e-Governance: Gujarat Tops in e-transactions

The BJP ruled states are making more advances in using e-Governance for ensuring that essential services get delivered to citizens in an efficient and transparent manner.

The BJP ruled states are making more advances in using e-Governance for ensuring that essential services get delivered to citizens in an efficient and transparent manner. The recently released data from Central Government website, etaal (http://etaal.gov.in), shows that Gujarat accounts for 21.34 per cent of all the e-transactions recorded by all the State government projects.

The Department of Electronics and Information Technology, Ministry of Communications and IT, Government of India, has developed Electronic Transaction Aggregation and Analysis Layer (ETAAL), (http://etaal.gov.in), with the objective of monitoring e-transactions within different states in the country.

$img_titleFrom January 1, 2013 to February 24, 2014, Gujarat has recorded 49,69,19,850 e-transactions in the standard services provided under the State government projects. Andhra Pradesh is close second with 46,45,34,533 e-transactions. Madhya Pradesh, another BJP ruled State, is a closed third in e-transactions during this period, with the number of e-transactions standing at 40,67,11,442.

According to Gururaja Rao, Chairman and Managing Director, Gujarat Information Ltd, around 250 crore e-transactions have taken place in the last 14 months in the country, of which Gujarat accounts for 23 per cent. According to the Central Government’s website etaal, the top three services that record the maximum use of e-transactions in the Gujarat are: Land record registration, utility services and bill payment.

The Gujarat government is next only to the Central Government in terms of use of e-services for transparent and quicker transactions and better delivery of services to the citizens. Central Government recorded 70,21,04,732 e-transactions in the same period compared to over 49 crore e-transactions by Gujarat. Health, postal services and telecommunications contribute maximum to the e-transactions recorded under the Central Government projects.

When you analyse the data for State wise transaction per 1,000 population, between 1 January 2014 to 20 April 2014, the figures are even more amazing. Gujarat leaves every State in the country far behind. Close to fifty per cent of all the e-transactions have happened in Gujarat. The total number of e-transactions between January 1,  2014 to April 20 , 2014 is 55,02,61,280, and out of this a total of 22,48,16,810 have happened in Gujarat. So for every 1,000 population, the number of transactions comes to 3,723.10.

This analysis can be seen at the Central Government run etaal website, at this link: http:// etaal.gov.in/etaal/PopReportCensus.aspx. The BJP ruled states like Gujarat and Madhya Pradesh are doing well in terms of e-transactions because of efficient implementation of various citizen services from the State governments. Gujarat is offering a total of 212 essential services to its citizens through the online mode. Madhya Pradesh is offering 130 services. The National Capital, Delhi, in comparison, offers only 67 online services; Haryana and Bihar offer 79 and 44 online services from their citizens respectively.

If you take the online procurement of utility services and online payment of bills as rough criteria for judging the e-literacy of the population in any State, then Gujarat comes out as the most e-literate State in the country.  The citizens of the State have conducted 2,01,08,826 e-transactions in this area between 1 January 2014, to 20 April 2014. This means almost 40 per cent of utility services and bill payment related e-transactions in the country have been conducted in Gujarat.

Even in providing across the counter online services to the citizens, Gujarat is far ahead of every other State in the country. The Government of Gujarat has conducted a total of 22,31,29,174 e-transactions for providing across the counter services to its citizens between 1 January 2014 to 20 April 2014.

If the youth in country is today coming out in support of Narendra Modi, it is only because his achievements.The achievements of Gujarat become even more palpable when they are contrasted with the lacklustre performance of the UPA led Central Government.??
