The eviction drive carried out by the Government of Assam in a village near the Kaziranga National Park must be seen in the larger context of the growing man-animal conflicts due to the large illegal encroachments around such habitats. The drive was a larger effort of the Government to clear the adjoining areas of the Park from years of encroachments. The Krishak Mukti Sangram Samiti , a Left- wing peasant body and the All Assam Muslim Student’s Union has baselessly critised the BJP government without realising that the drive was carried out under the instructions from the Gauhati High Court. The Park, listed in the World Heritage site in 1985, has been facing fast encroachments for decades. In its report on the ‘Performance Audit of Kaziranga National Park —Issues and challenges of Government of Assam’, the Comptroller and Auditor General of India in 2015, highlighted the illegal construction of a number of dhabas within the vicinity of two to three kilometres of the park boundary, leading to large scale conversion of agricultural land into commercial settlements. The State Government’s current drive, must be welcomed as it will ensure the preservation of rare wildlife in the park.

Single Budget will Save Time and Energy
The Government’s decision to do away with a separate Rail Budget is a welcome move. This will help the Ministry of Railways to concentrate on its core activities. The merger of the Rail Budget with the Union Budget will streamline the fiscal aspects of the Government. Now onwards ,the Railway Ministry will not have to face populist pressures that come while preparing the Rail Budget. It can use its time, energy and resources for enhancing services, modernising and streamlining. The general talk about Indian Railways losing its autonomy is baseless. The Ministry will be allocated the required funds and it will continue managing its affairs like before. The Union Ministry of Finance is not taking over the functions of the Railways. Therefore the division of powers and functions are not disturbed. Sensing the massive workload of the Railway Ministry, the Government should have stopped the practice of a separate Rail Budget long back. It is a colonial practice that was initiated in 1924 to promote Indian Railways as a commercial activity. Though we are largely working under a political system established under the Westminster model and with the laws framed under the British era, yet removing some of the practices like this will strengthen the efficiency of the Government departments. Union Minister of Railways Shri Suresh Prabhu is proceeding in the right direction. He must maintain it.

(Kerala: 100 Days of Terror, September 18); Apropos the article ‘Kerala: 100 Days of Terror’ by T Satisan in Organiser. Pinarayi Vijayan may be the last CPM Chief Minister of Kerala. The RSS is growing steadfastly in Kerala which is annoying the Marxists. Now their aim is to eliminate active workers of the Sangh Parivar. Since the CPM is in power, they can easily implement the agenda. No one speaks a word against Pinarayi except Shri Kummananm, PC George and Prayar Gopalakrishnan. The BJP cannot fight the CPM democratically. If they also take arms, the law and order situation in Kerala will be disastrous. The people are fed up with the LDF. The LDF got victory because of the corruption perpetuated by the UDF. The only option is to dismiss the State government if situation worsens in the State.

Stop demoralising Army in Jammu & Kashmir
(Terror in the name of God, July 3); This refers to the article titled ‘Terror in the name of God’ by Maria Wirth in Organiser and also ‘Goodwill Initiative Continues’ by Jaibans Singh in the same issue. Maria has given a bold and straight forward description of Islam and Muslim terrorists. We the Hindus have been and still are the worst sufferers of Islamic terror. It is mere foolishness to force the Army to serve those people, who attack our security forces with stones and bullets. This can demoralise our forces. This humiliating work was started by the Congress, who is an agent of Pakistan. Let us hope that BJP Government would be realistic and stop this appeasement which is being done at the cost of poor Hindu tax payers money.

Untouchability : A Curse
It is most unfortunate that even after a lapse of seven decades of Independence the practice of
untouchability has not been completely eradicated. It still prevails in some parts of the country. Recently an incident took place in Silgur Devta Temple in Chakrata, around 160 km from Dehradun, when a group of some Dalit Hindu brethren led by Shri Tarun Vijay, BJP Rajya Sabha MP and
former editor of Panchajanya, who wanted to take them to the temple, was attacked by the castiest by pelting stones on them since they didn’t wanted the Dalits to enter the temple. Tarun Vijay sustained deep injuries on his head. Despite of the fact that Mahatma Gandhi dedicated his entire life for eradication of untouchability, the
practice has not been completely uprooted. Such kind of bad practices cannot just be stopped by law. Mental attitude of the people will also have to be changed for complete success.
