning the hearts of voters. Yet, as it nears the midway point of its tenure, it has become increasingly clear that these promises were nothing more than hollow assurances. The administration has failed spectacularly to deliver on its commitments, and its governance record is marred by a deteriorating fiscal situation, unfulfilled welfare schemes, and worsening social issues. Below, we examine the key areas where the Congress government has failed to live up to its electoral promises.

Economic Burden and Soaring Fiscal Deficit

One of the most glaring failures of the Congress government is its inability to manage the state’s economy effectively. During the election campaign, Congress leaders made sweeping promises without considering the fiscal reality of Himachal Pradesh. As a result, the state’s financial health has severely deteriorated under their leadership.

Himachal Pradesh is now grappling with an unprecedented fiscal deficit, worsened by reckless borrowing. The government has already borrowed an additional Rs 28,000 crore from the central government, further increasing the state’s debt burden. The current debt level has reached alarming proportions, threatening the state’s financial stability. Instead of implementing fiscally responsible measures, the administration has chosen to cover its failures through excessive borrowing, which will inevitably have long-term repercussions on the state’s economy.

No Roadmap for Fiscal Discipline

Despite the soaring fiscal deficit, the Congress government has failed to present a credible roadmap for fiscal discipline. The lack of a comprehensive economic strategy has led to ballooning expenditure without a corresponding increase in revenue. Tax collection has stagnated, and there is no significant progress in boosting the state’s income from tourism, industry, or agriculture, the key pillars of Himachal Pradesh’s economy.

Unfulfilled Promises: Welfare Schemes That Never Materialized

The Congress manifesto was packed with populist welfare schemes, including the much-hyped ₹1,500 monthly allowance for women aged 18-60. This promise, which was a major vote-catcher, has not been implemented to date. Despite being a central pillar of their election campaign, the government has cited financial constraints as an excuse for not rolling out the scheme.

Similarly, the unemployment allowance of Rs 3,000 per month promised to the youth remains a distant dream. Himachal Pradesh’s educated youth, who were hopeful of financial support and job opportunities, feel betrayed as they continue to struggle with rising unemployment and a lack of job prospects.

Old Pension Scheme (OPS): Political Rhetoric vs. Reality

The restoration of the Old Pension Scheme (OPS) was a major promise made by the Congress party, which played a pivotal role in garnering votes from state government employees. While the government made a symbolic gesture of announcing the reinstatement of OPS, the actual implementation has been fraught with delays and confusion. Many employees are yet to see any real change in their pension benefits, and there is growing dissatisfaction among the workforce.

The Congress government’s inability to implement OPS effectively has raised questions about its commitment to employee welfare. Instead of clear, actionable policies, the state has seen only vague announcements and bureaucratic hurdles, leaving employees feeling betrayed.

Imposition of Water Cess in Rural Areas

In a move that has drawn widespread criticism, the Congress government imposed a water cess on rural households, further straining the pockets of residents already struggling with water scarcity. Instead of focusing on ensuring tap water access to every home, the government has opted to levy a tax, showing its insensitivity towards rural issues. Many villages in Himachal still face acute water shortages, and the decision to impose a cess without addressing these fundamental problems highlights a severe disconnect between the government’s policies and the ground realities.

Missed Opportunities in Health and Education: Empty Promises, No Action

The Congress party’s manifesto included ambitious plans for improving health and education infrastructure across the state. They promised to build new hospitals, upgrade existing health facilities, and increase the number of medical staff. Similarly, they pledged to enhance educational infrastructure, introduce scholarships, and provide free books and uniforms for students.

However, the reality has been starkly different. The government has failed to allocate sufficient funds for these projects, leading to delays and cancellations. Schools and hospitals in remote areas continue to suffer from a lack of resources and staff, undermining the quality of services provided to the public. The Congress government’s inability to deliver on these promises has severely impacted the state’s health and education sectors.

Political Gimmick or Genuine Policy Failure?

