The decision is part of broader efforts to address concerns over national security and to counter risks posed by foreign influence in American academic and research institutions.
The Trump administration would act aggressively to revoke these visas, citing serious concerns about espionage, intellectual property theft, and safeguarding America’s research infrastructure. The measure aligns with the US government’s intent to ensure that foreign nationals with potential ties to foreign military or intelligence services do not access critical knowledge or research through American universities.
According to the State Department, individuals associated with the Chinese military or intelligence services who are using educational pathways to enter the US are of particular concern. Enhanced screening measures will also be put in place to prevent future access, including greater scrutiny of visa applicants’ academic background, affiliations, and online activity.
The decision follows recent suspensions of visa interviews as new, stricter guidelines are developed. These efforts aim to protect national interests while maintaining an environment conducive to secure international academic collaboration.
The action is expected to affect a subset of Chinese students currently studying in the United States, particularly those in fields like artificial intelligence, robotics, and other technologies deemed sensitive. Rubio emphasised that while international education remains important, it must not come at the expense of US national security.
