As Union Minister Dr Jitendra Singh stood up in the Lok Sabha to table the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, Opposition MPs stormed the Well of the House, shouting defiant slogans of “NO! NO!” in an attempt to drown out the introduction of the landmark anti-cheating law.

While the Congress-led INDI bloc spent the past month shedding crocodile tears over youth issues, the Centre moved decisively to plug legal loopholes and bring exam syndicates to justice.
Bill seeks tougher punishment
The proposed 2026 Amendment Bill significantly strengthens the 2024 Act, introducing uncompromising provisions:
- Stricter Penalties: Minimum jail terms for individuals convicted of exam fraud have been doubled from 3 to 5 years, extending up to 10 years imprisonment alongside hefty fines up to Rs 50 lakh.
- Cracking Down on Crime Syndicates: Organised paper leak cartels face severe penalties, with minimum jail terms raised up to 7 years and fines escalating up to Rs 10 crore.
- Fast-Track Justice: Mandates time-bound investigations to be completed within 60 days, alongside the creation of Special Fast-Track Courts directed to hold day-to-day hearings and conclude trials within 3 months.
- Service Provider Accountability: Errant testing agencies and private vendors face fines up to Rs 5 crore and an 8-year absolute ban from conducting public examinations.
The government has maintained that the proposed amendments are intended to strengthen the legal framework against paper leaks by imposing stricter penalties and ensuring quicker prosecution of offenders.
The Bill forms part of a broader effort to tighten examination security and improve accountability in recruitment and entrance examinations across the country. Yet, instead of supporting these ironclad measures designed to protect honest aspirants, the Congress-led opposition chose to shout down the bill, prioritising political grandstanding over student welfare.
Opposition protests disrupt Parliament
The Lok Sabha and Rajya Sabha were transformed into political battlefields from the moment proceedings commenced. Rather than engaging in a constructive debate on the merits of the anti-paper leak law, Opposition members resorted to heavy sloganeering and disruptive tactics over police action during recent protests. The continuous uproar and aggressive posturing forced presiding officers to adjourn both Houses repeatedly.
Lok Sabha Speaker Om Birla was forced to adjourn the House until 2:00 PM shortly after the bill was introduced amid the unyielding ruckus.
Amidst the chaos engineered by the opposition benches, Om Birla paused to acknowledge a moment of national pride, formally congratulating star weightlifter Mirabai Chanu for securing India’s first gold medal in the Women’s 48kg Weightlifting event at the Commonwealth Games 2026.
However, even national achievements failed to deter the opposition from its singular agenda of parliamentary derailment.
