UGC rolls out Ph.D excellence citation for outstanding young researchers

NEW DELHI: In an effort to celebrate and encourage research excellence, the University Grants Commission (UGC) has introduced the Ph.D. Excellence Citation, aimed at recognizing young scholars who have made significant contributions to their fields. Vice Chancellors of universities across India have been requested to begin nominating eligible researchers from January 1, 2025. This initiative aligns with India’s broader goal of becoming a knowledge superpower, as envisioned in the National Education Policy 2020.

Innovation and the creation of new knowledge are the backbones of a nation’s development. Higher education institutions play a crucial role in fostering this growth by producing research that drives progress. The UGC’s Ph.D. Excellence Citation serves as an integral part of promoting high-quality research and encouraging the pursuit of academic excellence in Indian universities. This move is crucial to developing India’s capacity for generating new knowledge, in line with the country’s ambition to enhance its global standing as a knowledge-based economy.

A study conducted by the UGC covering Ph.D. degrees awarded between 2011 and 2018 reveals some significant trends. Notably, the number of students opting for research has been on a steady rise. The total number of Ph.D. admissions more than doubled during this period, increasing from 77,798 in 2010-11 to 161,412 in 2017-18. This 10 per cent annual growth underscores the increasing importance of research-oriented education in India’s higher education landscape.

The primary objective of the Ph.D. Excellence Citation is to create a robust research ecosystem in Indian universities. It seeks to identify outstanding doctoral work from young scholars and recognize those who have demonstrated exceptional research quality. By doing so, the UGC aims to elevate the standards of academic research and inspire future researchers to aim for greater levels of excellence.

The recognition will span various disciplines, including Sciences (such as Agricultural and Medical Sciences), Engineering and Technology, Social Sciences (including Humanities and Education), Indian Languages, as well as Commerce and Management. Research scholars who have successfully defended their Ph.D. theses at accredited Indian universities, whether state, central, private, or deemed-to-be institutions are eligible to apply for this citation.

Each year, the UGC will award ten Ph.D. Excellence Citations, with two winners selected from each of the five disciplines. This selective process ensures that only the most exemplary doctoral work is recognized. To be eligible, universities must meet certain accreditation standards, including UGC recognition under Section 2(f) and National Assessment and Accreditation Council (NAAC) accreditation.

For students, the eligibility requirements are equally stringent. Their theses must have been awarded in compliance with UGC’s Ph.D. regulations, and candidates must have successfully obtained their Ph.D. degree through a formal convocation between January 1 and December 31 of a given year. These theses should also be available through the INFLIBNET platform, and any publications or patents resulting from the research should be documented.

Nomination Process and Key Dates

Universities  can nominate up to five theses annually, with one nomination allowed from each of the five designated disciplines. Nominations should reflect the quality of the research and its alignment with the criteria set out by the UGC. The submission of nominations begins on January 1 of each year, with a deadline of March 31 for the same year. Once submitted, a two-level selection process begins, starting with a screening committee at the university level, followed by a recommendations of winners on August 1 by UGC-appointed committee.

The entire process culminates with an award ceremony on September 5, coinciding with Teacher’s Day, which is observed annually to honor educators and their contributions to society. The timeline of events ensures that universities have ample time to evaluate their candidates and present the most deserving ones for the Ph.D. Excellence Citation.

The selection process for the Ph.D. Excellence Citation is designed to be thorough and rigorous, ensuring that it identifies not just good research, but exceptional contributions that stand out for their originality, innovation, and long-term impact on the field. Each participating university will form its own screening committee to evaluate candidates’ theses based on several key parameters.

The first criterion is Originality and Innovation, where the thesis must display original thinking and offer innovative solutions to specific research problems or topics. This reflects the candidate’s ability to approach their field with fresh ideas and creativity.

Another important factor is the Contribution to Knowledge. The research should significantly add to the existing body of knowledge in its respective field. This ensures that the work has made a meaningful and lasting impact on academic discourse or practical application.

The Methodology used in the research is also crucial. The quality, design, execution, and analysis of the research methods must be of a high standard, reflecting the scholar’s ability to conduct research rigorously and systematically.

Clarity and Structure are equally important. The thesis must be well-organized, presenting the research in a logical, coherent manner. A clear and structured presentation allows readers to easily follow the argument and understand the findings.

The Impact of the research is another key parameter. The research should have the potential to influence its field or contribute to societal progress, with a special focus on India-centric issues and solutions. This recognizes the potential of the research to address pressing local or global challenges.

Proper References and Citations are essential to acknowledge prior work and maintain academic integrity. The correct referencing of earlier research ensures that the thesis is grounded in existing literature while also contributing something new.

Additionally, the Presentation of the research, including the quality of figures, tables, and other visuals, is considered. A well-presented thesis reflects attention to detail and enhances the overall impact of the work.

Finally, the candidate’s ability to Defend their thesis during the viva voce, or oral examination, is also taken into account. This evaluates the scholar’s capability to articulate and defend their research findings under scrutiny, demonstrating their depth of knowledge and confidence in their work.

At the national level, UGC will form five committees to evaluate the shortlisted theses from each stream. These committees will select two candidates from each discipline, following the same evaluation criteria. The process is designed to be as objective and comprehensive as possible, ensuring that all nominees meet the high standards expected for the award.

In recognition of the multidisciplinary nature of education and research in India, the UGC guidelines offer flexibility regarding the classification of research streams. Both the university-level screening committees and the UGC selection committees have the freedom to decide on the suitability of a thesis under a particular stream. This approach acknowledges the complexities of modern research, where disciplines often overlap, and innovation can arise from interdisciplinary studies.

The winners of the Ph.D. Excellence Citation will be honored during a special ceremony organized by the UGC every year on September 5. This event not only recognizes the achievements of individual scholars but also underscores the importance of high-quality research in India’s journey towards becoming a global knowledge leader.

The award itself is a testament to the hard work, dedication, and intellectual rigor that scholars invest in their research. It serves as a motivator for future generations of researchers, emphasizing the value of academic excellence and innovation.
