Harnessing Nature’s Bounty: Exploring Assam’s Green Initiatives in Budget 2024

In an era marked by escalating climate crises and environmental degradation, the importance of proactive measures towards sustainability cannot be overstated. Assam, a State with a rich biodiversity heritage and vulnerable ecosystems, has emerged as a frontrunner in pioneering green initiatives under the leadership of Chief Minister Himanta Biswa Sarma. The recent budget declarations by the Bharatiya Janata Party Governments underscore a strategic shift towards prioritising environmental resilience and sustainability. This comprehensive analysis delves into the groundbreaking initiatives and financial allocations aimed at fostering a greener, more sustainable future for Assam.

Wetland Restoration and Floodwater Diversion

Our commitment to combatting the devastating impact of climate change-related disasters in Assam drives us to adopt innovative strategies. Through the integration of wetlands with the River Brahmaputra, we aim to revolutionise flood management practices. Leveraging comprehensive scientific research conducted by NESAC, we have identified and prioritised 271 wetlands and lakes for restoration, focusing on enhancing their water storage capacity. By diverting floodwaters from targeted rivers, we anticipate a significant reduction in flood peaks, ranging from 20 per cent to 80 per cent. This approach not only mitigates the immediate impact of flooding but also promises long-term benefits such as groundwater replenishment, ecosystem revitalisation, and economic opportunities through tourism.

Financial Support and Transition

To facilitate this transformative shift towards integrated water resource management, we propose allocating Rs 200 crore towards wetland restoration and floodwater diversion initiatives. This funding supplements our ongoing efforts in embankment construction and maintenance, reflecting our commitment to embracing innovative solutions for sustainable flood management. Despite previous investments in traditional embankment infrastructure, we recognise the need to diversify our approach and invest in nature-based solutions. With administrative approval secured for Rs 520 crore across multiple schemes, we are poised to commence implementation, bolstering our resilience against flooding while safeguarding the ecological integrity of our region.

Amrit Brikshya Andolan and International Recognition

Under the banner of the Amrit Brikshya Andolan, Assam has embarked on a significant journey towards fostering green growth and environmental sustainability. One of the key initiatives under this movement involved the planting of over one crore seedlings comprising 53 commercially selected valuable species across the State. This concerted effort not only aims to enhance the green cover but also to promote biodiversity and ecosystem health.

Through the innovative utilisation of technology, the Amrit Brikshya Andolan saw widespread participation, with over 48 lakh citizens registering themselves via a dedicated mobile app. This mass mobilisation resulted in the planting of an impressive 1.12 crore seedlings, showcasing the collective commitment of the people of Assam towards environmental conservation and rejuvenation.

Furthermore, the tree plantation drive orchestrated under the Amrit Brikshya Andolan has garnered international recognition, with the creation of 10 Guinness World Records. These records, achieved through the collaborative efforts of the community, underscore the significance of public engagement and Jan Bhagidari in achieving ambitious environmental goals.

Looking ahead, the commitment towards green growth remains steadfast as Assam gears up to undertake the plantation of an even greater number of saplings. With a target set at three crore saplings for the upcoming year, the Government has allocated a substantial amount of Rs. 40 crore towards this noble cause. This proactive approach demonstrates the unwavering dedication of Assam towards fostering a greener, more sustainable future for generations to come.

Renewable Energy

In a significant move towards bolstering renewable energy initiatives, Assam Power Generation Corporation Limited and Oil India Limited have inked Memorandums of Understanding (MoUs) worth Rs. 4091 crore. These agreements aim to spearhead green power generation projects, including the establishment of a 25 MW solar project at Namrup. Additionally, collaborative efforts with Neyvelli Lignite Corporation India Limited and Satluj Jal Vidyut Nigam are underway to develop state-based renewable energy projects. Moreover, the Government of India has given the green light to the establishment of 1000 MW Solar Power Plants, marking a substantial stride towards sustainable energy production. On another front, significant progress is expected with the imminent completion of the Lower Kopili Hydro Electric Project, boasting a capacity of 120 MW by the year’s end. These endeavours underscore a concerted push towards harnessing renewable energy sources and advancing the nation’s energy transition agenda.

