Tribal development and national security: BJP’s winning formula for Jharkhand 2024

As Jharkhand heads toward the 2024 elections, the BJP has crafted a strategy centered on tribal development and national security to secure a decisive mandate

The 2024 Jharkhand Assembly elections are set to be a critical battleground, with the Bharatiya Janata Party (BJP) planning to make significant inroads against the ruling JMM-Congress alliance. Jharkhand, a state with a unique political landscape, is primarily shaped by the aspirations of its tribal communities. BJP’s campaign for the upcoming election focuses heavily on tribal development and national security, with the goal of positioning itself as the party of change and development.

Jharkhand’s political history, especially in recent years, has seen a complex dynamic between tribal communities and regional players like JMM. However, under the leadership of Prime Minister Narendra Modi, BJP is working hard to regain its foothold in the state by emphasising economic growth, tribal empowerment, and national security. With tribal welfare at the core of its manifesto, the party aims to address key concerns around education, healthcare, job opportunities, and infrastructure development in the region.

Key Areas of BJP’s Focus in Jharkhand

Corruption and Governance Failures Under the JMM Alliance

The BJP has been vocal in criticising the ruling JMM government under Hemant Soren, particularly over its handling of tribal welfare and basic infrastructure. The BJP has accused the alliance of widespread corruption, citing allegations against Hemant Soren related to illegal mining leases and political patronage. Furthermore, the mismanagement of critical sectors such as healthcare, education, and employment has given BJP a platform to attack the government. The state has been struggling with underdeveloped infrastructure, poor healthcare services, and a rural economy that has failed to provide jobs for the youth.

Economic Development and Employment

BJP’s plan for economic revitalisation centers on industrial growth, particularly in mining, manufacturing, and agriculture. The state’s vast mineral resources, including coal, iron ore, and mica, have been underutilized. The BJP promises to attract investment through improved infrastructure and business-friendly policies, creating more job opportunities for the youth. The focus on economic growth will aim to address the unemployment crisis in Jharkhand, particularly in its urban centers like Ranchi, Jamshedpur, and Dhanbad.

Nationalist Appeal and Security

BJP’s nationalist appeal is another central plank in its strategy. The party is positioning Prime Minister Narendra Modi as the leader capable of bringing stability and prosperity to Jharkhand through strong leadership and policy continuity. With security as a top priority, BJP has emphasised the need for a strong counter-insurgency approach to tackle Maoist violence in the tribal regions, which has remained a challenge under the current government. BJP’s national security record, including its handling of issues like border security and anti-terrorism operations, is used as a contrast to the perceived inefficiency of the Hemant Soren government.

BJP’s Strategy to Counter JMM and Congress

The BJP’s focus on anti-incumbency sentiment and the failures of the JMM-led government is a key part of its electoral strategy. The ruling coalition has struggled with managing expectations from the tribal community, particularly in terms of economic growth and job creation. BJP has pointed to these shortcomings, promising better governance, improved job prospects, and greater economic autonomy for the tribal people. Additionally, BJP has been building alliances with regional parties like the AJSU Party (All Jharkhand Students Union), led by Sudesh Mahto, which has a significant influence in areas like Palamu and Hazaribagh.

BJP’s Slogans and Outreach to Voters

In the run-up to the elections, BJP has adopted slogans such as “Modi Hai To Mumkin Hai” and “Jhanda Aur Modi Ki Sarkar”, which emphasize development, prosperity, and security. These slogans are targeted at both urban and rural voters, with particular appeal to the youth who are dissatisfied with the current government’s handling of employment and development.

BJP’s Vision for Tribal Development

For BJP, tribal development is a central pillar of its 2024 Jharkhand campaign. The tribal community forms a large portion of the state’s electorate, and addressing their economic and social issues has become crucial for gaining their support. BJP’s promises include improving education, ensuring better healthcare services, rural infrastructure, and increasing employment opportunities.

