Bihar: Days after a deadly explosion killed a Madrasa teacher at Saran, NCPCR claim it is being run illegally

Days after the incident of an explosion in a Madrasa at Saran, that has sent shockwaves through the region, a team of the National Commission for Protection of Child Rights (NCPCR) paid a visit to the spot on May 17.

A team of the NCPCR headed by its Chairperson, Priyank Kanoongo, arrived at Motirajpur village under the Garkha police station limits of Saran district of Bihar on May 17 and thoroughly inspected the building where an explosion had occurred on Wednesday evening, leading to the death of a Maulana and injury to a student.

The deceased Madrasa teacher was identified as Immamuddin, a resident of Saran who reportedly succumbed to his injuries after the deadly explosion while the minor student (15), a resident of Muzaffarpur district is being treated in a private hospital in Bihar’s capital Patna.

Earlier the Saran police in a press issue released on Wednesday informed that the initial information suggests that the explosion leading to injury of both the teacher and the student occurred while making firecrackers.

However, the exact cause of the incident can only be confirmed after a thorough investigation into the case. A FSL team has been called and further investigation into the case is being conducted. The injured are being treated in Patna, read the police statement further.

Meanwhile the NCPCR president after visiting the spot on Friday informed that “an explosion took place in Madrasa Darul Uloom Barkatiya Rizvi Gulshan-e Baghdad which was being operated illegally in Motirajpur of Saran district in which a child resident of Muzaffarpur district got seriously injured.”

Kanoongo further said that the Maulana Immamuddin who was either making bomb or teaching children to make bomb has died while 14 out of the total 15 children, mostly resident of Katihar are made to be disappear from the Madrasa.

“There were two other Maulanas who are absconding, the head of the Madrasa is also absconding, the Madrasa is illegal and the government has no record of it. We found gun pellets and sharp needles packed in a polythene bag, which are used to make crude bombs, police have been directed to make seizure,” said further Kanoongo in a long post on social media platform X.

Kanoongo also posted a video of the said inspection in which he can be seen inspecting the Madrasa along with the local police personnel.

Further, while highlighting the possible lapses while registering the case, the NCPCR head said that the police have made the child an accused, which prima facie seems to be an exaggeration because the children were admitted in the Madrasa for religious education. In such a case, if the Maulavis get the children to make bombs, then according to the law, action should be taken against the Madrasa operator.

Kanoongo also pointed out the possible use of the bombs being made at Madrasa to influence the elections that is scheduled to be held in the area on Monday, May 20.

Meanwhile, speaking to the media, former union minister and Bharatiya Janata Party (BJP) candidate from the Saran Lok Sabha constituency Rajiv Pratap Rudy said that “the blast and recovery of explosives at this time, along with the death of a person involved in making them, is a matter of grave concern.”

It is noteworthy that Lok Sabha elections are scheduled to be held on May 20th in the high profile Saran Lok Sabha seats where the BJP’s heavyweight Rajiv Pratap Rudy is locking horns with the Rashtriya Janata Dal candidate and daughter of former Chief Minister Lalu Prasad Yadav, Rohini Acharya.
