CHANDIGARH: In a major counter-terrorism breakthrough on November 13, 2025, the Ludhiana Police, has arrested 10 operatives of a grenade-attack module allegedly backed by the Inter‑Services Intelligence (ISI) of Pakistan.
According to a post by the DGP Punjab police on X, the module was tasked with carrying out a grenade strike in a densely populated area of Punjab.
“In a major breakthrough, Ludhiana Commissionerate Police busts an ISI-Pakistan backed grenade attack module and arrests 10 key operatives of foreign-based handlers. Preliminary investigation reveals that the accused were in contact with #Pak-based handlers through three operatives based in #Malaysia to coordinate the pickup and delivery of a hand grenade,” the post said.
“The task was assigned by the handlers to carry out a grenade attack in a populated area to create unrest in the state,” the post further reads.
Swapan Sharma, Commissioner of Police, Ludhiana, said, “Acting on credible intelligence inputs, police registered a FIR on October 27, under Sections 3, 4, and 5 of the Explosives Act and Section 113 of the Bharatiya Nyaya Sanhita (BNS) at Police Station Jodhewal. The Unlawful Activities (Prevention) Act (UAPA) has also been invoked, and Red Corner Notices (RCNs) have been issued against foreign-based suspects.”
Notably, the preliminary investigation by the police indicates the 10 arrested individuals were in contact with Pakistan-based handlers, and further routed communications via three operatives located in Malaysia, who coordinated the pickup and delivery of the grenade, the tweet stated.
The FIR names Kuldeep Singh, Shekhar Singh, and Ajay Singh, all residents of Muktsar Sahib, as prime accused. Special investigation teams were constituted under the supervision of the DCP (Investigation) and DCP (City) to ensure effective action.
The foreign-based masterminds have been identified as Ajay, Jass Behbal, and Pawandeep, all residents of Malaysia and originally from Sri Ganganagar, Rajasthan. Police said the trio, currently living together abroad, maintained regular contact with local facilitators Amrik Singh and Parminder, both previously involved in drug smuggling.
During the investigation, Vijay, brother of Ajay (Malaysia) and currently lodged in Sri Ganganagar Jail in connection with an NDPS Act case, was also arrested on a production warrant for allegedly coordinating logistics for the group.
