The Govandi police have arrested Babu Khan, also known as Jyoti Maa and infamously referred to as the ‘Kinnar Guru,’ after investigations revealed that his birth certificate used to secure multiple official documents was entirely fake.
Babu Khan’s birth certificate claimed that he was born in Govandi on 26 August 1981. Using this fabricated document, he had successfully obtained Aadhaar cards, ration cards, PAN cards, and other essential identity proofs across Mumbai, facilitating the illegal settlement of foreign nationals. The Municipal Corporation’s M East Ward has since officially acknowledged that the certificate is fabricated, admitting that in the year 2024 alone, 100 birth certificates were issued illegally.
BJP leader and former minister Kirit Somaiya has called for immediate action against Babu Khan and the Municipal Corporation officials complicit in the scam. Addressing the issue on X, he wrote, “I request Chief Minister Devendra Fadnavis that strict action be taken against the officials involved in this and the Bangladeshi.” Somaiya also announced that he would personally visit the Shivaji Nagar Govandi Police Station on October 19 at 4 PM to oversee further investigations.

Investigations by Mumbai Police have revealed that Babu Khan ran a sprawling network, smuggling Bangladeshi nationals from the Murshidabad border in West Bengal into Mumbai. Local residents first alerted the Shivaji Nagar police after growing suspicious of the influx of foreigners in Govandi. Subsequent verification confirmed that Babu Khan’s documents were forged, and that he had been using them to settle dozens of illegal immigrants in the area.
Authorities report that Babu Khan controlled more than 200 followers and owned roughly 20 houses across suburban Mumbai. The arrested individual had created an organized system of fake school certificates and birth certificates to facilitate the illegal migration and settlement of Bangladeshi nationals.
“The police action has targeted a major network that illegally brought Bangladeshi nationals into India,” said a senior officer. “These individuals were stopped in Kolkata, given fake documentation, and settled in Mumbai under Babu Khan’s supervision. The operation now extends to other Maharashtra cities including Pune, Nashik, and Nagpur.”
Somaiya emphasised that the Municipal Corporation’s role in issuing fraudulent documents cannot be ignored. “Officials involved in this must be held accountable. Without strict action, such networks will continue to exploit loopholes in the system,” he said.
The Mumbai Police have assured that operations against the illegal settlement of foreign nationals will continue, targeting networks across Maharashtra.
