Jharkhand: Long pending, Soren govt cancels 44 recruitment exams over irregularities; Tests since 2014 under scanner

The Jharkhand government has released a list of 44 recruitment examinations cancelled over irregularities, a day after Chief Minister Hemant Soren announced the scrapping of the JSSC-Combined Graduate Level (CGL) examination amid sustained student protests

The Jharkhand government on August 18, released a detailed list of 44 recruitment examinations that have been cancelled over irregularities, widening the scope of its action against the examination system in the state.

The list was issued a day after Chief Minister Hemant Soren announced the cancellation of the JSSC-Combined Graduate Level (CGL) examination, one of the central demands of students protesting irregularities in the recruitment process.

Eight government notifications issued late night on August 18, cover examinations conducted by the Jharkhand Public Service Commission (JPSC) and recruitment tests handled by outsourced agency TSR Data Processing Pvt Ltd (TDPL) since 2014.

The move marks a significant expansion of the government’s action, with examinations for several senior administrative, technical, judicial, medical and forest-related posts included among those being cancelled.

44 examinations cancelled

The examinations listed by the government include recruitment tests for a wide range of posts.

Among them are examinations for drug inspectors, assistant professors, deputy collectors, dental doctors, assistant engineers, civil judges, additional public prosecutors and forest range officers.

Other cancelled examinations include recruitment tests for lecturers in government polytechnics, senior scientific officers, assistant conservators of forests and several other administrative and technical positions.

The government has also included examinations conducted through TDPL in its review of recruitment processes.

Chief Minister Soren had announced that all examinations conducted by TDPL since 2014, along with the results published by the agency, would be cancelled. The state government has also blacklisted the agency.

The decision follows allegations of irregularities surrounding recruitment examinations and growing demands from students for action against those responsible.

JSSC-CGL cancellation triggers wider action

The latest development comes amid a prolonged student protest over the JSSC-CGL examination.

The state government announced the cancellation of the JSSC-CGL examination following an emergency Cabinet meeting chaired by Soren on Monday. The meeting lasted around four hours and focused on allegations concerning recruitment examinations conducted in the state.

The cancellation of the CGL examination had been one of the key demands of protesting students.

While some students welcomed the government’s decision, candidates who had cleared the examination and employees appointed through the recruitment process have raised concerns over the impact of cancelling the examination and its results.

The government has simultaneously ordered steps to investigate irregularities in recruitment examinations dating back to 2014.

Fast-track court proposed for recruitment cases

As part of the government’s proposed reforms, Jharkhand will request the Jharkhand High Court to constitute a fast-track court to deal with cases involving irregularities in examinations conducted by the JPSC and Jharkhand Staff Selection Commission (JSSC).

The proposed fast-track mechanism is intended to expedite legal proceedings arising from manipulation, irregularities or other violations connected with recruitment examinations.

The government has also announced plans to establish an internal vigilance cell in both the JPSC and JSSC.

The proposed vigilance mechanism is aimed at strengthening oversight within the two recruitment bodies and preventing irregularities in future examinations.

Two-month deadline for examination reform panel

The government has also formed a committee headed by senior IAS officer Amitabh Kaushal to recommend reforms in the examination systems of the JPSC and JSSC.

The committee has been given two months to submit its report.

The panel is expected to examine the existing recruitment and examination mechanisms and suggest measures to improve transparency, strengthen monitoring and prevent irregularities.

The government has not limited the review to the recently disputed JSSC-CGL examination but has extended its scrutiny to recruitment processes conducted over several years.

TDPL examinations since 2014 cancelled

A major component of the government’s decision concerns TSR Data Processing Pvt Ltd.

According to the government’s announcement, all examinations conducted by TDPL since 2014 will be cancelled. The results published by the agency will also be scrapped.

The agency has been blacklisted by the Jharkhand government.

The decision brings a large number of recruitment processes conducted through the outsourced agency under scrutiny and is part of the government’s broader response to allegations of irregularities in the recruitment system.

The government is now expected to determine the consequences of the cancellations for candidates who appeared in the affected examinations and those who were selected through them.

Political and student pressure over recruitment exams

The government’s latest measures come after sustained protests by students demanding action over irregularities in recruitment examinations.

The issue has also attracted political attention, with opposition leaders backing the students’ demands.

The cancellation of the JSSC-CGL examination was described by the government as a major step towards addressing concerns raised over the recruitment process. However, the decision has also generated a separate debate over candidates who had successfully cleared the examination.

Those opposing the cancellation argue that candidates who were not involved in any wrongdoing should not be penalised for irregularities in the examination process.

The government, meanwhile, has expanded its scrutiny beyond the CGL examination and ordered action covering examinations conducted over a much longer period.

What happens next?

The proposed fast-track court, internal vigilance cells and reform committee are expected to form the core of the government’s response to irregularities in the recruitment system.

The Amitabh Kaushal-led committee has two months to submit its recommendations on reforms to the JPSC and JSSC examination systems.

The government will also have to address the administrative and legal implications of cancelling 44 examinations, particularly for candidates who appeared in the affected tests, those who were declared successful and employees appointed through recruitment processes now under scrutiny.

The latest decisions indicate that the Jharkhand government is undertaking a wider review of its recruitment examination system rather than limiting its response to the ongoing JSSC-CGL controversy.