The Congress leadership’s failure to implement these schemes has exposed the superficial nature of their promises. The lack of concrete action plans or allocation of necessary budgetary resources for these schemes suggests that the promises were nothing more than a political gimmick designed to win votes without any intention of fulfillment.

Unemployment Crisis: Youth Left in the Lurch

The state of unemployment in Himachal Pradesh has only worsened under the current Congress regime. The government’s promise of creating jobs and providing an unemployment allowance has not been kept, leaving thousands of young people in a precarious situation. The Congress government has not announced any significant job creation initiatives or new industrial policies to address the employment crisis.

With a rising number of educated youth unable to find work, the frustration and discontent among this demographic are palpable. The failure to provide the promised financial relief has compounded their struggles, leading to increasing disillusionment with the Congress administration.

Law and Order Breakdown: A State of Growing Insecurity

The Congress government’s inability to maintain law and order is another significant area of concern. The state has witnessed a surge in crime rates, with incidents of theft, assault, and domestic violence becoming alarmingly frequent. This breakdown in law and order has undermined public confidence and created a pervasive sense of insecurity.

Drug Trafficking and the Rise of the Narcotics Epidemic

One of the most pressing law and order issues facing Himachal Pradesh today is the rampant spread of drug trafficking. The Congress government had pledged to take strong measures against drug abuse, yet the problem has only escalated under its watch. Areas like Kullu, Kangra, and Mandi have become hotspots for narcotics trade, devastating local communities and threatening the future of the youth. The government’s failure to crack down on drug cartels has allowed this epidemic to flourish unchecked.

Mining Mafia: Exploiting Natural Resources with Impunity

The Congress government has also failed miserably in its promise to tackle the illegal mining mafia. Despite assurances of strict action, illegal mining activities have continued unabated, causing severe environmental damage and robbing the state of valuable revenue. The unchecked exploitation of rivers and forest land by the mining mafia points to a worrying nexus between illegal operators and political leaders.

The environmental degradation caused by this rampant illegal mining threatens the state’s fragile ecosystem, endangering local wildlife and exacerbating the risks of natural disasters such as landslides and floods.

Economic Mismanagement: Growing Dependence on Central Borrowing

The fiscal mismanagement of the Congress government is evident from its growing reliance on central loans. In just a short period, the administration has borrowed Rs 28,000 crore from the central government, adding to the already significant debt burden of the state. This irresponsible borrowing has been used to cover budget shortfalls rather than investing in sustainable development projects or revenue-generating initiatives.

Ballooning Debt: A Threat to Future Generations

The state’s mounting debt is a ticking time bomb that could severely constrain future governments’ ability to invest in essential services and infrastructure. The Congress government’s lack of a coherent fiscal policy and its reliance on debt to fund everyday expenditures is a recipe for long-term economic disaster.

Failed Development and Infrastructure Projects

The Congress government’s development agenda has been marked by delays and unfulfilled commitments. Key infrastructure projects, including road upgrades, public transportation improvements, and tourism facilities, have been stalled. This lack of progress has had a direct impact on the state’s economy, particularly in rural areas that depend on reliable infrastructure for trade and mobility.

The government’s failure to prioritize these projects reflects a lack of vision and a focus on short-term political gains rather than long-term development.

A Legacy of Broken Promises and Fiscal Mismanagement

The Congress government in Himachal Pradesh has proven to be a classic case of a regime driven by populist promises rather than a genuine commitment to governance. From the failure to implement key welfare schemes like the Rs 1,500 monthly allowance for women, to the soaring fiscal deficit fueled by reckless borrowing, the administration has failed on almost every front.

The state’s youth remain jobless, the law and order situation has deteriorated, illegal mining continues unchecked, and the economy is burdened by unsustainable debt. The people of Himachal Pradesh, who voted for change, are now grappling with the reality of a government that has prioritized political optics over effective governance. As public discontent grows, it remains to be seen how the Congress leadership will address these failures or whether they will continue down this path of broken promises and mounting debt.
