The civil society in Nagaland, Manipur, Meghalaya, Mizoram, Assam and Arunachal Pradesh is at constant unrest and puzzled because of factional clashes, extortion, kidnapping, child-trafficking, girl-trafficking, disruption of peaceful public life, smuggling of heroin, other narcotic drugs, liquor and lethal weapons by anti-social elements. Organised criminal groups are operating in the guise of scores of terrorist organisations, NGOs and church functionaries. Because of the bloodshed and rampant killings in these states with varying degrees, the innocent public has become the primary victim.
The State Police and security personnel in these states do not have even the right to fire back in self-defence due to defective and toothless ceasefire ground rules. In addition, there is no provision to punish the hosts and house-owners sheltering the anti-social elements.
Nagaland
Fed up with the rampant killings in Nagaland by NSCN (IM) and NSCN (K), Angami Youth Organisation (AYO) protested against violence on August 2, 2011 in Kohima. Thousands of youths from all colonies exhibited their strongest resentment against the excesses. The placards in the silent procession read : Stop Bloodshed, Kohima is not a battlefield, We condemn the killings of innocents, Abide by ceasefire ground rules, You are not cowboys nor is Kohima the wild West, etc. They demanded that all armed militants should be evicted from civilian areas and no anti-social element facing criminal cases should be granted bail. The protest rally rebutted those who are demanding the release of Anthony Ningkhan Shimray—the cousin of Muivah and foreign minister of NSCN (IM) from Tihar jail. The Kohima protest rally expressed its anguish against Central Government for not reining in the free moving Naga armed militants. Amid heightened tension in Changki village in Mokokchung district of Nagaland when villagers were prevented from entering Ao area by NSCN (IM) militants, more than 200 youths of Changki went to Mariani on a scrutiny trip in bus, truck and two wheelers on April 9, to defy the azha (order) imposed by NSCN (IM) since March 19 onwards.
Arunachal Pradesh
Eastern Arunachal has turned extortion hub and conversion crusade with both the NSCNs on extortion spree accompanied by Naga missionaries with Bible in one hand and bullet in the other. They are helped by home-grown terrorist organisations-Tai-Singpho Security Force (TSSF) and National Dragon Force (NDF). The two Bishops – one stationed at Itanagar and the other at Miao—are alleged to fund the subversive organisations. The church is emboldened by getting success in planting a Christian Chief Minister – Nabam Tuki few months ago in Hindu majority Arunachal Pradesh. The Centre has given nod to deployment of 2000 additional central and para-military forces recently in AP to maintain law and order. It has recently started joint operation with Assam police in areas bordering Tinsukia, Sibsagar and Dibrugarh in Assam to check ULFA, Moists and criminal synergy.
Manipur
Manipur is close to Golden Triangle (Myanmar, Thailand and Laos ) and large quantities of heroin manufactured in triangle are smuggled to Bharat through Manipur’s border township-Moreh. Officials estimate that 20-30 kgs heroin comes to Manipur annually from Myanmar. Intelligence inputs suggest that China based smugglers and terrorists are funding the poppy cultivation in Churachandpur, Chandel, Ukhrul, Senapati and Tamenglong districts of Manipur where church is pro-active. Bangladesh is the hub of all the anti-national and pro-China terrorist organisations and all the four arrested Muslims – Md. Ziaur Rahman, Yaiya Khan, Md. Nurdin and Md. Munir Khan in the age group of 27-30 years with one kg of heroin by narcotics police in Thoubal on April 1, are all Bangladeshi. They seem to have links with international drug syndicates. Same day another two Bangladeshis—Md. Sajjad Khan and Riyajuddin—were caught with 2.5 kgs of heroin at Chumukedima gate in Nagaland. With a view to create slush funds, all the major terrorist organisations with cease-fire agreements and Maoists/Naxals are, of late, eyeing for illegal coal trade too. In addition, there is a deliberate attempt and conspiracy to spread communal disharmony in Manipur by fanatic forces masquerading as Baptist missionaries from Nagaland and Catholic priests from Kerala. Meetei Hindus are their immediate target. They are working through home grown terrorist organsations—UNLF, PLA and scores more joined by Maoists. The 28 January assembly election would have not been held if 42,000 jawans were not deployed. Still, the militant organisations of Nagaland and Manipur had seized the Manipuri civil society and several innocent lives were lost. They worked through pawn NGOs and pseudo human rights and civil organisations. No human rights for common Manipuri society. Irom Sharmila is just a pawn in the hands of terrorist organisations of Manipur.
