REPORT-1

R Guru Prasad

Though  Karnataka prevention of cow Slaughter Bill  is in the final stages of  getting nod from the President of India, Karnataka  Government is all set to constitute Gou Sewa Aayog to protect  and promote cattle  wealth.

Last year Governor’s office had sent the Bill for the  President’s signature and recently the President’s office  has sent back the Bill to the Karnataka Government asking for small changes in the draft. Disclosing this fact Chief Minister DV Sadananda Gowda   who was the chief guest  at the  Bhagwan Mahaveer  Jayanthi  Mahotsav, announced that his Government is not only  firm on bringing the legislature to stop killing of cows but also to set up Gou Sewa Aayog to take care of aged and abandoned cattle. Jain Yuva Sangathan had organised the Bhagwan Mahaveer 2611th Janm Kalyanak Mahotsav  at the  Freedom Park Annexe in Bangalore on  April 4 and the Jain community congratulated the Karnataka Government for showing interest in banning slaughtering of cows.

His Holiness Aacharya Chandrayashsuriji blessed the  Chief Minister for taking such a stand and warned him that lobby against the proposed Prevention of Cow Slaughter Bill is so strong that they can do anything to stop or delay the process. He mentioned  that  four high-tech cow slaughter houses are getting ready in Belgaum (north Karnataka) and urged  the Government to put an end to this menace.  “On behalf of my community, I am requesting you Sadananda Gowda to order concerned officers to stop this new butcher  houses which are getting ready in Belgaum and save our country and  culture”, Aacharya said. Aacharya further said that Jain community can extend any support to the Government including funds  in order to close these slaughter houses.

Chief Minister Sadananda Gowda in his speech mentioned that he is personally monitoring this issue and take special interest in returning the file after making the small changes in the draft sought by the President’s office. “We will make the small correction and arrange to send the file back immediately. I am hopeful that our proposed Bill will get the President’s signature  soon and we will be proud of ourselves for putting an end to the killing of cows” Gowda said amidst a huge round of applause from the large audience.  Sadananda   Gowda said that setting up of Gou Sewa Aayog is the significant achievement of the BJP Government as the Aayog will take cow slaughter mafia head on by  providing shelter to  abandoned, aged and  unproductive cattle till their natural dying. Gowda  had mentioned in his budget that  under the Karnataka Gou Samrakshane Yojana, assistance will be given to Non-Government Organisations. The main objectives of this scheme is conservation and protection of the local cow breed. NGO’s with  10 acres of land and rearing at least 50 cows will be given financial assistance.

National Co-Convener of BJP Cow Development Cell SK Mittal spoke to Organiser and expressed his happiness over the state of affairs regarding protecting cow progeny. He said the President’s office has sent back the bill for removing the word  ‘Buffalo’ from the list of cow progeny and we will go ahead with the corrections and bring the law into force without wasting any time. He has made an  in-depth  study on cows and he has written a letter to CM with an  important data of usefulness of  cows to the society.
