Indian diesel exports to Europe rise by 137% in August as EU prepares for new sanctions

India’s diesel exports to Europe recorded a significant rise in August, climbing 137 percent year-on-year to 242,000 barrels per day, according to data from global shipping trackers. The surge comes at a crucial moment, as EU is preparing for a new round of sanctions that, beginning in January 2026, will prohibit imports of petroleum products refined from Russian crude even if they are processed outside Russia. For India, this boom underlines its growing stature as a dependable global supplier at a time when energy security is increasingly shaped by geopolitical realignments.

The scale of the increase has exceeded all past patterns. Data from Kpler shows that India’s exports to Europe in August were 73 percent higher than in July and 124 percent above last year’s monthly average. Another leading vessel-tracking firm, Vortexa, placed the figure at 228,316 barrels per day, representing a 166 percent rise compared to the same month in 2024. Notably, these figures are far above historical averages and confirm that India has emerged as a critical supplier in Europe’s ongoing shift away from its earlier dependence on Russia.

Europe’s appetite for Indian diesel is driven by several overlapping factors. A key reason was the decision by Shell to advance the scheduled maintenance of its Pernis refinery in the Netherlands, the largest in Europe, which created an unexpected supply gap. Beyond this, European buyers are stockpiling fuel ahead of the winter season and also preparing for the impact of the 2026 sanctions deadline.

Since February 2023, when the European Union banned direct imports of Russian crude and petroleum products in response to the war in Ukraine, Europe has been steadily diversifying its sources of supply. The August surge in Indian diesel shipments thus reflects both immediate market adjustments and a longer-term strategy to reduce vulnerabilities.

At the heart of this trade stands Reliance Industries Limited (RIL), India’s largest private refiner and operator of the world-class Jamnagar refinery complex in Gujarat. According to industry trackers, Reliance was the sole supplier of diesel shipments to Europe in August. With its ability to process a wide variety of crude blends, including discounted Russian oil, Reliance has become indispensable to Europe’s energy diversification strategy. In fact, India’s total petroleum product exports to Europe rose 41 percent in August compared to July, reaching nearly 399,000 barrels per day. Within this, diesel exports alone touched 603,000 barrels per day, marking a 17 percent rise from both July 2025 and August 2024.

This surge, however, has not gone unnoticed in Western capitals. Officials in the United States and parts of Europe have accused India of indirectly aiding Moscow by purchasing Russian crude at discounted rates, refining it, and then exporting the products to European markets. New Delhi has firmly rejected such claims, stressing that its energy trade is both legitimate and in full compliance with international law. Indian officials have repeatedly underlined that their priority is to ensure affordable and secure energy for their own population while acting as a responsible and reliable partner in the global market. “Those who object to our trade practices are free to make their own purchasing choices. India will continue to act in its national interest while contributing to global energy stability,” a senior official was quoted saying in media.

India has also pushed back against the idea that it is excessively dependent on Russian crude. Around 60 to 70 percent of India’s crude imports continue to come from non-Russian sources, ensuring flexibility in refining. Reliance, in particular, operates advanced dual-refining systems that enable it to process mixed sources of crude while adapting to evolving global regulations. This technical advantage gives Indian refiners an edge ahead of the 2026 sanctions deadline, when enforcement mechanisms remain uncertain and are likely to be complex. Once different crude grades are blended in large refineries, it becomes nearly impossible to trace the exact origin of the refined product, raising serious questions about how effectively Europe will be able to enforce its rules in practice.

Looking ahead, the prospects for Indian exports remain strong for the remainder of 2025. Several major refineries in the Middle East are scheduled for heavy maintenance in October and November, which is expected to further reduce supplies from the region and push Europe toward increasing its reliance on Indian shipments. So, even if Europe does eventually halt imports of refined fuels linked to Russian crude after 2026, the disruption will be temporary. India’s refining diversity, robust infrastructure, and established global networks are likely to ensure that its position as a leading exporter remains intact.

For Europe, the surge in Indian fuel shipments is more than a short-term adjustment to supply disruptions. It reflects a deeper strategic dependence on India’s role as a stabilising force in the energy market.

For India, the export boom is not only an economic opportunity but also a geopolitical signal. It confirms that the country has evolved into a swing supplier of vital middle distillates such as diesel, jet fuel, and kerosene, capable of meeting sudden global shortfalls.

At the same time, India’s willingness to defend its purchases of Russian crude demonstrates its independent foreign policy, one that resists external pressure, protects its partnerships, and balances national interest with global responsibility.

As Europe heads into winter and braces for greater fuel demand, India’s role in meeting its requirements goes beyond a transactional exchange. It reflects a strategic alignment built on reliability and adaptability. By ensuring steady supplies in times of uncertainty, New Delhi is cementing its status not just as a regional powerhouse but as an emerging global leader in energy flows. The August export surge is, therefore, not merely a statistical rise but a marker of India’s growing influence in shaping the future of international trade and energy security.