The common Manipuri samaj is boiling from within to revolt against terrorist organisations and church as Naga civil society is doing today in Nagaland but they are silenced at gun point.
Meghalaya
Garo National Liberation Army (GNLA) and Achik National Volunteer Council (ANVC)—the two Christian militant organisations most active in Meghalaya—have made the life of people horrible. They are maintaining close links with ULFA and they have been serving demand notes to coal traders and truckers in the coal belt areas of Nongiri Borsora in Meghalaya. The Garo—Rabha clash in January this year spearheaded by these forces are still fresh in the peoples mind.
Assam
ULFA and NSCN (IM) have Maoist links. ULFA, like Naga militants in Nagaland, too has made the life of civil society miserable in Assam. The moneyed people are picked up for ransom, many of whom are killed when its demands are not met with. Though red-corner notice has been served, the elusive Paresh Baruah is still at large in Yunan province of China adjacent to Myanmar while Rajkumar Meghen alias Sanayaima of UNLF of Manipur and AN Shimray of NSCN (IM) are convalescing in Tihar jail but there is a sinister campaign here to release them.
There is syndicate amongst enemy forces in USA, UK, Korea, China, Pakistan and Bangladesh who are working to chop off the slender Siliguri neck—30 kms wide only. Pakistan is active through ISI. Bangladesh is pushing its Muslim population in this region while China has categorically told terrorist leaders that if all the militant organisations come under Indo-Burma Revolutionary Front (IBRF) and their cadres bulge to 30,000 with matching strike strength, Chinese army would march into Bharatiya territory to liberate it from Bharatiya rule. China is strengthening Maoists/Naxals while church is operating to increase Christian population for establishing an American colony in this strategic region. China is claiming complete Arunachal sometimes complete Brahmaputra valley.
Gun-trotting militants have given way to small times criminals in Assam, Nagaland, Manipur, Meghalaya and Mizoram. As security forces and state police concentrated its resources and manpower on curbing the 60 years old militancy, petty criminals and goons grew in number and criminal activities saw a steady increase over the years.
Significance of Army Presence
Army is required to discipline the unruly terrorists with heavy hands who are no more in jungles. They are in the society. Army is required to ensure the guaranteed safety for public at all costs and make the militant organisations to adhere strictly the laid down cease-fire ground rules. State government is required to ensure that all armed cadres are evicted from civilian areas. Because of volatile situation, army is always kept in ever-ready position to maintain law and order in the affected states and guard the international porous border.
Sinister Campaign against Army
Instead of appreciating army for their herculean task, there is a sinister design to demonise it taking shelter of AFSPA. Various militant organisations and so-called human rights NGOs approach UN and other international fora with the help of church and foreign sponsored NGOs to revoke AFSPA quoting its provisions empowering Army. This campaign is more today because Army is very close to capture militant leaders and controle their cadres movements.
In fact, without Army and allied forces, the civil society in Manipur, Nagaland, Assam, Meghalaya and Eastern Arunachal cannot survive and prosper. Even the prominent media houses cannot function properly.
Army’s Stand
The Army is absolutely against the withdrawl of the Act emphasising the necessity in the complex nature and extra-ordinary situations in combating the insurgency at the cost of their own lives and safety. AFSPA and Army are not the root problem. AFSPA’s genesis lies in insurgency in Manipur and elsewhere in NE. It is functional requirement of Army. AFSPA will naturally go if the insurgency problem is addressed. In the present volcanic situation, it will be disastrous to revoke AFSPA or to dilute it by unnecessary amendments. If Army is weakened, nobody should complain of its inaction thereafter.
In fact, international connections and foreign funding of those who are demanding to revoke AFSPA, are required to be probed and they should be kept under close surveillance.
