The cover of 'Human Rights Activist' and 'Civil Society' has been used in Jammu-Kashmir's union territory to finance terror activities.
In the ongoing terror funding case in the Union territory of Jammu-Kashmir, the National Investigation Agency (NIA) on Monday (November 22) arrested Kashmir-based' Human Rights Activist' Parvez Khurram.
Parvez, the programme coordinator of the Jammu and Kashmir Coalition of Civil Society (JKCCS), was initially detained for questioning. He was arrested late on Monday (November 22) evening.
"The arrest memo says he was arrested in the case, FIR RC-30/2021/NIA/DLI filed on November 6, under IPC Sections 120B (criminal conspiracy), 121 (waging, attempting to wage, abetting waging of war against the government), and 121A (conspiracy to commit offences punishable by Section 121); and Sections 17 (raising funds for terrorist act), 18 (conspiracy), 18B (recruiting of any person or persons for terrorist act) and 40 (raising funds for a terrorist organisation) of the Unlawful Activities (Prevention) Act", reported The Indian Express.
After the death of terrorist Burhan Wani in an encounter in Kashmir in 2016, Chief Minister Mehbooba Mufti arrested Parvez under the Public Safety Act (PSA).
In February 2019, the Narendra Modi government banned the Jamaat-e-Islami (JeI) for five years after the intelligence input suggested it was in touch with other terrorist organisations and was collecting funds for terror activities. It was banned under the Unlawful Activities (Prevention) Act (UAPA).
On October 28, the NIA had conducted raids at 17 locations in Jammu-Kashmir in the terror funding case. Earlier, in a massive search operation on August 8 & 9 this year, the NIA had raided 61 places in 10 districts of Kashmir and four districts of Jammu.
On August 5, 2019, two months after winning the second term at the centre, the Narendra Modi government abrogated Article 370 of the Indian Constitution and reorganised the erstwhile state of Jammu & Kashmir into two union territories of Jammu-Kashmir and Ladakh.
Article 370 provided some special provisions to the erstwhile state of Jammu & Kashmir. It was rendered inoperative. In the last two years, the administration in Jammu-Kashmir had cracked sternly on the overground workers of different terrorist organisations. Many government employees have been terminated from the service.
In September this year, the Jammu-Kashmir administration terminated the services of six government employees for being 'overground worker of terrorist organisation'.
On October 16 this year, Anees-ul-Islam, the grandson of separatist leader Syed Ali Shah Geelani, was dismissed from the Jammu and Kashmir government service for 'links' with terrorist organisations.
In the last six months of this year, the Jammu-Kashmir administration has terminated the services of about 30 employees.
