NHRC directs Punjab officials to inquiry into Rs 5 crore bribery allegation against CM Bhagwant Mann's wife

The National Human Rights Commission (NHRC) has taken cognisance of a serious allegation that Punjab Chief Minister Bhagwant Mann’s wife demanded Rs 5 crore to suppress a rape case, directing the state’s top administrative and police officials to investigate the claim and submit an Action Taken Report (ATR) within two weeks.

The allegation was brought before the NHRC by the Legal Rights Observatory (LRO), which cited a statement attributed to former Punjab and Haryana High Court judge Justice Ranjit Singh. The complaint raised concerns over the alleged attempt to suppress a rape case in exchange for money.

The NHRC Bench headed by Member Priyank Kanoongo has directed the Punjab Chief Secretary and Director General of Police to conduct an inquiry into the allegations and report the action taken within the stipulated period.

NHRC: Allegations too serious to ignore

Explaining the commission’s decision, Kanoongo said the complaint referred to allegations made by a retired High Court judge against the wife of a sitting Chief Minister. According to Kanoongo, the seriousness of the allegations and the identity of the person making them warranted intervention by the human rights body, particularly because the matter allegedly concerns the handling of a rape case and the safety and protection of women.

The NHRC has not, however, established the allegations as fact. Its intervention at this stage is limited to seeking an inquiry and information from the competent state authorities.

Punjab Chief Secretary, DGP asked to investigate

The commission has specifically tasked the Punjab Chief Secretary and DGP with examining the allegations and submitting an ATR within two weeks. The report is expected to detail the steps taken by the state authorities to verify the claims and the findings of the inquiry. The NHRC will examine the response before deciding whether further action is warranted.

The direction puts the Punjab administration and police under scrutiny as they are now required to formally respond to allegations involving the family of the state’s Chief Minister.

The NHRC has also forwarded the matter to the Women Safety Division of the Ministry of Home Affairs for consideration. Kanoongo said that since the allegations concern the Chief Minister’s family and involve claims linked to the suppression of a rape case, the central division dealing with women’s safety has been alerted.

The referral adds another layer of scrutiny to a controversy that has raised questions about the protection of victims and the integrity of investigations into serious crimes against women.

Despite the seriousness of the allegations, the NHRC’s action should not be interpreted as a finding that the alleged demand was made. The commission has taken cognisance of the complaint and ordered the relevant authorities to investigate. The allegations remain unsubstantiated at this stage, and the facts will have to be established through the inquiry.

The Punjab government and police now have two weeks to submit their report. The NHRC will assess the findings and determine its subsequent course of action.
