New Delhi: As the Union Government intensified campaign against Maoists with an open offer to the members of the outlawed outfit to lay down arms and join the mainstream, CPI General Secretary D Raja on September 29 urged the government to accept the proposal made by the Naxals.
“I demand that the government accept the proposal made by the Naxals,” said the CPI leader, while questioning the ‘Naxal Mukt Bharat’ campaign of the government which aims to eliminate the red terror menace by March next year.
“What is this Naxal Mukt Bharat? Already, they spoke about the Congress Mukt Bharat. What happened to Congress Mukt Bharat? Tomorrow they will say Communist Mukt Bharat,” said Raja.
The left leader further claimed that if the current regime continues to be in power, the future of Bharat will be imperial.

The CPI leader statement has arrived weeks after back to back letters from Maoists surfaced in the media. The letters, one of which penned by Central Committee spokesperson of CPI [Maoist] stated that the outlawed group is ready to lay down arms and hold talks with the government.
The outlaws in the letter had further urged the government to announce a month long halt on anti-Maoist campaign to allow internal consultation among the members of the banned outfit.
Though days after the letter from CPI [Maoist] spokesperson, two other letters, opposing the surrender offer surfaced in media, indicating a serious rift within the top brass of the Maoist outfit.
Meanwhile, the Union Home Minister on September 29 stressed that while the government is ready to welcome those who surrender, there will be no ceasefire. He noted that the proposal made in the letter for a ceasefire was misleading.
He said that Naxalism thrived in West Bengal until the Left parties came to power, and as soon as they did, Naxalism disappeared from there. The Home Minister stated that the Naxalites first targeted the Constitution and then the judicial system. They created a constitutional vacuum, then attacked the very idea of the State, and created a vacuum of the State itself.
“Recently, to spread confusion, a letter was written stating that what has happened so far has been a mistake, that a ceasefire should be declared, and that we want to surrender. There will be no ceasefire. If you want to surrender, there’s no need for a ceasefire. Lay down your weapons. The police won’t fire a single bullet,” said the Union Home Minister.
“And as soon as the letter arrived, everyone started jumping. All these leftist parties had publicly shied away from leftist violence. But as soon as Operation Black Forest happened, their petty sympathies were exposed. They wrote letters and press notes demanding that Operation Black Forest be immediately stopped. The CPI and CPI(M) did. Why do they need to protect them…why don’t NGOs come forward to protect human rights of victim tribals? Have all the people who write these lengthy articles and advise us ever written an article for the tribal victims? Why are they not concerned about this? Why is your sympathy and empathy so selective?” questioned Shah.
Highlighting the government’s approach to encourage Maoists towards laying down arms, the Home Minister said that the government do not want to kill anyone. He noted that as compared to the 290 Naxalites neutralized, 1,090 were arrested, and 881 surrendered in the year 2024. This reflects the government’s approach, he said.

He added that every effort is made to give Naxalites the opportunity to surrender or be arrested. However, when Naxalites take up arms and set out to kill innocent Bharatiya citizens, security forces have no choice but to respond with force. Shah emphasised that the government is committed to eradicate armed Naxalism from Bharat by March 2026.
