Equal Opportunities Commission

Sandhya Jain ?

The Congress-dominated UPA-II did not present the Equal Opportunities Commission Bill, 2011 in any session of Parliament, but may now set up this communally divisive body via the Ordinance route to harness Muslim votes in the forthcoming general election. The Union Ministry of Minority Affairs recently finalised the decision in this regard on the basis of the recommendations of the Justice Sachar Committee on Social, Economic and Educational Status of Muslim Community in India, and the Union Cabinet approved the same on February 20, 2014. Initially, the EOC was to bring the private sector within its purview, a move that is certain to meet with strong resistance from corporate India; hence this proposal may be dropped at this stage.

The Justice Sachar Committee, appointed by UPA-I in March 2005, asserted that Muslims constitute 18.5 per cent of the population and their representation in bureaucracy is about 2.5 per cent. He mooted the EOC to look into the day-to-day complaints of Muslims against non-state agencies. Thus, any minority person feeling discriminated by an employer can complain to the proposed body, thus making it almost impossible for any government or public (or private) sector office to function, as each and every recruitment or promotion is potentially liable to be disputed before the EOC if a Muslim candidate is overlooked.

This is one of the most invidious ploys of the Italian-born Sonia Gandhi. Just as Louis Mountbatten misused his position as Governor General to assert that India would conduct a plebiscite in Jammu & Kashmir and misguided Jawaharlal Nehru to take the issue of the Pakistani aggression to the United Nations and thus prevented its resolution, similarly Sonia Gandhi has exploited her position as UPA chairperson to poison inter-community relations in India.

The very mandate of the Sachar Committee – to establish the ‘backwardness’ of the Muslim community and link the same to institutional discrimination at social, political and economic levels – is malicious, pernicious, and violative of the spirit of the Indian Constitution, which prohibits discrimination on grounds of religion. Despite this, the EOC revolves around communal identity and limits individual identity to religion. As a smokescreen, the Union Cabinet recently included the Jain community in the list of national minorities to blunt the edge of the criticism against its pro-Muslim legislation.

The EOC entitles a minority citizen who feels that he/she was discriminated against to approach the Commission on grounds of institutional discrimination against his/her group. Even the Urdu media has pointed out difficulties with this approach.

But the real problem with the EOC – should it ultimately become a statutory body, as is the ultimate plan of the UPA – is that it will indirectly create communal reservation in the government and public sector enterprises. The long-term plan is also to extend this to the private sector; this is why Union Minister Salman Khurshid once proposed that Muslims as a whole be brought under the category of Backward Communities and the corporate sector be cajoled (read forced) to give reservations to minorities in return for tax rebates. A standard argument of the EOC lobby is that there must be a ‘numerical balance’ between religious communities regardless of qualifications; in other words, employment in proportion to population, in each and every government and public sector office, and eventually also in the private sector. And each time a department rejects a minority candidate for employment, or promotion, a suit can be generated at the EOC and the authorities will have to explain that the particular applicant was rejected on grounds other than religious identity! One can expect this to engage more than 50 per cent of their official time.

The Sachar Committee tried to prove the preconceived notion that Muslims are socially, educationally and economically deprived, but it was not able to substantiate that Muslims are exclusively deprived vis-à-vis non-Muslims. Nor could it prove institutional prejudice on the part of the State. Its greatest lacuna was lack of data: ‘there are hardly any empirical studies that establish discrimination [of Muslims]. Research in this area needs to be encouraged…’ Sachar’s drawing room gossips have become part of an official report funded by the Government of India, a sad commentary on the state of affairs under the domination of Sonia Gandhi and her non-accountable colleagues at the National Advisory Council (NAC).

The Equal Opportunity Commission is an illegitimate child of Sachar Committee as it is beyond the scope of its terms of reference, which were limited to assessing the condition of Indian Muslims. It has instigated Muslims to have a permanent sense of grievance against all other communities, which does not bode well for the unity and integrity of the nation.