Key initiatives like Pradhan Mantri Awas
Yojana (PMAY) for rural housing and the Swachh Bharat Abhiyan for sanitation are programs expected to resonate well with tribal voters. Moreover, BJP’s emphasis on tribal land rights and political autonomy reflects its intention to address the long-standing concerns of tribal communities, especially with respect to PESA (Panchayats Extension to Scheduled Areas) and forest rights.

National Security: A Central Campaign Focus

In addition to its focus on tribal development, BJP has also made national security a key component of its strategy. Jharkhand, with its Maoist insurgency, has long struggled with internal security challenges, especially in areas like Palamu, Hazaribagh, and Saraikela-Kharsawan. BJP’s narrative of strong leadership under Prime Minister Modi has been coupled with a firm stance on counterinsurgency operations, ensuring a secure environment for economic growth and development.

By drawing a clear line between stability and security, BJP is focusing on the need for better law and order and police reforms to help the state overcome its security challenges. The party aims to build a perception that only strong governance can guarantee the kind of progress that Jharkhand needs.

Targeting Key Districts for BJP’s Success

BJP’s campaign is expected to focus on several tribal-dominated constituencies where issues of tribal rights and development are most pertinent. Some key regions and districts where BJP is likely to concentrate its efforts are:

Santhal Pargana

Historically, a stronghold of JMM, BJP aims to capitalize on its tribal development promises and targeted welfare schemes, focusing on education and healthcare in these areas.

Kolhan

This region, home to many tribal communities, is another crucial area for BJP. With promises of economic empowerment and better infrastructure, BJP could make significant strides.

Ranchi

As the capital, Ranchi holds immense political weight. BJP aims to attract both urban voters and tribal groups, emphasizing industrial growth, job creation, and better governance.

Jamshedpur

With its growing industrial sector, Jamshedpur presents a mixed electorate that BJP aims to target by promising economic growth and job creation, capitalizing on its pro-business policies.

Challenges for BJP in Jharkhand

Despite BJP’s strong strategy, it faces significant challenges. JMM and its Congress allies continue to enjoy strong support from the tribal community, which might find it difficult to shift allegiance. Issues such as anti-incumbency against BJP’s performance in Jharkhand in the past and the regional sentiments centered on Jharkhandi identity could pose challenges for the BJP.

Additionally, tribal issues such as land acquisition and resource distribution are likely to be areas where opposition parties might accuse BJP of neglect. The JMM-Congress alliance could present a formidable challenge in these regions by invoking the sentiments of local autonomy and highlighting their commitment to tribal rights.

BJP’s Projected Seats in the 2024 Jharkhand Elections

Looking at the voting trends from previous elections, BJP secured 25 seats in the 2019 Jharkhand Assembly elections, emerging as the second-largest party. For the 2024 elections, BJP is aiming to increase its tally by leveraging its focus on tribal welfare, national security, and economic development.

If BJP succeeds in winning key constituencies in Santhal Pargana, Kolhan, and Ranchi, as well as strengthening its position in Jamshedpur and other urban areas, it could reasonably expect to secure 45 to 50 seats in the 81-member Jharkhand Assembly.

BJP’s Path to Victory in Jharkhand

With tribal welfare and national security as the cornerstone of its campaign, BJP is hoping to establish a firm foothold in Jharkhand by connecting with the tribal electorate and showcasing its commitment to economic growth and social empowerment. By focusing on infrastructure development, employment, and law and order, BJP has built a strong case for its leadership in the state.

However, BJP’s real success will depend on its ability to balance national issues like security with local concerns like land rights and tribal welfare. Given the strong tribal support base of JMM, the battle will be close, but BJP’s targeted policies and Modi-fied governance give it a competitive edge in the 2024 Jharkhand Assembly elections.

BJP’s projected seat count could range from 45 to 50, making them a serious contender for majority and leadership in the state.