Green Transportation

In a dedicated effort towards sustainable practices, we’ve implemented several initiatives aimed at promoting green transportation. This includes a 2 per cent reduction in Motor Vehicle Tax and exemptions on registration fees for new electric vehicles, encouraging the adoption of eco-friendly alternatives. Additionally, through our Vehicle Scrappage Policy, we’ve responsibly dismantled 3,000 vehicles using scientific methods, minimising environmental impact.

Furthermore, we’ve taken significant strides in enhancing public transportation with the introduction of 100 CNG buses and 200 electric buses in Guwahati city under the ASTC. Looking ahead, in the upcoming fiscal year 2024-2025, we’re committed to expanding our efforts by introducing another 100 electric vehicles in the Guwahati metropolitan area. This endeavour aims to achieve a monumental milestone: making public transportation in the city 100 per cent green and free from reliance on fossil fuels. With these measures, we’re not only prioritising environmental conservation but also laying the foundation for a cleaner, more sustainable future for our community.

Energy Audit of Government Buildings

This year, I propose to conduct an energy audit of Government establishments with the aim of significantly reducing the carbon footprint of these buildings. To support this initiative, I hereby allocate Rs 10 crore towards this purpose. By undertaking this audit, we can identify inefficiencies, implement energy-saving measures, and pave the way for a more sustainable future for our government buildings. Through concerted efforts and investments in energy efficiency, we can lead by example in mitigating climate change and promoting environmental stewardship.

Mandatory Rooftop solar

The Government of our State has taken a decisive step towards sustainable energy practices by introducing legislation requiring all new buildings, both private and public, to incorporate rooftop solar facilities. This initiative underscores our commitment to reducing carbon emissions and transitioning towards renewable energy sources. By mandating the installation of rooftop solar panels, we aim to harness clean and abundant solar energy to power our buildings, contributing to a greener and more environmentally friendly future. This legislation reflects our State’s proactive approach to addressing climate change and promoting sustainable development.

Rooftop solarisation PM Suryodaya Yojana

The Pradhan Mantri Suryodaya Yojana, announced by the Hon’ble Prime Minister Narendra Modi, aims to usher in a new era of energy sustainability by facilitating the installation of rooftop solar systems in one crore households. This ambitious initiative seeks to provide the invaluable benefit of free electricity to numerous households across the nation. In line with our commitment to environmental stewardship, the Government is dedicated to implementing this eco-friendly scheme by ensuring the necessary contributions from the respective States. By harnessing the power of solar energy, we are not only fostering self-reliance but also advancing towards a cleaner and greener future for generations to come.

Climate Action LiFE

In response to the urgent need for climate action, our nation has taken significant strides towards sustainability. On March 22, 2023, in Assam, we launched Mission LiFE – Lifestyle for Environment, inspired by the impassioned appeal of Hon’ble Prime Minister Narendra Modi. This initiative aims to foster environmentally conscious lifestyles and drive positive change at the grassroots level. Strengthening our commitment, we’ve forged a vital partnership with The Energy and Resources Institute (TERI), leveraging their expertise for resource mobilisation and capacity building. Moreover, recognising the pivotal role of education, we are set to integrate climate change curriculum into school textbooks, empowering the next generation with knowledge and awareness to champion climate action. Together, these endeavours mark our unwavering dedication to a sustainable future for generations to come.

CM’s Climate Resilient Village Fellowship Programme

In the pursuit of bolstering environmental resilience and sustainability, the Chief Minister’s Climate Resilient Village Fellowship Programme, unveiled during the 2022-23 budget, has yielded promising results. Post-graduate students participating in this initiative have meticulously crafted village-specific climate action plans for 100 communities. Building upon this foundation, our commitment extends to establishing ten exemplary climate-resilient villages this year, serving as beacons of progress and innovation. Furthermore, our dedication to transparency and accountability is exemplified through the continuation of the Green Budget publication, encompassing 18 departments. Notably, schemes promoting environmental stewardship within these departments will be identified and prioritised for fund allocation, reinforcing our pledge towards a greener and more sustainable future.

