Failure to check crimes against women  puts the Haryana government in  the dock ?

By Dr  Ganesh Vats from Haryana?

-Rising incidence of crimes and atrocities in Haryana have put the Hooda government in the dock. From the time the Chief Minister BS Hooda took over, there have been accusations against his style of functioning and his grip over the administration. He has been accused of practicing regionalism and discriminatory politics by his own confessions belonging to the disgruntled faction of the party.

But the common people being apathetic to these political intrigues stratagems, want only corruption free and terror free administration which the Hooda government has failed to deliver miserably. Statistics reveal that since Hooda held the reins of power, incidents of crime have been mounting up continuously. In a report released in 2010 about 60 cases of crimes of various categories are registered every day and the number of total crimes during the year has gone upto 22,054, where as the number of such crimes in 2009 was 18,337.

Not only this, in certain cases of crimes Haryana has outstripped Punjab and Delhi. Ever escalating incidence of atrocities and crimes of rape and  molestation against women have exposed the hollowness of the claims being made by the  Haryana government. If we go by the data, from the view-point of criminal activities, Haryana has become the 12th crime-ridden  state and figures in the list of mainly notorious states. Various gruesome and heinous crimes are committed in broad day light and the offenders make their escape easily fooling the police.

Chief Minister Bhupinder Singh Hooda has failed pathetically in the second term also. When he was sworn in as Chief Minister, he had asserted boastfully that he would make Haryana a crime leave State, forcing the criminals to leave Haryana. But  quite contrary to his assertion has transpired, deepening the roots of crimes in Haryana. The number of murder cases has shot up from 733 in 2004 to 950 in 2009 and 1,005 in 2010 while the cases of rape have registered a staggering addition from 386 to 602 and 717 in 2009 and 2010 respectively. Similarly escalation in abduction cases is clearly revealed by these datas – 493 in 2005, 895 in 2009 and 950 in 2010. There is no abatement or let up in any kind of crime. Cases of robberies have also shown linear ascending—52 in 2004, 152 in 2009. Dowry related crimes against women have followed the same pattern – 2,285  in 2005, 2,893 in 2009 and 3,002 in 2010. Even incidence of thefts has moved upward considerably – from 8,649 in 2005  to 12,834 in 2009 and more than 16,234 in 2010. Analysing these statistics, one can say that three murders, 44 incidents of thefts, 8 dowry related crimes and two rape cases take place in the State every day.

The State government propped by crutches  is confirming with its second term, though the people of the State had given its mandate against the incompetence and utter failure during its regime of first five years. Only political defections have enabled it to retain power, contrary  to the mandate of the people. The people of the State through  bypolls in Hissar have expressed their utter dissatisfaction and disillusionment with the present Congress dispensation in loud and  unequivocal terms. Count down of  the State government has begun and if it did not improve its performance, the people would not only throw its out of power, but would also make its face ignominious debacle as  they have done in the recent bypolls.
