Odisha Government unveils major redevelopment plan for Lingaraj Temple and Bindusagar

The Odisha government has announced a comprehensive redevelopment plan for the Lingaraj Temple precinct and Bindusagar Lake in Bhubaneswar. The project will upgrade pilgrim facilities, improve crowd management, sanitation and security while preserving heritage architecture. Bindusagar will be rejuvenated with landscaping, ghats and lighting, alongside a cultural interpretation centre. The initiative aims to boost spiritual tourism, enhance visitor experience and support local livelihoods

BHUBANESWAR: The Odisha government has unveiled an ambitious redevelopment blueprint to transform the historic precinct surrounding the Lingaraj Temple and the adjoining Bindusagar Lake into a world-class spiritual and heritage destination. Announcing the initiative, Chief Minister Mohan Charan Majhi said the project aims to modernise infrastructure while safeguarding the sanctity and architectural legacy of one of India’s most revered Shaivite shrines located in Bhubaneswar.

The government has already initiated the tender process for the first phase of the Rs 180-crore Lingaraj Temple Development Project, and construction work is expected to begin soon.

Infrastructure Upgrade With Heritage Protection

According to officials, the redevelopment plan focuses on improving facilities for devotees who visit the temple in large numbers throughout the year. The shrine attracts massive crowds during major religious occasions, underscoring the need for improved crowd management and public amenities.

The project will introduce improved entry and exit routes, organised queue management systems, enhanced lighting, drinking water facilities, sanitation infrastructure and stronger security arrangements. Authorities emphasised that special care will be taken to preserve the temple’s Kalinga architectural character during the upgrades.

The Chief Minister noted that the core objective is to ensure pilgrims can offer prayers without inconvenience. The design strategy balances modernisation with conservation so that structural interventions do not disturb the temple’s spiritual ambience.

Bindusagar Lake Rejuvenation Plan

In the second phase, the state government will undertake the restoration and beautification of the historic lake associated with temple rituals. A Detailed Project Report (DPR) is being prepared for works estimated at Rs 330 crore.

The proposed works include water rejuvenation measures, landscaping around the lake’s periphery, renovation of ghats, improved illumination and upgraded visitor facilities. Officials acknowledged that water quality concerns and encroachments over the years have affected the sacred water body, making conservation urgent.

The rejuvenation aims not only to restore ecological health but also to revive the spiritual environment traditionally linked to temple ceremonies and pilgrimage practices.

Interpretation Centre and Cultural Tourism Boost

A state-of-the-art interpretation centre is also planned as part of the redevelopment initiative. The facility will function as an educational and cultural hub, showcasing the history, rituals and architectural heritage of the temple and the city’s ancient shrine network.

Through curated exhibitions, digital installations, and guided information systems, visitors will be able to understand the evolution of temple traditions and the region’s cultural significance. Authorities believe the centre will enhance visitor experience while promoting heritage awareness.

Economic and Tourism Impact

The combined investment signals the government’s long-term vision of positioning the capital as a premier spiritual tourism destination. Improved infrastructure is expected to increase tourist inflows, support local businesses, and generate employment opportunities for artisans, vendors, and service providers.

Officials stated that once completed, the redevelopment will strengthen religious tourism while preserving the identity of the historic temple city. With tenders underway and planning in progress for the next phase, the project marks a significant step in Odisha’s heritage conservation and urban spiritual tourism strategy.