Riots; Intermitent Rehearsals of an open Agenda

Anand Mishra ‘Abhay’

Must is to peep a bit in the recent past. Vivisection of this sacred land of Bharat had been declared as per Mountbatten Plan and the Congress leadership of the day had last its courage to reject that plan due to their top brass Gandhi-Nehru duo’s inherent cowardice nurtured through the doctrine of Ahimsa. Jinnah’s Direct Action Day holocaust in Bengal had made them nervous enough. A short period of confusion and uncertainty was prevailing in every mind. They planned it very secretly, but due to alertness of some RSS workers, that plan was burst out and all the conspirators were arrested with arms and ammunitions which they were going to be use on 10th. Sept. 1947. RSS workers informed Sardar Patel the then Deputy Prime Minister and Home Minister and he directed the then Deputy Commissioner of Delhi Shri Randhawa an ICS officer of great repute.

Had there been no RSS or Patel or Randhava there, the entire Nehru Cabinet, all Hindu officials and thousands of Hindu Citizens would have been assassinated and Pakistan’s Crescent Flag hoisted on the Red Fort. Thus, the whole country would have become Pakistan as Lord Mountbatten and his British Army Top Brass were there to support like that of J&K case. Here one must not forget how General Aung San and all of his cabinet colleagues were assassinated in Rangoon when first meeting of his cabinet was held. How Andaman and Nicobar Islands and Lakshadvip were saved from going to Pakistan and Mountbatten’s mischief was foiled due to foresightedness of Sardar Patel is another story.

The plan to establish again the Muslim rule on entire Bharatvarsh was the coveted dream of Jinnah and Liyaqat Ali. To implement it no stone is being left unturned and ‘Secularism’ has become a very useful instrument in the hands of Islamic forces which are hel-bent to complete the incomplete agenda of the Muslim League. All the Governments till date and all the secular political parties and such other organisations are providing them all possible help from the exchequer and dare not to utter even one word against their wishes. The very chain of riots tells it in no ambiguous words. Every Muslim cleric, organisation or so-called honourable gentleman of the community is dreaming day and night how to materialise it. After the sudden demise of Sardar Patel on 15th. Dec. 1950, these forces became fearless. Pt. Nehru was under the dark shadow of Maulana Abul Qalam Aazad and Dr. Zakir Hussain. Here, it is worth mentioning that Maulana had opposed Partition as he was afraid of that the transfer of population will also be the natural result and thus his dream to convert the whole country to Islam will never materialise. And the Doctor was also of the Pakistani mindset as he took no time in offering his wholehearted services to Pakistan in a letter to Jinnah.

This letter was found in the archives of Karachi, the then Capital of Pakistan and was published in several prominent newspapers. It was but natural that it encouraged Muslims to cleanse some pockets of the country from Hindus and 1990 saw the aweful scene in Kashmir Valley which compelled Hindus to flee from their ancestral homes just to save their religion and honour. And valley was thus Islamised due to nonsensical secular attitudes of every Government. This boosted the daredevilness of Islamic forces and riots after riots and explosions after explosions frequently threatened the law and order situation on such a large scale that the entire nation has become insecure. The nationalist Muslim leaders like Shafat Ahmed Khan. M.C. Chagala Justice Hidayatullah etc. were ignored and anti-national elements were prized with honours.

The net result of all this appeasement of Muslims is to be seen to be believed. Hindus are in constant fear in every Muslim Pocket in all the Muslim-majority areas, cities, towns, mohallas and streets. As a strategy, Islamic forces time and again defame the police and Para-military forces. A hate campaign is going on every now and then. First it was Bihar Armed Police, then PAC in UP and now even military is being targgted off and on. After Mumbai, Surat, Ahmedabad, Meerut, Agra, Aligarh, Moradabad, Lucknow, Kanpur, Varanasi, Faizabad, Mau we see Godhra in Gujarat and besides Kosi Kalan (Mathura), Bareilly occurs Muzaffarnagar and on mass-scale, Hindus suffered a lot in terms of life and honour of womenfolk and property. Jihad is continually going on and new offshoots of it have entered the arena of conversion of Hindu girls which has been named as ‘Love Jihad’. Many Khwaza Hasan Nizamis are busy in this field and Arab countries especially Saudi Arabia is on the top of the list.

The only force which is the greatst bottleneck in their path is RSS which is why every sort of dirty tricks is being tried on, but in vain. The moment is coming nearer to teach all such traitorous elements a good lesson, which should shatter and tedmashes their multiface attacks. Dark shadow of a civil war is looming large.

‘Nation is in peril, defend it with all your might’ was the clarion call of Pt. Nehru when China had attacked on the Himalayas in 1962. That call applies to Hindus now in toto. Otherwise what would be the fate only Almighty can tell.