Reclaiming Encroached Wildlife Sanctuaries and National Park

The Environment and Forest Department has been steadfast in its commitment to safeguarding nature for the benefit of future generations. Notably, significant strides have been made in reclaiming approximately 5000 hectares of land from encroachments within wildlife sanctuaries and national parks. Furthermore, the construction of over 100 buildings for Frontline Forest Staff and Anti-Poaching Camps, along with vocational training provided to more than 800 forest fringe community members, underscores a proactive approach towards wildlife preservation. The update of 50 People’s Biodiversity Registers, activation of Anti-depredation squads, and the recruitment of over 3000 employees at Grade III and Grade IV levels have bolstered efforts to mitigate Man-Animal Conflict effectively. In line with the Government’s vision, initiatives such as the establishment of the Institute of Wildlife Health and Research at Dinjan, Dibrugarh, the Barak Valley Wildlife Safari and Rescue Centre at Dholai, Cachar, and the renovation and modernisation of the Assam State Zoo in Guwahati have been prioritised, reflecting a holistic approach towards conservation and sustainable management of wildlife resources.

Species Recovery Programme

In the upcoming year, the Government is set to significantly expand the Amrit Brikshya Andolan initiative by planting three crore seedlings across the State. Additionally, there are focused efforts on modernising the Assam State Zoo and implementing a Species Recovery Programme aimed at safeguarding highly endangered wildlife species such as the White-winged Wood Duck, Hoolock Gibbon, and endemic flora like Hollong. Moreover, the establishment of a Natural History Museum and Animal Rescue Center at Borjuli, Panbari, in Golaghat District, will be pivotal priority, signalling a comprehensive approach to conservation and environmental sustainability.

Soil Conservation and Land Management

The focus on “Saving the soil for generations to come” remains paramount in the department’s agenda this year. Through a comprehensive approach, projects targeting various aspects of soil conservation and land management have been outlined. The Building & Approach Road initiative aims to enhance working conditions by constructing new departmental buildings. Concurrently, the Protection of Riverine Land project addresses stream bank erosion with Boulder Gabion Spurs installation. Gully Control Projects, with a substantial allocation of Rs. 400 lakh, aim to safeguard cultivable land from erosion. Protective Afforestation, with Rs. 160 lakh, prioritises tree planting along riverbanks to mitigate soil loss. Furthermore, significant funding under the RIDF scheme supports Soil & Water Conservation Works to bolster agricultural productivity. The strategic objectives for the year encompass Nature Conservation, Wetland Development, Disaster Risk Reduction, and Flood Damage Restoration, among others. To actualise these goals, a proposed allocation of Rs. 274.58 crore is set forth, signifying the department’s commitment to sustainable soil management and environmental stewardship.

Swachh Bharat Mission (SBM)

Under the Swachh Bharat Mission (SBM), significant strides are set to be made in sanitation initiatives for the fiscal year 2024-25. With a focus on expanding coverage, over 3 lakh latrines are slated for construction in newly emerging households, facilitated by Direct Benefit Transfer (DBT) mechanisms. Moreover, a comprehensive approach towards waste management is emphasised, with plans to ensure all villages have access to Solid and Liquid Waste Management facilities. To address sanitation challenges in peri-urban areas, the construction of 35 Fecal Sludge Treatment Plants is proposed. The upcoming year will prioritise achieving complete Full Household Toilet Coverage (FHTC) and fortifying sanitation infrastructure across the nation. Additionally, initiatives such as providing mobile toilets for tea gardens and augmenting waste management facilities underscore the commitment to addressing diverse sanitation needs. The Government’s proposed allocation of Rs. 2180.79 crore reflects the steadfast dedication towards advancing sanitation and hygiene standards, ensuring a cleaner and healthier environment for all citizens.

The budget declarations by the Himanta Biswa Government herald a new era of environmental stewardship and sustainable development in Assam. From integrated water resource management to renewable energy initiatives and conservation efforts, Assam is forging ahead on the path towards a greener, more resilient future. With strategic investments and collaborative partnerships, the State is poised to lead by example in mitigating climate change and preserving its natural heritage for generations to come. As the world grapples with mounting environmental challenges, Assam’s unwavering commitment towards green initiatives serves as a beacon of hope and inspiration for sustainable development globally.
