Haryana Chief Minister Nayab Singh Saini on October 31, disbursed Rs 2,100 each to 5,22,162 women beneficiaries across the state under the Deen Dayal Lado Lakshmi Yojana, a flagship welfare initiative aimed at promoting financial independence and gender equality.
Addressing a press conference in Chandigarh, Saini said the initiative represents the government’s commitment to empowering women through direct financial support and inclusive governance.
“This step towards women’s empowerment is not merely a government scheme, it is a shining example of transparent policy and honest intent. The double-engine government is committed to real social transformation,” he said.
The Deen Dayal Lado Lakshmi Yojana, named after social reformer Pandit Deen Dayal Upadhyaya, provides financial assistance to women from economically weaker backgrounds, with the aim of encouraging self-reliance, education, and entrepreneurship.
Officials said the scheme particularly benefits women from rural areas, enabling them to contribute more effectively to household income and local economic activities. Funds are transferred directly into beneficiaries’ bank accounts, ensuring transparency and eliminating middlemen.
Saini highlighted that the scheme forms part of a broader government strategy focused on inclusive development and social equity, targeting women, Scheduled Castes, and backward classes.
During the press conference, CM Saini reiterated his administration’s commitment to upholding the rights of Scheduled Castes (SCs) and backward communities. He said the state government is ensuring their active participation in various sectors, from panchayat and local body elections to government employment.
“Our government has made it a priority to uplift every section of society, especially those historically marginalised. Equal representation and empowerment are at the core of our policies,” Saini said.
He added that the administration has rolled out multiple welfare schemes for backward classes and economically weaker sections to ensure equitable access to opportunities and resources.
Highlighting progress in employment generation, Saini said that over the past 11 years, the Haryana government has provided 3,00,000 job opportunities to young people through a transparent recruitment process.
“Our government believes in merit and fairness. We have ensured that every youth gets a fair opportunity without nepotism or corruption,” the Chief Minister asserted.
He added that new industrial and skill development policies have been designed to match educational outcomes with employment opportunities, enabling Haryana’s youth to thrive in both traditional and emerging industries.
Saini underlined that Haryana’s developmental roadmap aligns with the National Education Policy (NEP) 2020, focusing on education reform, digital literacy, and vocational training.
“We are working on integrating education with employability. The focus is on skill development that empowers youth to be job creators rather than job seekers,” he said.
He also emphasised that the state has established a robust ‘Ease of Doing Business’ ecosystem, attracting both domestic and foreign investors. Haryana’s industrial growth, he said, is fuelled by transparent governance, world-class infrastructure, and supportive policies.
“Our goal is to make Haryana a hub for innovation, entrepreneurship, and sustainable industry,” he added.
The CM noted that initiatives like the Deen Dayal Lado Lakshmi Yojana showcase Haryana’s model of direct benefit transfer (DBT) governance, where welfare funds reach genuine beneficiaries without delay or diversion.
He said this approach has enhanced trust between citizens and government, particularly among women and rural families who have historically been left out of formal banking and welfare systems.
Officials from the Women and Child Development Department stated that the government plans to expand the scope of the Lado Lakshmi Yojana, with future phases potentially including incentives for girl education, entrepreneurship, and self-help group participation.
The Deen Dayal Lado Lakshmi Yojana is part of Haryana’s larger framework of women-centric programmes such as the Beti Bachao Beti Padhao campaign, Mukhya Mantri Vivah Shagun Yojana, and Self-Help Group (SHG) initiatives under the Haryana State Rural Livelihoods Mission (HSRLM).
These programmes, combined with financial aid, training, and employment support, aim to create a self-sustaining ecosystem for women entrepreneurs and workers across the state.
“When women are financially independent, families prosper, communities grow stronger, and the state moves toward real development,” Saini said.
