Villupuram, Tamil Nadu: A heart-wrenching video of a poor couple carrying their physically challenged son in a vegetable bin to the district collectorate has sparked outrage and compelled authorities to restore the financial assistance that was unfairly stopped six months ago. The distressing visual, which quickly went viral on social media, has drawn attention to the apathy of government officials towards the plight of differently-abled individuals and their struggling families.

The case, now being termed as the Divyang Monetary Help Scam, exposed the shocking bureaucracy that forced a 26-year-old differently-abled man, Govindan, to be physically taken to the collector’s office just to prove he was still alive. Officials had earlier declared him dead, which led to the abrupt termination of his financial aid, leaving his family in desperate circumstances.

Venkatesan, a daily wage labourer from Melkaaranai village in Villupuram district, and his wife Kalaiammal have been caring for their two physically challenged children, Govindan (26) and Bhuvaneswari (24), both of whom have been unable to move or speak since birth due to a congenital condition. The couple, already burdened by financial hardships, had been relying on state government assistance meant for differently-abled individuals. However, adding to their struggles, the aid was inexplicably stopped six months ago without any prior notice.

Despite their repeated petitions and visits to government offices, the officials remained unyielding, insisting that Govindan was deceased and that the financial aid could no longer be provided. Frustrated and left with no other option, the parents decided to take drastic action to prove their son’s existence.

Viral Video Sparks Public Outrage
On March 17, the determined couple carried their son in a vegetable bin mounted on a bicycle and walked to the District Magistrate’s office in Villupuram. The sight of the father pushing the cycle with his immobile son inside, while the mother walked alongside, moved onlookers to tears. Many present at the collectorate expressed their empathy and condemned the officials for their insensitivity and inaction.

The video, captured by concerned citizens, quickly spread across social media, drawing widespread criticism of the government’s handling of financial assistance for differently-abled individuals. People from various sections of society demanded accountability and immediate redressal of the couple’s grievances.

In response to the public outcry, the distressed parents, along with other visitors at the collectorate, staged a protest demanding justice. They submitted yet another petition to Villupuram District Collector S. Sheik Abdul Rahman, urging him to intervene.

Moved by their plight, the district collector promptly launched an inquiry into the matter. Upon verifying the claims, he ordered the immediate resumption of the financial assistance that had been unjustly stopped for the past six months. Additionally, he directed the concerned departments to ensure that Govindan and his sister receive their pending arrears.

Government’s Response
Following the intervention, government officials provided a justification for the lapse, stating that the assistance had been stopped due to a lack of Aadhaar card details. According to them, the funds had been returned to the treasury because the necessary identification documents were missing. The authorities assured the family that they were now working to issue Aadhaar cards and other required documents for the siblings to ensure uninterrupted assistance in the future.

“We are making efforts to help them secure their identification documents so that such issues do not arise again. The financial aid, including arrears, will be provided without further delay,” a senior official stated.

While the restoration of financial aid brings temporary relief to the family, the ordeal faced by Venkatesan and Kalaiammal highlights the deep-rooted flaws in the government’s welfare distribution system.
