Himachal Pradesh: Chinese National arrested for violating Inner Line Permit in Kinnaur

The Kinnaur district Police on June 7 arrested a Chinese National Yudong Guo from the Samdho area of Kinnaur district in violation of the Inner Line Permit. The youth of Chinese origin was travelling along with his wife of Indian origin late June 6, evening to enter the Kinnaur- Tibet border without an Inner Line Permit.

On June 7, the youth was produced in the court of Chief Judicial Magistrate Kinnaur, Rekong Peo, from where he has been sent to police custody till June 10. His wife an Indian document has not been arrested as an Indian national does not need the Inner-Line Permit to travel to the border area in the district here.

The 34-year-old Chinese National has been arrested under 14(a) of the Foreigners Act and Section 3 of the Criminal Abetment Act.

After the arrest of the Chinese National, Tribal Development and Revenue Minister Jagat Singh Negi said, “The Chinese national has been arrested in Kinnair on violation of the Inner Line Permit. It is learned that they have passports and valid documents but this area is a restricted area for foreign nationals and they require permission to visit the area from the local Sub-divisional magistrate and Additional Deputy Commissioner. They did not have Inner Line Permission and they have been arrested. This is a Chinese couple named Yudong Guo and his wife Disha Bharatakar who is a resident of Nagpur. FIR has been registered and they would be produced before the magistrate and definitely, they would be sent on remand.”

“There is a barrier to checking the inner line permit and police must Check the permit of the foreign national, the matter is under investigation. Sometimes you get the permit from Shimla, from Rekong -Peo or from ADM Pooh. I have information that they have a tourist visa and the matter is under investigation. Confirming the arrest,” added Jagat Negi.

It is noteworthy that foreign citizens cannot go beyond Doobling to enter the Tibet border areas of Himachal Pradesh’s tribal district Kinnaur without an Inner Line Permit. But the said person managed to cross the barrier and move ahead and was caught at a place called Samdo.

The DSP Kinnaur District Headquarters Naveen Jalta on the phone said that this is a matter related to national security. Therefore, no immediate reaction will be given in this matter.
