National Commission for protection of Child Rights’s (NCPCR) Chairperson, Priyank Kanoongo has made startling claims linked to the books being taught in the government funded Madrasas of Bihar.
In a post on social media platform X, the NCPCR Chairperson Kanoongo on Sunday, August 18 alleged that books like “Talimul Islam” which according to him label non-Islamic as Kafirs (Infidel) are being taught in the state funded Madrasas which also has Hindus children enrolled.
Kanoongo further claimed that the Bihar government is not providing official information on the number ratio of Hindu children in Madrasas and on question of transferring Hindu children from Madrasas to school, the Bihar Madrasas board has informed that the curriculum of Madrasas has been prepared by United Nations Children’s fund (UNICEF).
“This is the height of appeasement by the UNICEF and Madrasa board. It is not UNICEF’s job to create radical curriculum using money received as donations and grants from governments in the name of child protection,” said Kanoongo.
“Misuse of funds in activities other than the Right to Education (RTE) is a direct violation of the constitution of India and the United Nation Child Rights Committee (UNCRC), which should be investigated (United Nation in India) and monitored by United Nation,” added the NCPCR’s chairperson further.

Knoongo further claimed that “many books included in the prescribed curriculum are published in Pakistan and research on their content is still on.” He further emphasized that “Madrasa is not a place for basic education of children in any form and they (children) should study in school. In terms of Hindu children enrolled in Madrasas Kanoongo said that they should not be in Madrasa at all and the Madrasa board should be dissolved”.
MP government to verify students enroll in Madrasas
It must be noted that the Kanoongo’s allegations has arrived on the heels of Madhya Pradesh government issuing a notification linked to physical verification of the students enrolled in state funded Madrasa.
In the notification issued on Friday, August 16 instructions have been passed to verify the identity of the students enrolled in Madrasas. The development has taken place days after 56 Madrasas of Sheopur districts were found to have fake registrations of children including from Hindu community for allegedly securing more funds from the government.
Following the disclosure, the government while issuing a notification has asked the authorities to do a physical verification of the student enrolled in Madrasas along cancelling the registration of such Madrasas where fake entries of Muslim and non-Muslim children has been made with a view of extracting more funds from the government if any.
The government through the notification has also instructed the authorities to verify if any of the children is being force to study religious study or take part in religious worship without the consent of his/her parents in Madrasa funded by the state government.
